A regular meeting ol'thc City of Madeira Beach Board of Commissioners was held at 6:00 p.m.
on December 9. 2020 in the Patricia Shontz Commission Chambers at City Hall, located at 300
Municipal Drive. Madeira Beach. Florida.

Mayor Hendricks called the meeting to order at 6:00 p.m.
2. INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Hodges gave the Invocation and led the Pledge of Allegiance.

Agenda Item 7.B. was removed from the agenda due to a publication error.

Fire Chief Clint Belk introduced new hire Johanna Marinello, Firefighter/Paramedic.
6. PUBLIC COMMENT
Wanda Nieves, President of W&A Cleaning Services, thanked the BOC for the business
opportunity to clean the properties throughout the City for the past six years. Ms. Nieves would
like the chance for her company to continue providing quality services for the City.
Michelle Young, 111 Boca Ciega Drive, suggested amending the city ordinance for waterfront
backyard setbacks and restrictions.

DISTRICT FOUR (4); PROVIDING FOR PUBLICATION; AUTHORIZING ELECTION
EXPENDITURES; IDENTIFYING THE PINELLAS COUNTY CANVASSING BOARD

The City Manager asked to remove Agenda Item .1. from the Consent Agenda.

A. Appointment to Civil Service Commission - Clara VanBlargan, City Clerk
City Clerk Clara VanBlargan reviewed the item and answered questions and comments by the
Board.
Commissioner Price motioned to appoint .kidilhanne McLauchlan and Gene Emblerto serve as a
member to the Civil Service Commission members for a term expiring on 10/31/2023.

12. STAFF REPORTS
A. Replacement of Marina Fuel Dispensers - Brian Ran, Marina Manager
Marina Manager Brian Ran reported on sending out an RFP for replacing fuel dispensers at the
Marina.
B. City Manager’s Report - November 2020 - Robert Daniels, City Manager
The City Manager distributed a draft Interlocal Agreement between Pinellas County and the City
of Madeira Beach to fund a study on causes and mitigation of sedimentation along John’s Pass
Channel's northern side. City Attorney Trask said he reviewed the draft agreement and suggested
changes to the contract. The documents were sent to the Pinellas County Attorney's office for
review. The City Manager asked for authority to sign the Imal interlocal Agreement before the
January meeting and to add the expenditure and the Interlocal Agreement to the January agenda
for approval. The Board consented.
Financial Consultant Andrew Latlin reviewed the October finance report and discussed a new
workflow and dashboard reporting system. Aclarian. He answered questions and comments by the
Board.

Commissioner Price complimented Community Development Director Linda Portal and staff on
their fantastic job of organizing the December 8'*^ Town Mall meeting.
Vice Mayor Andrews asked that the vacant Human Resources position be advertised and
complimented Mayor Hendricks on his dedication to the City.
Mayor Hendricks asked that the proposed ordinance for backyard chickens would be on the
January workshop agenda for discussion.
Commissioner Douthirl commented that Broadcast Channel 640 was not working correctly during
the last two meetings. There was sound but no picture. He asked the City Manager to address the
problem and get it fixed. The City Manager said that staff is aware and is fixing it.
