MINUTES BOARD OF COMMISSIONERS REGULAR MEETING NOVEMBER 10, 2021 6:00 P.M. The City of Madeira Beach Board of Commissioners held a regular meeting at 6:00 p.m. on November 10, 2021, in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: John B. ITEMS MOVED FROM UNDER 11. NEW BUSINESS 11.B. Appointment to the Planning Commission - Linda Portal, Community Development Director; Clara VanBlargan, City Clerk November 10, 2021, BOC Regular Meeting Page 2 of 15 City Clerk Clara VanBlargan explained the item. There are four vacancies and nine applications received by the deadline. One of the applicants, Kristina Lochart-Wells, said she would not mind serving on the Civil Service Commission since they have three vacancies and two applications. A tenth application for the Planning Commission was received past the deadline that was provided before the meeting. The Board can accept the tenth application if it wants to. The Board consented to accept the application. Mayor Hendricks welcomed the applicants present at the meeting who applied to serve on one of the committees to comment. Each introduced themselves and gave a brief background of their qualifications and education. The Board voted by ballot. The following applicants had the most votes and a tie needed broken to fill all four vacancies: 1. John Meagher 5 votes 2. Michael Noble 5 votes 3. Curtis Latzo 3 votes 4. John Connolly 2 votes 5. Daniel Quell 2 votes Commissioner Andrews suggested that Commissioner Hutson vote for one of the applicants with the tie vote of two to fill the fourth vacancy on the Planning Commission since he did not vote for either. The Board consented. Commissioner Hutson chose John Connolly. Mayor Hendricks announced the four new Planning Commission members: 1. John Connolly 2. John Meagher 3. Michael Noble 4. Appointment to the Civil Service Commission-Clara VanBlargan, City Clerk Mayor Hendricks said there are three vacancies on the Civil Service Commission and three applicants. He read the three applicants into the record: 1. Kristina Lochart-Wells 2. Christine Ponte 3. Paul Tilka The Board consented to the appointment of the three applicants to serve on the Civil Service Commission. The Board consented to the City Clerk going by the application date and notifying each member of their expiring term. The City Clerk said the alternate approved in the Consent Agenda to serve on the Library board is Commissioner Hutson. 8. PUBLIC HEARINGS A. Vice Mayor said she wanted everyone watching the meeting to know that the reason for the ordinance and the one before it was to get more people involved in local politics and hopefully get some younger people on the Commission. They thought making it easier to run for office would do that. They discussed it at the last meeting. Mayor Hendricks said that was also the reason for reducing the two years to one year in Ordinance No. 2021-25. Mayor Hendricks opened to public comment. There were no public comments. City Clerk Clara VanBlargan explained that the City Charter requires the Pinellas County Supervisor of Elections to conduct the City's elections, and they hold the elections according to state law. Ordinance 2021-28, Increase in Parking Fee from $2.50 to $3.00 per hour - pt Reading & Public Hearing -Andrew Laflin; Contracted Finance Director City Attorney Tom Trask read Ordinance No. 2021-28 by title only: ORDINANCE 2021-28 AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, AMENDING THE FEES AND COLLECTION PROCEDURES MANUAL THAT WAS AMENDED BY ORDINANCE 2021-19; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING November 10, 2021, BOC Regular Meeting Page 9 of 15  FOR AN EFFECTIVE DATE. Finance Consultant Andrew Laflin explained that the proposed amendments to the Fees and Collection Procedure Manual increases the parking meter rate citywide from $2.50 to $3.00 and alters the credit card convenience fee from a fixed rate to a more suitable fee charged to the City. Mayor Hendricks said they might want to look at other processors to see what they can do on a rate for processing those. Mayor Hendricks opened to public comment. There were no public comments. Mr. Laflin said he would prepare a resolution for the December 8, 2021, BOC Regular Meeting committing to the increased parking revenue for the construction of a parking garage. Mayor Hendricks asked that the $50,000 earmarked for the engineering of the parking garage be moved to that account. Mr. Laflin said he will have a FY 2022 budget amendment for the December 8th meeting designating that money to the parking garage. 9. UNFINISHED BUSINESS A. Resolution 2021-13, Final Amendment to FY 2021 adopted budget -Andrew Laflin, Financial Consultant Mayor Hendricks and Vice Mayor Price said they did not get the budget amendment resolution. The City Attorney said it was provided to him in an amended agenda packet. The City Clerk explained that the City Manager said he would send that item out separately since he forgot to include it in the agenda packet. He said copies would be available at the meeting. Since the copies were not made, the City Clerk asked the Board to discuss the next item to give time for her to make the copies. The Board consented. B. Purchase of Community Development Software - Frank Desantis, Chief Building Official November 10, 2021, BOC Regular Meeting Page 10 of 15 Building Official Frank Desantis said since the BOC Workshop Meeting in April they had been diligently looking for new software for the building department. They looked at several different software systems and narrowed it down to the top three (Municity, Accela, and Cloudpermit). Municity was preferred by staff because it is a complete package and designed for the building department and will benefit others downstairs. It is real-time and will be easier for people to check the status of their permits and inspections from start to finish. Communication will be better with everybody. Director DeSantis responded to questions and comments. The program is listed at $101,070. However, the base cost of the system is $90,450 with an optional contingency of $10,620, which is for additional training or transfer of data from the existing Munis software if needed. The money will be coming out of the Building Fund. Depending on how much data is transferred from the existing systems and the training required, the timeline is about two to three months or less. Financial Consultant Andrew Laflin said a budget amendment would be brought to the Commission for the total purchase of the software. The $50,000 for the parking garage will also be included in the budget amendment. Director Desantis said the system is used nationwide and backed by ICC, the International Code Council. The City will own the software. It is cloud-based and can be used from any location. Mr. Laflin said it ~ould be a product hosted in the cloud and part of the annual subscription fee is included in the price. They would not be storing their servers locally. Director De Santis said the cloud storage should be unlimited, but he will check on that. He reviewed the costs included in the proposal. Mr. Laflin said they do not own the product. It is web-based, and the annual subscription fee will be budgeted each year. Vice Mayor Price said when it gets implemented, they need to request a nice, simple one-page sheet to give to homeowners showing them how to log on and look at their project. Director DeSantis said it would be on the City's website with links making it simple. Mayor Hendricks opened to public comment. Andy Wells, 550 Normandy Road, questioned the contract and costs and stressed concern for possible gotchas. Mayor Hendricks said he is sure Director DeSantis would get clarifications before the purchase is made. Resolution 2021-13, Final Amendment to FY 2021 adopted budget -Andrew Laflin, Financial Consultant City Attorney Tom Trask read Resolution 2021-13 by title only: RESOLUTION 2021-13 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF MADEIRA BEACH, FLORIDA, AMENDING THE BUDGET FOR FISCAL YEAR 2021 (BEGINNING OCTOBER 1, 2020 THROUGH SEPTEMBER 30, 2021) BY INCREASING THE GENERAL FUND AND SANITATION FUND REVENUES AND APPROPRIATIONS FOR EXPENDITURE; AND PROVIDING FOR AN EFFECTIVE DATE Financial Consultant Andrew Laflin reviewed the item and explained the reasons for the negative variances shown in red for various departments shown on Exhibit A of the resolution. The City Manager and staff responded to questions and comments. Following discussion, the Board asked that Exhibit A to the resolution be placed on the December 1, 2021, workshop meeting agenda for discussion. Selection of Top City Manager Candidates for 2 nd round In-person or Zoom Interviews - Board of Commissioners The Board said they were very pleased with the candidates and each discussed their first-round interviews with the candidates. Each Commission member marked their choice of three candidates for second round in-person interviews and read them aloud: Mayor Hendricks Gomez, Robin Helfenberger, Joseph Sossamon, Leonard Vice Mayor Price Carson, Anthony Gomez, Robin Sossamon, Leonard Commissioner Hodges Carson, Anthony Gomez, Robin Vance, William Commissioner Andrews Vance, William Carson, Anthony Helfenberger, Joseph Commissioner Hutson Carson, Anthony Gomez, Robin Sossamon, Leonard Mayor Hendricks announced the following three candidates with the highest votes: Carson, Anthony 4 votes Gomez, Robin 4 votes Sossamon, Leonard 3 votes The Board decided to do the individual in-person interviews with each three candidates the week of November 15. The Board will pay for the plane flight, three days and two nights stay at November 10, 2021, BOC Regular Meeting Page 13 of 15 the Cambria, and car or uber rental. Because the Human Resources Director was on vacation, Vice Mayor Price was asked to contact the candidates and have the Human Resources Director contact the Commission on the dates. B.
