BOARD OF COMMISSIONERS MEETING MINUTES- MINUTES WERE NOT APPROVED SPECIAL BUDGET MEETING September 20, 2016 Page 1 of4 A Special Budget Workshop Meeting of the City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on September 20, 2016 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Palladeno called the meeting to order. MEMBERS PRESENT: Travis Palladeno, Mayor Housh Ghovaee, Vice-Mayor Terry Lister, Commissioner Nancy Hodges, Commissioner MEMBERS ABSENT: Ellaine Poe, Commissioner CITY STAFF PRESENT: Shane Crawford, City Manager Vicent M. Tenaglia, Assistant City Manager Aimee Servedio, City Clerk John Schaefer, sitting in for City Attorney Thomas Trask Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER Mayor Palladeno called the meeting to order at 6:02 pm. B. INVOCATION AND PLEDGE OF ALLEGIANCE Commissioner Lister gave the invocation and led the pledge of allegiance. C. ROLLCALL Aimee Servedio called the roll. D. APPROVAL OF MINUTES There were no minutes to approve. E. APPROVAL OF THE AGENDA Commissioner Lister motioned to approve the agenda. Commissioner Hodges seconded the motion. ROLL CALL VOTE: Mayor Palladeno "YES" Vice-Mayor Ghovaee "YES" Commissioner Lister "YES" Commissioner Hodges "YES" The motion carried 4-0 F. PUBLIC COMMENT Mayor Palladeno asked if there was any public comment. There were none. G. CONSENT AGENDA There were no consent items. ORDINANCE 2016-13 A SECOND AND FINAL READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ESTABLISHING THE MILLAGE RATE FOR FISCAL YEAR 2017; PROVIDING AND ANNOUNCING THE NAME OF THE TAXING AUTHORITY, THE ROLLED-BACK MILLAGE RATE, THE PERCENTAGE INCREASE OVER THE ROLLED-BACK MILLAGE RATE, AND THE MILLAGE RATE TO BE LEVIED; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE John Schaefer, attorney sitting in for City Attorney Thomas Trask to read Ordinance 2016-13 in full. Commissioner Hodges motioned to approve Ordinance 2016-13. The motion was seconded by Vice-Mayor Ghovaee. ROLL CALL VOTE: Mayor Palladeno "YES" Vice-Mayor Ghovaee "YES" Commissioner Lister "YES" Commissioner Hodges "YES" The motion carried 4-0 Mr. Crawford said the Millage rate did not increase this year. 2. ORDINANCE 2016-14 A SECOND AND FINAL READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA, ADOPTING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2016 AND ENDING SEPTEMBER 30, 2017; PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN EFFECTIVE DATE Attorney Schaefer read Ordinance 2016-14 in full. Mr. Crawford said they are required to have dialog at both hearings regarding the budget. He said they cut out one of the deputies from the budget for enforcing the short-term rental issue. He said they got lucky because they have promoted the officer that was covering this position and he is still with the City. He said he was criticized for reducing services by eliminating this position. He provided a list of items showing all the events they will be hosting and said everything is at maximum capacity. They have received several grants. They were able to balance the budget by cutting this position. They are looking at getting additional county funding to bury utilities and will not budget the anticipated $3,000,000 for this project. He asked if there were any questions. Commissioner Lister motioned to approve Ordinance 2016-14. Vice-Mayor Ghovaee seconded to the motion. Commissioner Lister said in the past they had to cut a lot of staff members and they had to do more with less. Now they are doing more with more because they have the enterprise funds. He gave credit to the city manager. Mayor Palladeno said there was a resident that moved to Clearwater and his millage rate was 5.5% compared to only 2.2% in Madeira Beach. He sees no difference in the services received for a higher millage rate and requested that the budget be placed on the website. REPORTS/CORRESPONDENCE • CITY COMMISSION Mayor Palladeno said it is a pleasure to own J home across from the city center and to watch all of the events that are going on. There were around 400 people playing softball. He said staff does a great job at getting everything restored to a pristine condition. Every week there is something going on. • CITY ATTORNEY There were no reports. • CITY MANAGER Mr. Crawford said the second Tuesday in Novemoer Is the presidential election and they can't hold the BOC meeting that evening. He suggested that they hold the meeting a week earlier and double up with a workshop meeting. He asked if the 15th worked. The Commission responded that it does. He then asked the City Clerk to post the date on the website. Mr. Crawford said a bus stop installation would occur at 129th and Gulf Boulevard. They are planning to design a beach umbrella type bus stop and are working with PSA. He asked Commissioner Lister to be out there on Friday, so they can get a picture of him next to the bus stop. He said he asked Amanda with Doug's office to copy the commission on emails regarding the field usage. They took a big risk when they built the softball fields and they have shown they are making money. • CITY CLERK The City Clerk said she had nothing to report. Mr. Crawford said the City Clerk evaluations are due to the manager's office by Thursday. He said that he will tabulate their evaluations. K. ADJOURNMENT Mayor Palladeno adjourned the meeting at 6:27 PM.
