The Board of Commissioners of the City of Madeira Beach, Florida will
meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida
to discuss the agenda items of Oty Business listed at the time indicated
below.

G. CONSENT AGENDA
1. APPROVAL Of RIGHT OF ACCESS AGREEMENTS FOR UNDERGROUND UTILITIES
A motion to approve the Consent Agenda was made by Vice-Mayor Poe and seconded by.
CA: Pointed out that the same name was used in the first line~ There are three separate condominium
associations and that needs to be corrected.

A motion to approve the Consent Agenda as amended was re-made by Vice-Mayor Poe and seconded
by Commissioner Lister.
CM: Has been meeting with every single condo association. These are the first three that have been
addressed and the level of cooperation has improved relations.
Mayor Palladeno: Madeira Beach is the first City to be using these beautification dollars for
undergrounding.

I. NEW BUSINESS
1. LIEN SITTLEMENT
CONSIDER OFFER OF SETTLEMENT FROM KELVIN GEORGE FOR SPECIAL MAGISTRATE LIENS
ON 711 PRUITT DRIVE.
CA: About a month ago the City was contacted with Kelvin George. Mr. George put this property under
his twin brother's name while he was deployed oversees. Upon return, he was informed there were some
Special Magistrate liens levied on the property mostly to do with the maintenance of the property. All
violations were brought into compliance. He has asked for a reduction in settlement for the liens which
covers the costs incurred by the City and an additional fine of nearly $2,000 for a grand total of $3,500.
There was a lack of communication between the City and the property owner for putting the property
into compliance. Mr. George is a retired military person and was overseas while these violations occurred.
He also asks that this fact be taken into consideration. The City Manager and City Attorney are in
agreement that this will suffice.
A motion to approve the Lien Settlement for 711 Pruitt Drive was made by Commissioner Hodges and
seconded by Commissioner Lister. ·
Mayor Palladeno: Has he been working to ·keep this property in compliance?
CM: He has been working with the City to get this problem remedied. He has worked to get everything
in line and has been very cooperative. The amount was higher than was expected and he thinks that the
settlement is fair.
Commissioner Lister: Wants to speak with the City Manager about what, if any penalties, will be applied
to the contractor who failed to notify the property owner.

J. REPORTS/CORRESPONDENCE
• CITY COMMISSION
Mayor Palladeno: This Thursday starts the King of the Beach Fishing Tournament. Yesterday, he had a
chance to speak with the Lieutenant Governor of the state of Florida. Wednesday, April 29th, a BIG-C
Meeting will take place in Treasure Island.
• CITY ATTORNEY - None
• CITY MANAGER
CM: Tomorrow, IT will be here to update the City iPads that the Commission has begun to use. The CA
Attorney stressed that these devices are subject to Public Records and the Commission needs to be aware
of that.
There was also an article recently on the parking issue in Madeira Beach - which isn't necessarily a bad
thing since it means that more and more people are visiting the City. He also brought up the notion of
working with the school and having a Water Taxi via the school docks. We need to get the City used to
the idea that they can travel by water. Transient docking will be going into John's Pass soon and the
Marriott will have its grand opening soon. This makes a lot more sense than building a multi-million dollar
parking structure.
~ommissioner Hodges: Have you considered doing an on-land taxi service?
CM: He really wants to promote ~he town via the water. We could consider something for land as well
for certain events. This came up because last week at the ROC Park Spaghetti Dinner, the parking was a
major issue . .This needs to be figured out pretty quickly. By having the lots filled at the school and having
a water taxi over to the City Centre, visitors get their parking issue alleviated and a ride on the bay.
Mayor Palladeno: There are rough weather days, some people get sea sick - he thinks the City should still
look into land travel or use the Jolly Trolley as well.
