CALL TO ORDER - The meeting was called to order at 1:45 p.m. B. INVOCATION AND PLEDGE OF ALLEGIANCE: Commissioner Terry Lister C. ROLLCALL MEMBERS PRESENT: Elaine Poe, Vice-Mayor Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 MEMBERS ABSENT: Travis Palladeno, Mayor Patricia Shontz, Commissioner District 4 STAFF PRESENT: Shane B. Crawford, City Manager (CM) Vincent M. Tenaglia, Assistant City Manager/Finance Director (ACM/FD) Thomas Trask, City Attorney (CA) Aimee Servedio, City Clerk (CC) Dave Marsicano, Public Works/Marina Director (PW/MD) CM: Explained to the present Board members that the Mayor had a previous engagement and Commissioner Shontz was dealing with a family emergency. Both will be excused formally at the next regular meeting. The Vice-Mayor will conduct the Special Meeting and the Workshop Meeting today. D. APPROVAL OF THE MINUTES - NONE E. APPROVAL OF THE AGENDA A motion to approve the agenda was made by Commissioner Lister and seconded by Commissioner Hodges. PUBLIC COMMENT (limited to 3 minutes) G. CONSENT AGENDA 1. APPROVAL OF EASEMENT AGREEMENTS FOR UNDERGROUND UTILITIES 05/26/2015 BOC SPEC I AL MEETING 112 A motion to approve the presented Easement Agreements for Undergrounding Utilities was made by Commissioner Hodges and seconded by Commissioner Lister. CM: This is the business side of undergrounding utilities. The CA has been working diligently with Duke Energy-these are for placements of transformers boxes. You will see these types of agreements on many future agendas. CA: This is not a standard easement-we want to limit Duke Energy to have the smallest piece of property they need for these boxes making these easements very limited. CM: Duke Energy does not go at the City's pace. He wanted to thank the BOC for coming in early for a Special Meeting to get these approved in order to continue working on this project. Commissioner Hodges: Is this something that we can give a blanket approval - something that says we approve any easements to finish this project? CA: This will need to be approved each time separately. The CM added that these are small pieces of property and most property owners are very cooperative. Commissioner Lister: How open is Duke Energy to making these transformer boxes more aesthetically appealing? CM: The energy company is not very open but we are using the smallest boxes we possibly can. The boxes have to be easily identifiable for maintenance purposes but we are able to do some additional landscaping to 'pretty up' the area.
