BOARD OF COMMISSIONERS MEETING MINUTES SPECIAL MEETING January 26, 2018 Page 1 of3 A Special meeting of the City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on January 26, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor, Commissioner District 4 Terry Lister, Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 CITY STAFF PRESENT: Derryl O'Neal, Acting City Manager Ralf Brookes, City Attorney Clara VanBlargan, City Clerk Andrea Gamble, Administrative Support Specialist Walter Pierce, Finance Director Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER The Mayor called the meeting to order at 6:00 p.m. B. ROLLCALL The City Clerk called the roll. c. NEW BUSINESS 1. RELEASE, REDUCTION OR WAIVER OF LIENS ON PROPERTY LOCATED AT 502 JOHNS PASS AVENUE, MADEIRA BEACH, FL This item has been tabled until staff can do more research and report back to the Commission. 2. HIRING OF A CITY MANAGER Commissioner Hodges had some concerns with the dates on Jonathan Evan's application. Finance Director Walter Peirce said that Tom Gonzales, the City's labor attorney looked into that and gave his opinion. The City Attorney said there are no substantive changes made from the resume to the application. It would be an abuse of discretion not to accept the application. The information on the application and the resume does match up. Commission Oakley made a motion to accept the resume and application from Johnathan Evans. Vice- Mayor Douthirt seconded the motion. ROLL CALL VOTE: Commissioner Lister "NO" Commissioner Hodges "NO" Vice-Mayor Douthirt "YES" Commissioner Oakley "YES" Mayor Black "YES" The motion carried 3-2. 3. PUBIC COMMENT BOARD OF COMMISSIONERS MEETING MINUTES SPECIAL MEETING January 26, 2018 Page 2 of 3 Steve Kochick said there were 5 or more applicants that should be interviewed, he would like residents and employees to be put first, and he stressed concerns with choosing an applicant so soon. Robert Preston said he could not understanding the rush to hire a city manager, too much turmoil in the City, and not the best thing for the City right now. Robert Shaw stressed concern about how the City was hiring a City Manager. Bill Gay congratulated the Commission on working with some hard cases, also congratulated Linda Portal, Clara VanBlargan and Walter Pierce for doing a great job. Mayor Black entertained a motion to choose a City Manager pending contract negotiation and to include in the motion a 2 nd choice if the 1st is unable to take the position. CLOSED PUBLIC COMMENT Mayor Black read the following names of the candidates who were considered and interviewed: • Lyndon Bonne • Shane Crawford • Johnathan Evans • Joseph Helfenberger • Bryan King • John Murphy • John Schempf. Commission Oakley made a motion to hire Johnathan Evans pending contract negotiations. The motion was seconded by Vice Mayor Douthirt. ROLL CALL VOTE: Commissioner Lister "NO" Commissioner Hodges "NO" Vice-Mayor Douthirt "YES" Commissioner Oakley "YES" Mayor Black "YES" The Motion carried 3-2 Commissioner Lister made a motion to hire Shane Crawford should Johnathan Evans turn down the job. The motion was seconded by Commissioner Hodges. The motion was seconded by Vice Mayor Douthirt.
