MINUTES BOARD OF COMMISSIONERS SPECIAL MEETING APRIL 28, 2020 3:00 P.M. A specia l meeting of the City of Madeira Beach Board of Comm issioners was held at 3:00 p.m. on Apri l 28, 2020, in the Patricia Shontz Comm iss ion Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: John Hendricks, Mayor Doug Andrews, Vice Mayor/Commissioner District 3 Hellen " Happy'' Price, Commiss ioner District I Nancy Hodges, Commissioner District 2 John Douthirt, Comm issioner District 4 (via telephone) MEMBERS ABSENT: CIT Y STAFF PRESENT: Robert Daniels, C ity Manager C lara VanB largan, C ity Clerk Patty Kord is, Deputy C lerk Ralf Brookes, City Attorney (v ia te lephone) 1. CALL TO ORDER Mayor Hend ricks called the meeting to order at 3:00 p.m. 2. ROLL CALL City Clerk C lara VanBlargan called the ro ll . 3. PUBLIC COMMENT Mayor Hendricks opened to public comment. There were no public comments. 4. ITEMS FOR DISCUSSION A. Approval of a Contract fo r Interim City Attorney Professional Legal Services - Board of Commissioners Vice Mayor Andrews motioned to approve the contract for interim city attorney professional lega l services. Comm issioner Hodges seconded the motion. B. Resolution 2020-08, Amnesty Program for the Marina - Robert Daniels City Manager Robert Daniels reviewed the item. City Clerk Clara VanBlargan read Resolution 2020-08 by title only. Deputy Clerk Patty Kordis distributed a copy of the applications received for assistance through the Marina amnesty program. Mayor Hendricks asked if the applications had been verified, and the City Manager explained yes. The Board reviewed the applications, and the City Manager responded to questions and comments. The Board agreed to provide the assistance for one month, and if something should happen differently than what they had exp~cted, they could revisit it. Commissioner Hodges motioned to approve Resolution 2020-08, Amnesty Program for the Marina. Commissioner Price seconded the motion. ROLL CALL: Commissioner Hodges "YES" Commissioner Price "YES" Commissioner Douthirt "NO" Vice Mayor Andrews "YES" Mayor Hendricks "YES" The motion carried 4-1. C. Approval of RFP for City Attorney Professional Legal Services (RFP to be provided before the meeting)- Robert Daniels, City Manager; Clara VanBlargan, City Clerk The Board discussed the RFP for city attorney professional legal services, and Vice Mayor Andrews suggested tabling the item until sometime in June. Vice Mayor Andrews motioned to table the RFP for city attorney professional legal services and to discuss it again sometime in June. Commissioner Hodges seconded the motion. City of Madeira Beach Agenda BOC Special Meeting Tuesday, April 28, 2020 Immediately following 2:00 p.m., BOC Workshop Meeting Commission Chambers The Board of Commissioners of the City of Madeira Beach, Florida will meet in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. Meetings will be televised on Spectrum Channel 640 and Live Streamed on the Cities Website. 1. CALL TO ORDER 2. ROLL CALL 3. PUBLIC COMMENT The public can view the meeting by clicking the Public Meetings button on the front page of the city website, www.madeirabeachfl.gov. With all city buildings, including City Hall, closed to the public due to Covid-19, the commission will accept public comments from citizens through an online form, (name, and address are required), located at the bottom of the front page on the City of Madeira Beach website, www.madeirabeachfl.gov Emails will be accepted until 11:00 a.m., Tuesday, April 28, 2020, before the start of the meeting. All emails will be reviewed by staff and duplicate comments will be combined to save time. Comments not connected to agenda items will be read following the roll call. Comments on agenda specific items will be read following board discussion of the item. ADJOURNMENT One or more Elected or Appointed Officials may be in attendance. Any person who decides to appeal any decision of the Board of Commissioners with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The law does not require the City Clerk to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or private reporting firm and bear the resulting expense.
