BOARD OF COMMISSIONERS MEETING MINUTES- Ml NUTES WERE NOT APPROVED SPECIAL MEETING February 2, 2017 Page 1 of6 A Special Meeting of the City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on February 2, 2017 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Palladeno called the meeting to order. MEMBERS PRESENT: Travis Palladeno, Mayor Nancy Hodges, Commissioner Ingrid Ferro-Splide, Commissioner Terry Lister, Commissioner House Ghovaee, Vice-Mayor CITY STAFF PRESENT: Shane Crawford, City Manager Vicent M. Tenaglia, Assistant City Manager Cheryl Crawford, Interim City Clerk Thomas Trask, City Attorney Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER Mayor Palladeno called the meeting to order at 6:05 pm. B. INVOCATION AND PLEDGE OF ALLEGIANCE Commissioner Lister gave the invocation and led the Pledge of Allegiance. C. ROLLCALL City Clerk Servedio called the roll. D. APPROVAL OF THE MINTUES There were no minutes to approve. E. APPROVAL OF THE AGENDA Mr. Crawford stated that under the approval of the agenda he asked that they waive items H-K. The last item on the agenda will be public comments. Commissioner Lister made the motion to approve that agenda as suggested by staff. Commissioner Hodges seconded the motion. Mayor Palladeno said he will now pass the gavel to Madam Mayor Patricia Shontz where only a bouquet of flowers sat on the dais in her absence. PRESENTATION IN HONOR OF THE LIFE OF PATRICIA SHONTZ - SHANE B. CRAWFORD, CITY MANAGER Mr. Crawford welcomed everyone to a meeting to remember a matriarch of Madeira Beach. He said she was known as Madam Madeira and Patricia Shontz. Tonight, they are here to shed tears and to have a laugh as she would have wanted. He stated that he is the manager of the city but tonight he is Shane Crawford. Pat Shontz was his best friend. He asked everyone to check their cell phones and make sure that they are on silence. He introduced Pat's immediate family as follows: • Emily Brewer, grand daughter • Kristen Kibler and Fiance Yonce Edgar • Three great grandchildren: Edgar, Jackson and Olivia. • Dave and Bonney Shontz, Brother and Sister • Greg, Nephew and his wife Dawn • Niece, Tina Shontz her daughter Heather Shontz and Katie and Zachary • Donna Shontz, Laurie Shontz Gagon • Sandra and Steve are at home in North Carolina and were not able to make it due to health issues. Mr. Crawford said these are Patricia Shontz's family and they have experienced one of the largest losses of their life. Those in attendance gave the family a round of applause. He was lucky enough to be asked by Patricia and her daughter Sandra to help in certain aspects of her life. This gave him the opportunity to spend a lot of time with Pat. She referred to her passing as the day she packed her bags. He joked that she tricked him into planning this meeting. He was able to spend time with her on the day of her passing. She had a lot of visitors during her time at the care center. He commented that she reminded him of time she met him and how he had been hard on Dave Marsicano. She was the chairman of the 9-11 Memorial Committee. He only had one department head at the time. Dave used to say, "come on with your come on." He did not know what this meant until one day he heard a song by Pat Benatar which had the lyric "Come on with your come on." They had a good laugh about this at a staff meeting. Dave at this meeting said that "it is his opinion and not shared by all." Later, at a 9-11 Memorial Meeting he heard Pat say that this is her opinion and not shared by all. He then stated that Dave has two "Pats" that he stole lines from. He commented that she had one of the greatest laughs. Mr. Crawford indicated that Pat took a lot of naps in the last days. He had to find a care giver to allow her to come home. He stated that she grabbed his arm and asked if they could have a bar in the back of the room. He stated that Pat's house had a lot of stress and happy times. There was always a glass of kettle. He indicated that Jim Everette's ethics complaints made it, so they could not have a bar tonight. She asked that know one cry at the meeting. He stated that when he left her that night after planning tonight's meeting she gave him a kiss and told him that she loves him. She told him that she is 25 years old inside but 83 years old on the outside. She told him that she is okay with this. She told him that she would see him around the campus. That was the last time he saw her. 2. REFLECTION OF LIFE - MR. MICAH THOMPSON AND PASTOR MATT BROWN Mr. Thompson stated that he used to be a clean-cut boy living in Atlanta but then he moved to Madeira Beach with his wife Courtney. He commented that it is hard to explain Madeira Beach to people that are not from there. Patricia taught him that this is truly a small town. He met Ms. Shontz when he became the chairman of the Diaconate at Church by the Sea. Ms. Pat would always ask him about his mission work in Africa. She always encouraged him to keep serving and being a good neighbor. She told him about when she moved to the city in the 60's. They did not have a lot in common except they were neighbors in a small town. Ms. Pat was active all the time and ran a restaurant. He stated that if he lives to be Ms. Shontz age when she died it will be 2065. He hopes that he can have even a portion of the legacy that she had. He stated that he visited her in the hospital and prayed with her. He believes that she is in heaven with George and having a great time. She was his friend and encourager. She taught him how important it is to serve neighbors. He stated that he loves Ms. Pat. Pastor Brown stated that it was a privilege to pray with Ms. Pat prior to her passing. (His comments were not very audible) He stated that he met her when he was new in the ministry. She thought his name was Mark for the first 3-5 years. He never corrected her. He knew her as a worshipper at church. He did not know her civil service. She loved Jesus. She was faithful and committed to singing in the choir. Her laugh drew people in. He then quoted Isaiah about bring his daughters and sons from the end of the earth. People are created in the glory of God. She understood this and loved God and her community. He then provided a sermon on temptations and quoted Jerimiah. Mr. Crawford stated that it is not very often that they can call up a bearded marine worker and a pastor that he never met and have them respond so quickly to visiting Pat. He met Micah when he first got here. Micah always cleaned her boat for her. He then told a story of a guy that was interested in purchasing Pat's boat. He tried to drive the boat while Micah was scaping it. Shane indicated that he was glad he didn't kill Micah. He then mentioned Pat's close group of neighbors that have helped. He invited the commission to sit in the audience, so they can watch the photo presentation. 3. INTRO OF PICTURE PRESENTATION • CHERYL MCGRADY, PLANNING AND ZONING COORDINATOR Ms. McGrady stated that when she was going through Pat's stuff she found something from Mr. Larson who was the longest tenured manager the city has had. In 1984, she got Woman of the Year. Mr. Larson wrote an article about her and put it in the paper. She then read the article into the record. Following the reading of the article, Ms. McGrady stated that Ms. Pat was always honest with her. She then read a poem that Ms. Shontz stated sums her up. She then commented that Pat told her to live every day likes it the last. She was more than a friend to her and Shane, she was like a mom. They had dinner with her every night and breakfast most mornings. She stated that she and Shane have put together a photo presentation of Ms. Shontz life. She explained that her favorite story was of her and Pat driving a new car that her fiance gave her. That is her favorite memory. She named her car Patrish, so she can always ride with her. She closed that Pat looked down on them from heaven every Ghovaee day with George. She is happy they are together again. She then played the photo presentation. Following the presentation, Ms. McGrady stated that she loved Pat dearly and misses her more. Mr. Crawford introduced the dogs MJ and Emma that were always fed doughnuts by Pat. Angel is their friend and took Pat's dog Angel. 4. VERSE READING - MRS. BONNIE SHONTZ Ms. Bonnie stated that a few weeks ago she came to city hall to pick up her parking pass. She had her two grandchildren, Zachary and Katie with her. Jim Black and his wife were in the lobby. She asked Katie to tell the man her name. Katie told him that she is Katie Shontz. Jim responded that he knew that name. She said that is her Aunt Pat. Jim then showed them the chamber room. The light was turned on and Zach read 0 the sign "Patricia Shontz, Commission Chambers. "Chambers" was a new word to him. He asked Jim 'Why aunt Pat?· Jim responded because she is Ms. Madeira Beach. Zach then said, "Oh, she is God in this room.ft Katie then blessed each chair in the room. Pat was thrilled when she heard this story. MIKE SOPHER Mr. Crawford invited Mike Sopher to the podium. Mr. Sopher commented that Pat was a class act. (His comments were difficult to hear as he was not speaking directly into the microphone) He stated that she was a great mother and a wife. He commented that he will never be able to fill her shoes. He thanked her for everything and for the opportunity to say a couple of words about Pat. 6. THANK YOU TO THE CITY OF MADEIRA BEACH - MS. KRISTIN KIBLER, GRANDDAUGHTER OF PATRICIA SHONTZ Kristin Kibler thanked the city for everything. She loves that Pat had a huge impact on all their lives. She thanked them for loving her. 7. PROCLAIMING JANUARY 19 "REMEMBRANCE OF PATRICIA SHONTZ DAY" - MAYOR TRAVIS PALLADENO Mayor Palladeno stated that Pat was well respected around Pinellas County. Work that she started is being completed today. There are elected officials in attendance today. He proclaimed January 19th "Remembrance of Patricia Shontz Day." He said that Pat had a lot of love for city employees. She always talked about the employees and residents. He asked for a motion to recognize January 19th as "Remembrance of Patricia Shontz Day" and to recognize city employees with a day off. Commissioner Hodges made the first motion. Commissioner Lister seconded the motion. Vice-Mayor Ghovaee said he loved Ms. Shontz dearly. Mr. Crawford stated that staff respectfully accepts this. PUBLIC COMMENT Mayor Palladeno stated that each time he met with Pat she would offer him a drink. Commissioner Hodges stated that first time she talked with Pat she had applied for a position on the planning board and was told as a new applicant that it would be a good gesture to call the commission and let them know who she is. When she called Travis' number Pat answered. She listened to her speech and said that she appreciated her. She said that she called the wrong number. They both laughed about it. This was an opening of a special friendship. Pat asked her to call her again and that she would like to get to know her better. Pat always had time for her. She had a way of making her feel special. Commissioner Lister said he would not be there if it was not for Pat. She sang bass in the choir at the Church by the Sea. She never asked for help. She was a good friend and will be missed. She had such an impact on local, regional and state politics. She dealt with tough issues with tender care. Pat prayed to make the city a better place to live. Commissioner Ferro-Splide stated that she was a teenager and remembers Pat at her restaurant. She was a beautiful woman inside and out. Vice-Mayor Ghovaee stated that Ms. Shontz was in a class by herself. She was amazing and was a go to person. He was honored to be appointed to her seat. Pat sat her for a long time. He always looked up to her. She wanted to be the first person to sign his campaign card. She will be dearly missed. A lady (No name given) stated that Pat was her hero. They moved to the city in 1979 and the first name she heard was Pat Shontz. She was in charge of the Easter Egg event. She was a great leader. The mean talk in politics never got Pat down. George always supported her, and she always supported him. She joked with Pat that the name of Madeira Beach was going to be changed to Shontzville. Mr. Crawford stated that he just took a phone call from Sandra, Pats daughter in North Carolina and she thanked everyone for showing up tonight. Chuck Cawler stated that he has lived in Treasure Island for 20 years. He stated that Pat is a wonderful person and her life shown far beyond the boundaries of Madeira Beach. He stated that he met years ago with Pat about starting the chamber of commerce. Everyone admired and respected Ms. Shontz. She was a 50-year member of the Madeira Beach Rotary Club. Pat met the rotary model of "Service above Self." It was not until the 80s that women were allowed to be members. Pat was the first woman president of a rotary club in Florida. Steve Kochick highlighted a booklet that she wrote about the history of Madeira Beach. She knew everything about Madeira Beach. She had pride in all the stories. He stated that he had the pleasure of serving with her on the commission. She wanted the history of the city to go on and on. A man (no name given) stated that Pat was one of the loveliest people that he knew. Pat had to be nudged into politics but once she got into it she spent her life in public service. A lot of the credit for what Madeira Beach is today is because of Pat. She understood the time that public service would take from her family. She stated that he loves her. Frank stated that he met Pat in the 70's. (His comments were not very audible) He said that life is all about having family and friends. The Lord called Pat home. Lynn Piati said that he moved to town in December of 1994. They went in search of a good restaurant and ended up at the Apple Diner in Madeira Beach. Pat was sitting at the register on a stool. Pat gave them a big smile and welcome. They became very fond of her and became star customers. He became involved in politics with Pat. She was very influential on him entering politics. She was the champion of many causes. They have been blessed in having Pat as a friend. She was the Grand Lady of Madeira Beach. He closed by saying Pat's line ·see you around the campus. • Mayor Palladeno asked Pastor Matt to lead the audience in a closing prayer. Pastor Matt provided a closing prayer. Mayor Palladeno stated that they love Pat and will miss her. H.
