BOARD OF COMMISSIONERS AGENDA SETTING MEETING MINUTES The Board of Commissioners of the City of Madeira Beach, Florida will meet at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. 5:30P.M. TUESDAY, MAY 14, 2013 AUDITORIUM CALL TO ORDER: The Meeting was called to order at 5:30 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE: Vice Mayor Terry Lister ROLL CALL: MEMBERS PRESENT: Travis Pafladeno, Mayor Terry Lister, Vice-Mayor Nancy Hodges, Commissioner District 2 Elaine Poe, Commissioner District 3 Pat Shontz, Commissioner District 4 STAFF PRESENT: Shane Crawford, City Manager (CM} Thomas Trask, City Attorney (CA} Vince Tenaglia, Finance Director (FD} Dave Marsicano, Central Services Director (CSD} Aimee Servedio, City Clerk Pro Tern (CCPT} 1. TOPICS FOR MAY 28™ WORKSHOP A. DISCUSSION ON PRESENTATION BY CPWG UNDERGROUND UTILITIES City Manager CM Crawford stated that the FOOT project for undergrounding the utilities looks promising, and Steve Tart with CPWG was present and could walk them through it if they wished. B. DISCUSSION ON UPDATE ON CITY SEAWALL PROJECT Dave Marsicano CM Crawford stated that they found two additional seawalls that were the City's that need to be improved or remodeled. He said that it would require a change order but they came in under budget on the project so the money is there. He stated that there were a total of 4 seawalls left to be done, so things are getting done. C. DISCUSSION ON CLEANUP OF WEST SIDE OF PELICAN LANE IN JOHNS PASS VILLAGE Commissioner Shontz Commissioner Shontz stated that she would call if she needed any information from staff.  The City of Madeira Beach, Florida Board of Commissioners Agenda Setting Minutes D. DISCUSSION ON CHARTER CHANGES FOR CITY CLERKS POSITION Commissioner Poe CM Crawford said that his recommendation was to meet with Aimee and himself prior to the nest meeting and discuss if they should have a referendum. E. DISCUSSION ON CODE ENFORCEMENT SPECIAL MAGISTRATE LIEN PROCEDURE City Attorney CA Trask stated that he didn't feel that it needed any discussion from the Commission. This Item was taken off the Agenda F. DISCUSSION ON COMMISSION LIAISON APPOINTMENTS City Manager CM Crawford stated that he had put this on the Agenda, and he wondered if the Commission would like to eliminate some of that. G. DISCUSSION ON COMMUNITY DONATION FOR ALL CHILDRENS HOSPITAL 5K RUN City Manager Cm Crawford stated that a local resident is asking the City to be a sponsor for the run with a small donation. H. DISCUSSION ON PRICES OF SIGNS FOR SOUTH BEACH PARK Vice-Mayor Lister The CM staled that they are wailing for the prices for the signs on the restrooms at South Beach, and is hoping that Dave Marsicano will have those for the next meeting. I. DISCUSSION ON FUNDING SOURCES FOR BEAUTIFYING FDOT ISLAND ON GULF BLVD Mayor Pa/ladeno Cm Crawford stated that this would go hand in hand with the County undergrounding project. J. DISCUSSION ON RENEWAL OF AGR~EMENT BETWEEN CITY OF MADEIRA BEACH AND CITY ATTORNEY TOM TRASK City Manager CM Crawford is recommending that the City Attorney's contract be renewed and would like that discussion at the next BOC meeting. 2. ITEMS ON DECK FOR NEXT WORKSHOP A. DISCUSSION ON SIGNAGE THROUGHOUT CITY City Manager 8. DISCUSSION ON HIGH AND DRY CITY MARINA City Manager C. DISCUSSION ON INCREASING PARKING METER FEES City Manager The Mayor asked for a list of what the other Communities are charging be available. CM Crawford stated that it is not a matter of revenue, but that the credit card companies are charging the City a fee with every card that is used. He is just looking to offset some of those fees.
