TOPICS 1. PRESENTATION ON WATER/SEWER LINE INSURANCE PROGRAM Travis Palladeno, Mayor and Lee Zell, Representative from National League of Cities Mayor Palladeno: Explained that he has previously met with Representative Lee Zell to discuss the possibility if incorporating a Water/Sewer Line Insurance Program, recommended by the National League of Cities, in Madeira Beach. He wanted to bring Mr. Zell to an open workshop to further discuss the item with the Board. Lee Zell: Presented an overview of the program to the Board. He also provided a list of cities that have already invested in this program for the Board members to contact to hear their experience if they please. The program is not cost to the City at all. Many cities have control over water and sewer services, while others do not-there is not requirement for control of facilities to participate. The program was the result of cooperative efforts between six cities and went through a process to make it applicable to other cities. The Water/Sewer Line Insurance Program deals with the water and sewer connection between the street and private residences. The program offers an affordable solution for citizens who experience problems with their water or sewer lines. If a problem occurs, a local contractor hired through the program after a vetting process will go to the residence and repair the problem. The City saves on staff time and money while the citizen receives assistance and repair as the problem occurs covered by a small monthly or yearly coverage fee. The coverage offered by the program includes: up to $4,000 per incident repair, no annual 06/23/2015 BOC WORKSHOP MEETING 1 12 or lifetime limits, no deductibles, service fees, forms or paperwork, everyday availability, repairs made only by local, licensed contractors, and affordable rates and multiple payment methods. Some of the benefits for the city include: a non-tax revenue stream without any investment, reduction of calls to city/public works, contractors undergo vetting process to meet City code, reduces costs to assess lateral line issues, and keeps money in the local economy by using contractors in the metro area. Mr. Zell entertained some questions presented by the Board of Commissioners and summarized his presentation. The question about condos arose and Mr. Zell explained that this program was not designed with condo properties in mind. Consensus was that the Board would consider the program, with special attention to better understanding financing, and contact other cities who have already implemented the program to hear more feedback. 2. DISCUSSION ON CITY APPOINTED BOARD APPLICATIONS Shane B. Crawford, City Manager and Aimee Servedio, City Clerk CM: The City Clerk has assembled this item for the Board to review. All of the applications have been collected and presented to the Board for consideration for appointment. The only Board that received more applications than open positions was the Planning Commission. There were a total of four applicants and only two positions are up for reappointment. CC: Asked the Board to rank the applicants for the Planning Commission with the sheets that are included in the packet. She asked that these be returned to her by July 8 in order to calculate the rankings and notify the applicants before the formal appointments on July 14, 2015. 3. DISCUSSION ON OUTSTANDING LIEN SETTLEMENTS Elaine Poe, Vice-Mayor and Shane 8. Crawford, City Manager Commissioner Poe: She has discussed this item with the City Manager and the City Attorney. She would like to postpone further discussing this item until a future date so more information can be gathered and reviewed by the Board and staff. 4. DISCUSSION ON BOC POLICY HANDBOOK AND AGENDA POSTING LOCATIONS Travis Palladeno, Mayor and Nancy Hodges, Commissioner District 2 Commissioner Poe: She has discussed this item with the City Manager and the City Attorney.
