BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP MEETING February 27, 2018 Page 1 of 5 A Workshop meeting of the City of Madeira Beach Board of Commissioners was held at 2 :00 p.m. on February 27, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor John Douthirt, Vice-Mayor Terry Lister, Commissioner Nancy Hodges, Commissioner Nancy Oakley, Commissioner CITY STAFF PRESENT: Jonathan, Evans, City Manager Ralf Brookes, City Attorney Clara VanBlargan, City Clerk Walter Pierce, Finance Director Dave Marsicano, Public Works/Marina Director A. CALL TO ORDER The Mayor called the meeting to order at 2:02 p.m. B. ROLL CALL The City Clerk called the roll. C. PUBLIC COMMENT Public participation is encouraged. If you are addressing the Commission, step to the podium and state your name and address for the record. Please limit your comments to three (3) minutes. A resident he noticed that the building department is very busy and encouraged the City to get them some help. Robert Preston recommended that the BOC workshop meetings be moved to the evening, D. TOPICS FOR DISCUSSION Presentation by the children of the 4H Club - Debbie Laramee Debby Laramee introduced Miriam Wood, Jocelynn Wood, and Dominic Fabrizio to the BOC. They each presented their projects and beach cleanup experiences with the 4H Club and reported their findings to the Board of Commissioners. Miriam, Jocelynn and Dominic thanked the City of Madeira Beach for letting them be part of the community. I. Proposed Flag Retirement Fire Pit - Presentation by George Bessler, Rotary Club of Seminole George Bressler gave a presentation on the proposed flag retirement fire pit. II. Legislative Update - Presentation by Allen Suskey, Suskey Consulting, LLC Allen Suskey gave a Legislative update. Commissioner Lister asked for Senator Bill Brande's contact number and Mr. Suskey said he would provide that to him. BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP MEETING February 27, 2018 Page 2 of 5 Ill. Sandy Shores Madeira Beach Vacation Rentals - Colleen Mclachlan, Property Manager Purchasing Month-long parking passes for customers and employees due to new construction project. Colleen Mclachlan would like to speak to the Commission about the issue and ask the Commission to reduce the parking fee for their overflow parking areas they use and to be approved at the March 7, 2018 BOC meeting. Colleen Mclachlan, property manager of Sandy Shores Vacation rentals, explained their construction project and asked that the Commission provide her extra parking for a short time or until the end of April as the project commences March 1st to the end of September. Commissioner Oakley mentioned lots of the parking spaces get filled up with spring breakers and other visitors and there is no other available parking. IV. Old Salt Fishing Foundation "Spring King of the Beach" & Request Waiver of Fees Miranda Borchardt, Communications & Events Specialist and Jay Hatch, Parks & Recreation Director Miranda apologized for the application showing year 2017 instead of 2018. Tom Verdensky asked the Board of Commissioners to waive the fees for the upcoming Old Salts Fishing Foundation. He said the event had grown substantially over the last 14 years and the fees have always been waived by the City and Old Salt has always donated back to the City in every way possible, which he explained. Commissioner Hodges mentioned that Tommy has been with Old Salt for over 45 years. Catherine Dias commented in favor of the Old Salt Fishing Foundation event. Following discussion, Jonathan Evans said he will get with the public works Director to go over some of the items discussed at this meeting. V. Strategic Planning Report - Mayor Black Mayor Black explained the reasoning for placing this item on the agenda. The City Manager said once we get the legislative priorities of the Board and the direction in which the Board would like to move, staff can put together a budget document supporting the vision of the Board. Staff members can get involved and have a facilitated discussion in where we see the City of Madeira Beach in the future. It is very important for the City to establish a Mission statement and a vision statement. Vice-Mayor Douthirt mentioned that the staff and commissioners had already done this in November 2017. The City Manager said there are still some City-wide goals and objectives that needed to be drilled down specially to tie into the budget document, then come back to the Board of Commissioners with a report card every quarter. VI. Jim Black Award Nominations - Mayor Black Mayor Black said this is actually the Jim Black Volunteer of the Year Award. Commissioner Lister said he needed a list of all the volunteers. Vice Mayor Douthirt said staff should bring their recommendations to the Commission. Commissioner Lister said that Jim Black should be the one giving nominations as he is the one who works with the volunteers. VII. Communicator - Commissioner Oakley BOARD OF COMMISSIONERS MEETING MINUTES WORKSHOP MEETING February 27, 2018 Page 3 of 5 Commissioner Oakley said she liked the Communicator newsletter as it was very informative and would like to see it come back. The Commission gave consensus to send this out to bid. VIII. Signs - Art Contest - Commissioner Oakley Commissioner Oakley said Treasure Island does their art contest in the Spring. She had spoken to a staff member who said that the citizens of Treasure Island do the actual judging of the art contest. Since Treasure Island is doing their art contest in the Spring it would be nice for the City of Madeira Beach to do their art contest in the Fall. She said this is not a time sensitive issue and suggested getting sponsorships to pay for the signs. IX. Co-Sponsored Events - Commissioner Oakley Commissioner Oakley said the Code does not mention Co-Sponsored. Jay Hatch, Recreation Director, explained that the Rec Center has been collecting notes and thoughts from event teams throughout the County and trying to show how different Cities have done this in the past, which is different in every City. He said the City of Madeira Beach will try and work on its own event Policy and explained the reasoning for co-sponsored events. The City Manager recommended that an event schedule be put together, so the events are not just popping up and we needed to work on incorporating it in the public policy. Vice-Mayor said the fees were going to be put into an ordinance. The City Manager said that a couple of months before the budget is adopted, each department would present their fees to the BOC every year. X. Noise Ordinance Review - Commissioner Oakley Commissioner Oakley said this item stemmed from the recent block party. The music was very loud and as a result this was heard around all the Redington's Community and as far as Seminole. Mayor Black explained that in accordance with the City's noise ordinance the loud noise was unlawful. Will from the block party said there was a traffic issue but this was not due to the concert. The issue was due to the hundreds of people deciding to visit the beach that same day which actually hurt the event. Vice-Mayor Douthirt asked why the event wasn't held in one of the parks. Will explained it was the first nice weather after a two-month cold snap, and all the beaches were very full that weekend. This event was planned. Commissioner Oakley said it is the residents who live in Madeira Beach and events needed to be taken into consideration. Mayor Black said the noise level from the Brown Boxer was also loud. Commissioner Lister said he could hear bands from Treasure Island, but it was due to the direction of the wind. City Attorney Brookes said he would look at the noise ordinance. Reece Noran said he enjoys all the events, he has had a lot of freebies. Bill Karns stressed concerns with the location. The Roe Park may be more appropriate to hold this event. CLOSED PUBLIC COMMENT Jay Hatch, Recreation Director said the closing of Madeira Way was discussed with FOOT. The craft fair donates money to the City. Commissioner Oakley asked if the charitable food trucks were really charitable. XI. Updating of Fee Schedule - Adding a fee to cover the cost of shutting down Madeira Way - Commissioner Oakley Commissioner Oakley said Madeira Way is not on the Fee Schedule. Credit card convenience fee is only in City Hall and the fire station has a CPR class. Following discussion, the City Manager said he would look at other agency fees. The Commission came to consensus the fee schedule needed updating and the City Manager said the fee schedule needed to come forward in an ordinance and be codified so it can be posted on the website. XII. Missing Emails - Vice-Mayor Douthirt Vice Mayor Douthirt said a couple staff members had told him that they had big files and emails missing. The City Clerk said according to the City's IT people, the City did not start archiving emails until July 2016, so anything prior to that date if any emails had been deleted could not be captured. XIII. Coast Guard Auxiliary - Dave Marsicano, Public Works/Marina Director Dave Marsicano, Public Works/Marina Director said he will contact Post Commander Charles Lambreth for an update on the building and the coast guard auxiliary in general. XIV. Zumba, Bridge and Kids - Commissioner Oakley Commissioner Oakley said somehow the Zumba class is encroaching on the kids after care program which encroaches on the Bridge players. Recreation Director Jay Hatch explained that the Community Room is utilized because the City would be violating their capacity license. When season is over, everyone will be going back to their usual locations. The heavy season is usually for 4 months. XV. Public Works Department on the Island -Dave Marsicano, Public Works/Marina Director Mr. Marsicano said he will bring back a plan for the Commissioners to review at a later workshop. XVI. Johns Pass Power- Presentation by Dave Marsicano, Director of Marina and Public Works Director Mr. Marsicano reported the condition of the boardwalk and suggested a schedule for repair. E.
