MINUTES BOARD OF COMMISSIONERS REGULAR WORKSHOP MEETING FEBRUARY 23, 2022 6:00 P.M. The City of Madeira Beach Board of Commissioners held a regular workshop meeting at 6:00 p.m. on February 23, 2022 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: Helen "Happy" Price, Vice Mayor/Commissioner District 1 Nancy Hodges, Commissioner District 2 Dave Hutson, Commissioner District 4 MEMBERS ABSENT: John B. Hendricks, Mayor Doug Andrews, Commissioner District 3 CITY STAFF PRESENT: Robin Gomez, City Manager Clara VanBlargan, City Clerk Lara Hooley, Executive Assistant to City Clerk Thomas Trask, City Attorney 1. CALL TO ORDER Vice Mayor Price called the meeting to order at 6:00 p.m. 2. ROLL CALL City Clerk Clara VanBlargan called the roll. 3. PUBLIC COMMENT There were no public comments. 4. TOPICS FOR DISCUSSION A. Question & Answer Session - Referendum and Charter Amendments on the March 15, 2022 Municipal Election Ballot - City Clerk City Clerk Clara VanBlargan announced the candidates on the March 15, 2022 Municipal Ballot for District One and District Two, read and explained the referendum question and three charter amendments on the ballot, and asked after each one for public comment or questions. There were no public comments or questions. B. Building Safety Inspections for Condos and Hotels - Building Department February 23, 2022, BOC Regular Workshop Meeting Page 1 of 4 Commissioner Hutson explained the Bill requiring mandatory building inspections that will require the City to inspect certain multi-family residential buildings, condominiums, and cooperative associations. It might be difficult getting the associations to pay for improvements. The City Manager explained that the Bill provides milestone inspections to be required every 30 years after construction and then every ten years. Staff recommends waiting until the proposed Bill is passed to make necessary adjustments. The Bill allows for local enforcement. Vice Mayor Price pointed out that nothing will be developed until the end of this year. Vice Mayor Price opened to public comment. There were no public comments. City Attorney Tom Trask recommended waiting to see what statutes will be adopted. They could get recommendations from the Building Official on what to do. The Bill should be adopted by July I, 2022. C. Discussion - Award of Landscape Services RFP (RFP 21-03) - Recreation Department Recreation Director Jay Hatch explained they received two bids from the bid opening meeting. I. Natural Design Landscaping for $33,600 annually 2. Precise Property Maintenance for $37,596 annually. There are enough funds in the budget, so a budget amendment will not be necessary. They will need to budget for it in FY 2023, FY 2024, and FY 2025. There is money in the budget to pay for the remainder of the fiscal year. Staff recommends the Board approve the ranking and allow them to enter negotiations with Natural Designs Landscaping for the mowing and lawn maintenance services. The contract will begin on April I, 2022. The initial term of the contract will end September 30, 2025, and can be extended for up to two additional one-year terms to end on September 30, 2026, and September 30, 2027. The consensus of the Board was to put the agreement on the March 9, 2022, BOC Regular Meeting agenda. D. Discussion - New Performance Appraisal Forms - Board of Commissioners Vice Mayor Price said she would rather have a condensed performance appraisal form specific to the Charter Officers, perhaps a one-page document, but that might not be possible. They could discuss the item at the next workshop when all the Commissioners are present. She suggested that each Commissioner review the performance evaluations in the packet, select which categories are important to them, and bring it back for discussion at a workshop meeting. Vice Mayor Price said she would get with the City Clerk and make a score sheet, so everyone is talking about the same thing when this topic is brought up again. Bayshore Drive - City Manager The City Manager reviewed the S. Bayshore Drive traffic survey in the packet. He responded to questions and comments from the Board. He commented on the quotes for installing speed tables on S. Bayshore between 140th and Island Drive. The exact locations are to be determined. The plan is to get two more quotes for the next regular meeting. F. ARPA Funds - Potential Uses - City Manager The City Manager reviewed the funding that was received from the American Rescue Plan Act (part of The Coronavirus State and Local Fiscal Recovery Fund). $1,077,086 was received in FY 2021 and they expect to receive $1 ,077,086 in FY 2022. Financial Consultant Andrew Laflin explained the funds must be used for costs incurred on or after March 1, 2021. Costs must be obligated by December 31 , 2024, and expended by December 31, 2026. He also reminded the Board of the $383,544 from BP settlement proceeds remaining unexpended. Staff is asking for direction from the Board on spending the funds. He suggested they not spend the funds on any ongoing funding source. The consensus of the Board was to rank their preferences from the list provided and discuss at a future workshop meeting. G. FY 2023- Federal Community Project Funding - City Manager The City Manager asked for direction from the Board on what should be requested from the federal delegation for community projects. The City is eligible to submit requests for community project funding through Congressman Charlie Crist's office for FY 2023. He responded to questions and comments by the Board. The consensus of the Board was to discuss it further at the next workshop meeting. The City Manager informed the Board that six sunken boats would be removed from the water in Boca Ciega Bay beginning Monday, February 28, 2022. He will pass on any further details as he learns of them. Vice Mayor Price opened to public comment. There were no public comments. 5.
