1. Call to Order
The meeting was called to order at approximately 3:00 PM. Attendees were thanked for their
participation.
2. Purpose of Meeting
The purpose of the neighborhood meeting was to introduce the proposed Public Works building project,
present the project location and conceptual plans, and fulfill City code requirements for a Major Site Plan
Review.
3. Project Team Introductions
- Megan Wepfer – Public Works Director
- Chuck Barrett – Architect
- Michael Beeble – Architect
4. Project Overview
The new Public Works building will be constructed at the site of the former facility, demolished around
2013. The project will remain compliant with site coverage requirements and emphasize improved flood
resilience.
5. Building Design & Features
The structure will include hybrid flood protection:
- Occupied areas: Dry flood-proofed
- Garage bays: Wet flood-proofed
Flood panels will be used. Equipment will be removed during storm events, and bays may allow water
flow for rapid recovery. Landscaping will meet or exceed requirements.
6. Operations Overview
The facility will house street, stormwater, and park maintenance. Sanitation remains off-site. A mechanic
will relocate on-site. Four service bays will be included.
7. Public Comment
John Lipa, President of Madeira Cove Condominiums, expressed satisfaction with responses to prior
questions and voiced community support.
8. Planning & Approval Process
The project will go before the Planning Commission for procedural review. Upon approval, it will move to
permitting.
9. Project Timeline
Permitting: a few weeks
Bidding: ~45 days
Approval and contract execution: 3–4 months total
10. Adjournment
The meeting adjourned with no further comments. Documentation will be forwarded to the Planning
Commission.

Works building, it is going back where the previous building was located, which was
demolished, I believe, in 2013.

occupied space will be dry flood-proofed, so it will be a more robust foundation design and
wall design.

will experience during a flood situation. It will be protected with flood panels for the dry flood-

they will still continue to be stored at 5094th Street, which is a property that we lease off the
island.

blue, or anything like that. It's just that we have followed our procedures outlined in our code.

dumpster locations, that kind of stuff. So that's really what they'll be reviewing and making sure
we capture in this plan set.

construction plans and move to the permitting process, and then to her construction bidding

permitting, we'll put the project out to bid. It will be out to bid for about 45 days.

Commissioner workshop for discussion, and then the following meeting for approval, and then
execute the contract. So, from the time that we place the project out to bid is usually 3 to 4
