City of Madelia City Council Meeting Monday, March 14, 2016 A regular meeting of the Madelia City Council was held on March 14, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote, all members were present. A Motion was made by John Nelson and seconded by Andrew Gappa to approve the agenda. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the minutes of the February 22, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa, Dave Whitney, John Nelson and Larry Schickling. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve Resolution 2016-02. The Madelia Fire Relief Association; Mike Denn, Fire Chief, was present to present a donation in the amount of $5,150.00 to the City of Madelia. The Council accepted the donation for a purchase of an enclosed 2016 H & H 7X16 trailer to be used by the Madelia Fire Department as a livestock rescue trailer and also as an assist trailer in other fires. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Dave Whitney to table the bids presented to the Council for the purchase of a 72” Zero Turn Mower for the Madelia Golf Course: Tri-County Implement (Used) 2012 John Deere Z997R Diesel 72” Zero Turn-$13,000.00 Kibble Equipment-(Used) 2013 John Deere Diesel 72” Zero Turn-$16,000.00 Davis Sales (New) 2016 Hustler 104” Zero Turn-$21,750.00 Due to the difference in deck sizes the Council requested new bids for the next regular Council Meeting. Voting for said motion; Mike Grote, John Nelson, Andy Gappa, Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Larry Schickling to adopt the Sign Retro Reflectivity Policy. In adopting this Policy, it will establish a procedure for replacing signs throughout the community that are not up to code. (Existing signs are tested, if they do not meet the required retroreflectivity level, they will need to be replaced. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve a Temporary Liquor License to the Madelia Chamber for the 2015 Park Days Event. . Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve payment in the amount of $575.00 to cover the General Liability Insurance Premium for the annual Younger Brothers Capture event for 2016. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by John Nelson and seconded by Larry Shickling to approve advertising for seasonal employment for 2016 seasonal positions in the golf, pool and park departments. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to accept the resignation of Jessica Hintz, Utility Billing Clerk,as of March 11, 2016. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve advertising for the Utility Billing Clerk position. This position was temporarily a half-time position; (Utility Billing Clerk/Police Secretary) – and returning the position to a full-time position, accepting applications through April 1, 2016. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney. Voting against Larry Schickling, motion carried. A Motion was made by John Nelson and seconded by Larry Schhickling to approve advertising for a part-time Police Secretary, accepting applications through April 1, 2016. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by John Nelson to approve the Labor Agreement between the City of Madelia and the Madelia Police Department. This is a three year contract dating January 1, 2016 through December 31, 2018. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Voting against none, motion carried. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve advertising for a Police Officer contingent on a current Officer resigning from the Squad; this would allow the Police Chief to advertise immediately upon receiving the resignation notice. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Larry Schickling. Voting against said motion, Dave Whitney. Motion carried. A Motion was made by Andy Gappa and seconded by John Nelson to pledge a dollar amount of $25,000.00 toward the USDA Revolving Loan Fund. The City will be requesting an amount of $99,000.00 through the grant application and with the City pledging the additional $25,000.00 the total dollar amount of $124,000.00 if awarded, will be used by the business community of Madelia. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve a Subordination Agreement request by Richard D Nelson, owner of Madelia Lanes, with Pioneer Bank in the amount of $72,900.00. Richard Nelson’s Revolving Loan with the City of Madelia is current and has a balance of $11,348.19. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve terminating the “Right of First Refusal” on the Ellyn Erickson farm site and the 20 acres surrounding said farm site. On July 14, 2001 the City purchased land from Ellyn Erickson to establish the Riverview Heights subdivision; extend the golf course an additional 9 holes and possibly utilize the Erickson farm house as a Clubhouse. At the time of the sale, there was a “Right of First Refusal” attached to Erickson’s building site and surrounding 20 acres for this possible expansion. The City has since sold the Phase II farmland and it is very unlikely the City will ever expand the golf course. Due to estate planning, Ms Erickson is making a request of the Council to consider terminating this “Right of First Refusal” on both parcels recorded as documents 184213 and 184214. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Motion was approved. A Motion was made by John Nelson and seconded by Larry Schickling to approve the hire of Kris Demaris and Jena Culhane as Co-Managers of the (Day to Day Operations) of the Madelia Swimming Pool for the 2016 Season. An hourly pay rate of $10.50 with a .25 pay raise the month of August 2016. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Motion was approved. A Motion was made by John Nelson and seconded by Larry Schickling to approve the 2016 Pool fees: Family Swim Pass $120.00 Individual Swim pass $65.00 Punch Card Swim Pass $45.00 Regular Lessons $35.00 Private Lessons $55.00 Daily Admission $4.25 Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Larry Schickling and Dave Whitney. Motion was approved. With no further business before the City Council, a Motion was made by Andy Gappa and seconded by Dave Whitney to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Voting against none, motion carried. Meeting was adjourned.
