City of Madelia City Council Meeting Monday, April 11, 2016 A regular meeting of the Madelia City Council was held on March 11, 2016 at 7:00 pm. The meeting was called to order by Mayor Mike Grote. Those present were Andy Gappa and Dave Whitney. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the agenda. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the minutes of the March 28, 2016 meetings. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve Resolution 2016-05. A Raffle License request was made by the St Mary’s School to hold a raffle to be held on Thursday, May 26, 2016 at the St Mary’s School. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to award the bid in the amount of $465,300.00 to Champion Coatings Inc. for the Water Tower Painting Project. Other bids submitted were: TMI Coatings Inc. $554,000.00 and Classic Protective Coatings, Inc. $558,950.00. Council also discussed the bids for the “Main Street Fire” project. This would involve bringing in 6” Fire Suppression lines. The bids were to be reviewed on Friday, April 15th. Owen Todd, City Engineer and Jane Piepgras, City Administrator were to review the bids and approve low bid. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve a Down Payment Assistance loan in the amount of $9,000.00 to Justin Lohman for the purchase of the home at 238 Crosby Avenue NE, Madelia. The interest rate is 4% for a term of ten years. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve a Business Loan in the amount of $20,000.00 to Corey Vee (Suds Ur Duds) for the purchase of new equipment located at 123 West Main Street, Madelia. The interest rate is 1% for a term of ten years. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve hiring Ben Lehman at an hourly wage of $21.52 as Interim Street Supervisor; to work under Mark Blekestad until his retirement on June 30, 2016 along with the job description for this position. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve advertising for the Street Maintenance worker position to all other City Departments for (5) days-if no applications are received the City Administrator will post this position to the public and take applications until Wednesday, April 29, 2016. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. A Motion was made by Andy Gappa and seconded by Dave Whitney to go into “Closed Session” to discuss a grievance issued by an Officer in the Madelia Police Department. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. Closed Session A Motion was made by Andy Gappa and seconded by Dave Whitney to adjourn the “Closed Session”. Voting in favor of said motion, Mike Grote, Andy Gappa, and Dave Whitney, with Larry Schickling and John Nelson absent. Voting against none, motion carried. With no further business before the City Council, a Motion was made by Andy Gappa and seconded by Dave Whitney to adjourn the meeting.
