City Council Meeting Monday, April 24, 2017 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Andy Gappa, and John Nelson and Dave Whitney. Deidre Hruby was present from the Madelia Community Hospital-to read a Proclamation proclaiming “Mental Health Month-May 2017. A Motion was made by John Nelson and seconded by Dave Whitney to approve the agenda with (2) additional agenda items. Voting in favor of said motion, Mike Grote, Andy Gappa,and John Nelson and Dave Whitney. Voting against none, motion was approved with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve the minutes of the April 10, 2017 City Council Meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney. Voting against none, motion was approved, with Larry Schickling absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and John Nelson and Dave Whitney. Voting against none, motion was approved, with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve a Down Payment Assistance Loan for Maricela Rodriquez in the amount of $9,000.00 for the purchase of the home located at 215 Adams Avenue SE, Madelia. Purchase price of the home is $42,000.00-the home was appraised and was found to be valued at $44,000.00. The interest rate of the Down Payment Assistance loan was set at 4%. The term of the loan will be for 10 years. The required Home Stretch Class has been completed. This loan would be within the DPA guidelines. This loan was approved by the Madelia EDA. Voting for said motion; Mike Grote, Andy Gappa, John Nelson and Dave Whitney, motion was approved with Larry Schickling absent. A Motion was made by Dave Whitney and seconded by John Nelson to approve a Down Payment Assistance Loan for Justin Kilmer and Brianna Wolner-Reed in the amount of $9,000.00 for the purchase of the home located at 229 Crosby Avenue NE, Madelia. Purchase price of the home is $50,000.00-the home was appraised and was found to be valued at $52,000.00. The interest rate of the Down Payment Assistance loan was set at 6%. The term of the loan will be for 10 years. The required Home Stretch Class has been completed. This loan would be within the DPA guidelines. This loan was approved by the Madelia EDA. Voting for said motion; Mike Grote, Andy Gappa, John Nelson and Dave Whitney, motion was approved with Larry Schickling absent. Pat Hruby, Realty Executives was present to address the Council. RW Inc., New Ulm, Minnesota was approved by the Madelia EDA at the March 27, 2017 EDA Meeting to purchase the two vacant lots (Lot 10 and 11 in Block 4) at the Riverview Heights Subdivision to construct a single-family home. Pat Hruby explained that RW Inc. is no longer in business. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve canceling the sale of Lot 10 and 11 in Block 4; Riverview Heights Subdivision to RW Inc. Voting for said motion; Mike Grote, Andy Gappa, John Nelson and Dave Whitney, motion was approved with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the sale of Lot 10 and 11 in Block 4; Riverview Heights Subdivision to K & S Carpentry & Masonry, New Ulm Minnesota for the construction of a single family home, with the understanding that the start of construction was to be within one year, contingent on the buyer obtaining the required financing and appraisal for the new construction. Voting for said motion; Mike Grote, Andy Gappa, John Nelson and Dave Whitney, motion was approved with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve $3,000.00 promotional funding to the Madelia Sportsman Club for the October 2017 Pheasant Phest Event. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Andy Gappa, motion was approved with Larry Schickling absent. A Motion was made by Dave Whitney and seconded by Andy Gappa to Table the Council approving Sunday Liquor sales starting July, 2, 2017 Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Andy Gappa, motion was approved, with Larry Schickling absent. A Motion was made by John Nelson and seconded by Andy Gappa, to approve closing First Street NW on June 10, 2017 (partial street closure in the morning hours). Voting in favor of said motion; Mike Grote, John Nelson, Andy Gappa, and Dave Whitney. Motion was approved with Larry Schickling absent. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve a change in reimbursement for the person processing Police documents, and reporting forms. Payment will be made directly. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, and Andy Gappa, motion was approved. With no further business before the Council, A Motion was made by Andy Gappa and seconded by John Gappa to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney.
