City Council Meeting Monday, June 26, 2017 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Andy Gappa, and John Nelson and Dave Whitney and Larry Schickling. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the agenda with (5) additional agenda items. Voting in favor of said motion, Mike Grote, Andy Gappa, and John Nelson and Dave Whitney and Larry Schicklling Voting against none, motion was approved. A Motion was made by John Nelson and seconded by Dave Whitney to approve the minutes of the June 12, 2017 City Council Meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney and Larry Schickling. Voting against none, motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and John Nelson and Dave Whitney and Larry Schickling. Voting against none, motion was approved. A Motion was made by John Nelson and seconded by Andy Gappa to approve Resolution 2017-09, A Resolution approving a Raffle and Bingo license for St Mary’s School on August 13, 2017. Voting for said motion; Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney, motion was approved. A Motion was made by Andy Gappa and seconded by John Nelson to dismiss an Administrative Fine issued on May 22, 2017 to Rick Nelson in the amount of $60.00 for a Public Nuisance-mowing citation, due to a miscommunication between Rick Nelson and his contracted mower. Voting for said motion; Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney, motion was approved. A Motion was made by John Nelson and seconded by Andy Gappa to approve a “Handicap Parking” stall located at 412 East Main; Gem Apartments, contingent on approval from the Watonwan County Engineer, Roger Risser, for a tenant that requires a van lift for transport. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Andy Gappa, and Larry Schickling, motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve a bid from the Company, Pipe Services, in the amount of $8,692.50 for the jet vacuum cleaning of 80 storm sand traps. A second bid was not received. Voting in favor of said motion; John Nelson, Mike Grote, Dave Whitney, Andy Gappa, and Larry Schickling, motion was approved. Water Superintendent, Doug Frederickson was present to update the Council on upcoming expenditures in regard to the installation of a valve near the Water Tower. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the expenditures of the valve project. Voting in favor of said motion; Mike Grote, John Nelson, Andy Gappa, Larry Schickling and Dave Whitney. Motion was approved. A Motion was made by Dave Whitney and seconded by Larry Schickling, to approve Sunday Liquor sales between the hours of 11:00 am and 6:00 pm. Voting in favor of said motion; Mike Grote, Andy Gappa, Dave Whitney and Larry Schickling with John Nelson abstaining from the vote. Motion was approved. A Motion was made by John Nelson and seconded by Andy Gappa to approve the bid for the installation of a Sign and Awning for the Madelia Liquor Store from Redline Sign Works in the amount of $3,856.53 with a second bid from Sid’s Signs in the amount of $5,280.69 and a bid from Elite Electrical in the amount of $2,281.00 for the electrical installation. Voting in favor of said motion; Mike Grote, John Nelson, Andy Gappa, Dave Whitney and Larry Schickling. Motion was approved. City Attorney, Alex Johnson, updated the Council on a Summons and Complaint that was served on the City of Madelia as members of the Minnesota River Valley Drug Task Force. With no further business before the Council, A Motion was made by John Nelson and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Dave Whitney and Larry Schickling. Voting against none, motion was approved.
