City of Madelia City Council Meeting Monday, December 11, 2017 A regular meeting of the Madelia City Council was held on December 11, 2017 at 7:00 pm. The meeting was called to order by Mayor Mike Grote, those present were, John Nelson, Larry Schickling and Andy Gappa with Dave Whitney. A Motion was made by John Nelson and seconded by Larry Schickling to approve the agenda. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa, with Dave Whitney. Motion was approved. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the minutes of the November 27, 2017 City Council Meeting. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa, and Dave Whitney. Motion was approved. A Motion was made by Andy Gappa and seconded by Dave Whitney to approve the bills as listed. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson and Larry Schickling and Dave Whitney. Motion was approved. A motion was made by Larry Schickling and seconded by John Nelson adopting Resolution 2017--18, certifying the 2018 Property Tax Levy in the amount of $539,659.00 which is a 0% increase from the 2017 Property Tax Levy. This Resolution set the 2018 City fees and rates. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa and Dave Whitney. Motion was approved. A motion was made by Andy Gappa and seconded by Larry Schicking to adopt Resolution 2017-19, Granting a Variance to Grant Halverson for the installation of a “Holding Tank” at the location of his shop 317 Buck Avenue NE, Madelia. Cost estimate for the installation of a holding; $3,700.00. At such time as a public sewer becomes available to this property, a direct connection shall be made to the public sewer. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa and Dave Whitney, motion was approved. A motion was made by John Nelson and seconded by Andy Gappa to approve contracting with EideBailly for the 2017 Audit in the amount of $20,500.00. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa, and Dave Whitney. Motion was approved. A motion was made by Dave Whitney and seconded by Larry Schickling to approve the 2018 Fire Department Officers: Fire Chief – Mark Denn 1st Asst. – Dustin VanHale 2nd Asst. – Bill Crowley Secretary – John Nelson Training Officer- Adam Lawrence Voting in favor of said motion; Mike Grote, Larry Schickling and Andy Gappa, and Dave Whitney motion was approved with John Nelson abstaining from the vote. A motion was made by Andy Gappa and seconded by John Nelson to approve the 2018 Ambulance Service Officers: Captain – Rebecca Griebel Training Officer – Terri Baumgartner Secretary/Treasurer-Sarah VanHale Ambulance Manager – Chris Burban Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa, and Dave Whitney, motion was approved. A motion was made by Andy Gappa and seconded by Larry Schickling to approve a $1.00 per hour Part-time Officer pay increase. Voting in favor of said motion; Mike Grote, John Nelson and Larry Schickling, Andy Gappa and Dave Whitney. Motion was approved. A Motion was made by John Nelson and seconded by Dave Whitney to approve appointing the 2018 Election Judges for the upcoming elections in 2018. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling, Andy Gappa and Dave Whitney. Motion was approved. A Motion was made by John Nelson and seconded by Larry Schickling to approve advertising for the position of Class B Wastewater Operator and Class C Water Operator. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling, Andy Gappa and Dave Whitney. Motion was approved.  With no further business before the City Council, a Motion was made by John Nelson and seconded by Larry Schickling to adjourn the meeting. Voting in favor of said motion; Mike Grote, John Nelson, Larry Schickling and Andy Gappa, and Dave Whitney. Motion was approved. Meeting was adjourned.
