City Council Meeting Monday, January 08,2018 The meeting was called to order by Mayor Mike Grote. Those in attendance were; Andy Gappa, Larry Schickling and John Nelson. A Motion was made by John Nelson and seconded by Andy Gappa to approve the agenda. Voting in favor of said motion, Mike Grote, Andy Gappa, Larry Schickling and John Nelson, motion was approved with Dave Whitney absent. A Motion was made by Larry Schickling and seconded by Andy Gappa to approve the minutes of the December 27, 2016 City Council Meeting. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling, motion was approved with Dave Whitney absent. A Motion was made by John Nelson and seconded by Larry Schickling to approve the bills as listed. Voting in favor of said motion, Mike Grote, Andy Gappa and Larry Schickling and John Nelson. Motion was approved with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve the 2017 Council Appointments as follow: Acting Mayor: Larry Schickling City Attorney representing Civil matters: Alex Johnson City Attorney representing Criminal matters: Patrick Casey Official Financial Depositories: Pioneer Bank & Alliance Bank Official Publication – Madelia Times Messenger Board of Adjustment & Appeals: City Council Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling, motion was approved with Dave Whitney absent. A Motion was made by John Nelson and seconded by Larry Schhickling to approve the 2017 Mayor Appointments as follow: All Boards and Commissions will remain the same for 2017 with the following exceptions: Golf Board: Cody Eager (2-year term) and Joe Wacker (2-year term). Madelia Light and Power Board: James Krueger (3-year term) Planning Commission: Travis Bottelson (4-year term) and Dustin VanHale (4-year term). Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling, motion was approved with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by John Nelson to approving submitting the Pay Equity Implementation Report to the Minnesota Management & Budget Department no later than January 31, 2018. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling, motion was approved with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve giving notice of a Public Hearing to be held on January 22, 2018 at 6:00 p.m.in the City Hall Council Chambers of City Hall. The purpose of the Hearing will be to receive comments from the general public on the Madelia Comprehensive Plan. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion carried with Dave Whitney absent. A Motion was made by John Nelson and seconded by Andy Gappa to approve a bid submitted by Madelia Lumber in the amount of $8,520.00 for the renovation of the “Old Madelia Liquor Store”. Two other bids were submitted: Bergeman Construction, $14,250.00 and Halverson Construction $12,190.00. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion carried with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by John Nelson to approve a bid submitted by Madelia Lumber in the amount of $43,865.00-with a requirement to put $25,000.00 down to lock in pricing of materials, for the renovation of the “Old Madelia City Shop”. One other bid was submitted: Bergeman Construction, $46,420.00. Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion carried with Dave Whitney absent. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve posting notice of RFP for Sidewalk Snow Removal on a (per address basis). Voting in favor of said motion, Mike Grote, Andy Gappa, John Nelson and Larry Schickling. Voting against none, motion carried with Dave Whitney absent. With no further business before the Council, A Motion was made by Andy Gappa and seconded by Larry Schickling to adjourn the meeting.
