City Council Meeting Monday, March 26, 2018 The meeting was called to order by Mayor Mike Grote. Those in attendance were; John Nelson, Dave Whitney, Andy Gappa and Larry Schickling. A Motion was made by John Nelson and seconded by Larry Schickling to approve the agenda. Voting in favor of said motion, Mike Grote, Dave Whitney, John Nelson, Andy Gappa and Larry Schickling, motion was approved. A Motion was made by Larry Schickling and seconded by Dave Whitney to approve the minutes of the March 12, 2018 City Council Meeting. Voting in favor of said motion, Mike Grote, John Nelson, Dave Whitney, Andy Gappa and Larry Schickling, motion was approved. A Motion was made by Andy Gappa and seconded by John Nelson to approve the bills as listed. Voting in favor of said motion, Mike Grote, Dave Whitney, John Nelson, Andy Gappa and Larry Schickling. Motion was approved. A Motion was made by Dave Whitney and seconded by Andy Gappa to approve Resolution 2018-03; a Bingo and Raffle event for the Madelia Chamber to be held on Saturday, July 14, 2018 during the annual community Park Days event. Voting in favor of said motion, Mike Grote, John Nelson, Dave Whitney, Andy Gappa and Larry Schickling, motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve a Madelia EDA Business Subsidy loan in the amount of $200,000.00 for new building construction located in the Nolta Subdivision Second Addition; Block 2 and part of Lot 3, Block 3 of the Nolta Subdivision, with an address of 550 Haynes Avenue NE, Madelia. The new construction would be used for a shop and retail business space. Total cost of the project would be estimated to be $600,000.00. Voting in favor of said motion; John Nelson, Mike Grote, Larry Schickling and Dave Whitney, motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to table the request of Josh Henry, owner of J Henry Properties for a Madelia EDA Business Loan an amount of $75,000.00 or 85,000.00 depending on his business plan for new building construction located in the Nolta Subdivision Second Addition; Lot 3 in Block 1 of the Nolta Subdivision, with an address of 504 Second Street NE, Madelia. The new construction would be used for a shop and retail business space. Total cost of the project would be estimated to be $271,226. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Dave Whitney and Larry Schickling, motion was approved. A Motion was made by Andy Gappa and seconded by Larry Schickling to table the discussion on contracting for the Wastewater operator position. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson, Dave Whitney and Larry Schickling, motion was approved. A Motion was made by Larry Schickling and seconded by John Nelson to approve advertising for the position of Utility Worker and review the current applications on file (dating back to September of 2017) - with the City Administrator contacting these applicants to see if they would like to be considered for the position at this time. Voting in favor of said motion; Mike Grote, Andy Gappa, John Nelson and Larry Schickling with Dave Whitney abstaining from the vote. Motion was approved. With no further business before the Council, A Motion was made by Larry Schickling and seconded by John Nelson to adjourn the meeting. Voting in favor of said motion, Mike Grote, John Nelson, and Dave Whitney. Voting against none, motion carried.
