City Council Meeting Monday, October 8, 2018 7:00 pm The meeting was called to order by Mayor Mike Grote. Those in attendance were; Andy Gappa, Nate Ellis and Larry Schickling. A Motion was made by Andy Gappa and seconded by Larry Schickling to approve the Consent Items. Voting in favor of said motion, Mike Grote, Nate Ellis and Andy Gappa, motion was approved, with Dave Whitney absent from the vote. A Motion was made by Larry Schickling and seconded by Andy Gappa to adopt Resolution 2018-11, A Resolution stating the proceeds of the bond will cover any expenses paid by the City prior to the issuance of the bonds for the Wastewater Upgrade Project. Voting in favor of said motion; Mike Grote, Nate Ellis, Larry Schickling and Andy Gappa; motion was approved, with Dave Whitney absent from the vote. A Motion was made by Andy Gappa and seconded by Nate Ellis to adopt Resolution 2018-12, A Resolution accepting $36,096.00 from the Madelia Area Redevelopment Corporation and disperse the funds accordingly for the cost to replace the four entrance signs to the City of Madelia. Voting in favor of said motion; Mike Grote, Nate Ellis, Larry Schickling and Andy Gappa; motion was approved, with Dave Whitney absent from the vote. A Motion was made by Nate Ellis and seconded by Larry Schickling to adopt Resolution 2018-13, A Resolution adopting the Madelia Economic Development Resiliency Plan prepared by Region 9 Staff; Voting in favor of said motion; Mike Grote, Nate Ellis, Larry Schickling and Andy Gappa; motion was approved, with Dave Whitney absent from the vote. A Motion was made by Larry Schickling and seconded by Andy Gappa to award the bid for the Madelia Lift Station and Wastewater Treatment Facility Improvements to Rice Lake Construction in the amount of $778,584.00. The bids are as follow: Bidders Base Bid Wall Pipe Deduct Rice Lake Construction $778,584.00 $2,000 Mn Mechanical Solutions $817.750 $17,800 Shank Construction $820,100 $10,000 KHC Construction $1,067,000 $70,000 Voting in favor of said motion; Mike Grote, Nate Ellis, Larry Schickling and Andy Gappa, motion was approved, with Dave Whitney absent from the vote. A Motion was made by Andy Gappa and seconded by Larry Schickling to amend Ordinance 56.07 by adding paragraph (B) relating to the commercial Construction Waste Collection. Voting in favor of said motion; Mike Grote, Andy Gappa, Larry Schickling and Nate Ellis, motion was approved, with Dave Whitney absent from the vote. A Motion was made by Larry Schickling and seconded by Andy Gappa to amend Ordinance 33.01 by adding paragraph ( C ) Fixing the Salaries and Benefits of the Mayor and Council members. Mayor – Annual Salary - $2,750.00 – special meetings $50.00 Councilman – Annual Salary - $2,250.00 – special meetings $45.00 The changes will take affect the first Monday in January of 2019. The last change made to the Mayor and Council pay; December 2001 Mayor – 2,500 $40.00-meeting Council – 2,000.00 $35.00-meeting. Voting in favor of said motion; Mike Grote, Andy Gappa, Larry Schickling and Nate Ellis, motion was approved with Dave Whitney absent from the vote. A Motion was made by Andy Gappa and seconded by Larry Schickling to table the Subordination request of Pioneer Bank on the SCDP (Small Cities Deferred Program) home improvement loan of Shari Kilmer with an address of 117 Center Avenue North, Madelia, until the Council received additional information. Voting in favor of said motion; Mike Grote, Andy Gappa, Larry Schickling and Nate Ellis, motion was approved with Dave Whitney absent from the vote. With no further business before the Council, A Motion was made by Larry Schickling and seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion, Andy Gappa, Dave Whitney, Nate Ellis and Mike Grote. Voting against none, motion was approved, with Dave Whitney absent from the vote. The meeting was adjourned.
