City Council Meeting
Monday, June 14, 2021
The meeting was called to order by Mayor Mike Grote. Those in attendance were Mike
Grote, Cody Eager, Andrew Gappa and Dave Whitney.
Others presented were Chris Fischer, Chief Prescher, Heather Utz, Ryan Visher,
Patrick Casey and Michelle VanHee.
A Motion was made by Cody Eager and seconded by Andy Gappa to approve the
Consent Items with the following additions:
1. Curb Cut at 84602 and 84604 Olson Drive
2. Set Public Hearing for June 28th at 5:30 for Preliminary Plat
3. Government Building RFP
4. Appoint 5th Council Member
Voting in favor of said motion; Mike Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, and
Dave Whitney - Yes. Motion was approved.

A Motion was made by Andy Gappa and seconded by Dave Whitney to approve 2021-
11 A Resolution Approving the plans and specifications and ordering advertisement for
bids for the water tower. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-
Yes, Dave Whitney and Cody Eager-Yes. Motion was approved.
A Motion was made by Dave Whitney and seconded by Andy Gappa to approve 2021-
12 A Resolution Lending City Property to the Watonwan County Historical Society. This
property is a 1931 Reo Fire Truck with Luverne equipment. Voting in favor of said
motion; Mike Grote-Yes, Andy Gappa-Yes and Cody Eager-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve 2021-13
A Resolution Declaring Cost to be Assessed, and Ordering Preparation of Proposed
Assessment 2020 Street Utility Improvements. The improvement of 2nd Street NE
between Drew Avenue to Eager Avenue NE and 5th Street SE between Center Avenue
South to Adams Avenue SE and the contract price for such improvement is
$470,947.35 and the expenses incurred in the making of such improvement amount to
$117,000.00 so the total cost of the improvement will be $587,947.35. The portion of
the cost of such improvement to be paid by the city is hereby declared to be
$447,097.35 and the portion of the cost to be assessed against benefited property
owners is declared to be $140,850.00. Voting in favor of said motion; Mike Grote-Yes,
Andy Gappa-Yes and Cody Eager-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve 2021-
14 A Resolution for Hearing on Proposed Assessments. A hearing shall be held at
6:00p.m. on July 12, 2021 in the Fire Hall Basement located at 118 West Main to pass
upon such proposed assessment. All person owning property affected by such
improvement will be given an opportunity to be heard with reference to such
assessment. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes and
Cody Eager-Yes. Motion was approved.
A Motion was made by Cody Eager and seconded by Andy Gappa to approve Pay
Request #3 for $6,697.50 for the 2021 Wastewater Treatment Facility Improvements to
Staab Construction. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes,
Cody Eager-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by Dave Whitney and seconded by Andy Gappa to approve Pay
Request #3 for $65,408.80 to WW Blacktopping for the 2020 Street & Utility
Improvements. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes and
Dave Whitney-Yes. Motion was approved. Cody Eager abstained.
A Motion was made by Dave Whitney and seconded by Cody Eager to approve taking
James Forstner and Jesus Lopez off of probation contingent of reviews from
Department Head and City Administrator Voting in favor of said motion; Mike Grote-
Yes, Andy Gappa-Yes, and Dave Whitney-Yes. Motion was approved. Cody Eager
abstained.
A Motion was made by Andy Gappa and seconded by Dave Whitney to approve
advertising a RFP for electrical work at the campground expansion. Voting in favor of
said motion; Mike Grote-Yes, Andy Gappa-Yes, and Dave Whitney-Yes. Motion was
approved. Cody Eager abstained.
A Motion was made by Dave Whitney and seconded by Andy Gappa to approve 3 curb
cuts at 84602 and 84604 Olson Drive. One of the curb cuts is 25’ and the other two are
30’. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes and Dave
Whitney-Yes. Motion was approved. Cody Eager abstained.
A Motion was made by Cody Eager and seconded by Andy Gappa to approve calling a
Public Hearing on June 28th at 5:30 for the Preliminary Plat of Block 5, Lots 1, 10, 11
and 12 of River View Heights. Voting in favor of said motion; Mike Grote-Yes, Andy
Gappa-Yes, Cody Eager-Yes and Dave Whitney-Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to approve
advertising for a Government Building RFP. Advertising the RFP and accepting bids till
July 9th, 2021. Award proposal on July 12th, 2021 Council Meeting. Voting in favor of
said motion; Mike Grote-Yes, Andy Gappa-Yes, Cody Eager-Yes and Dave Whitney-
Yes. Motion was approved.
A Motion was made by Andy Gappa and seconded by Cody Eager to appoint Glen
Christensen to the 5th council member. The term will be until the end of December
2022. In 2022 there will be a special election for this seat to finish out the remainder of
the term. Voting in favor of said motion; Mike Grote-Yes, Andy Gappa-Yes, Cody Eager-
Yes and Dave Whitney-Yes. Motion was approved.
With no further business before the Council, A Motion was made by Dave Whitney and
seconded by Andy Gappa to adjourn the meeting. Voting in favor of said motion; Mike
Grote-Yes, Cody Eager-Yes, Andy Gappa-Yes, and Dave Whitney. Motion was
approved.
