City Council Meeting Monday April 14, 2025 The meeting was called to order by Mayor Cody Eager. Those in attendance were Cody Eager, Mark Slater, Andy Gappa, Glen Christensen and Matt Gunderson. Others present were Chris Fischer, Heather Utz, Rob Prescher, Jim Pettersen, John Tierney, John Gappa, Adam Lawerence and Zach Bahr. A Motion was made by Glen Christensen and seconded by Matt Gunderson to approve the Consent items with one (1) additional administrative item. 10. A Motion was made by Andy Gappa and seconded by Matt Gunderson to approve the recommendation of the Board of Adjustments and Appeals for the approval of Laura Sorenson, Linden Sky sign request. A Motion was made by Glen Christensen and seconded by Mark Slater to approve the quote received from Travis Guyer, Boyum Window & Siding for Library in the amount of $16,414.45 and Rental Building (Gina’s) in the amount of $7,339.50 for new windows in both buildings. Voting in favor of said motion; Cody Eager-Yes, Mark Slater-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Matt Gunderson-Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Andy Gappa to approve hiring Wade Johnson for the Public Works Utility Manager. A Motion was made by Andy Gappa and seconded by Matt Gunderson to approve the Fire Department SOP’s (Standard Operating Procedures). A Motion was made by Andy Gappa and seconded by Mark Slater to approve the food truck applications that have been submitted for 2025. Voting in favor of said motion; Cody Eager-Yes, Mark Slater-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Matt Gunderson-Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Andy Gappa to approve John Tierney to Wastewater Superintendent. John passed and now holds a Class B Wastewater License. Voting in favor of said motion; Cody Eager-Yes, Mark Slater-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Matt Gunderson-Yes. Motion was approved. A Motion was made by Mark Slater and seconded by Matt Gunderson to approve scheduling a Public Hearing for Ordinance 115 Cannabis for May 12th, 2025 at 6:00p.m. Voting in favor of said motion; Cody Eager-Yes, Mark Slater-Yes, Andy Gappa-Yes, Glen Christensen-Yes and Matt Gunderson-Yes. Motion was approved. A Motion was made by Glen Christensen and seconded by Mark Slater to approve scheduling a Public Hearing for April 28th, 2025 at 4:30p.m. for Planning and Zoning recommendations: L&B Contractors, Larry McMullen and Eric Gunderson – 224 1st St. SW – Setback Variance Margaret Murphy and Matt Gunderson – 110 West Main St. – Sign Variance Tom Osborne – 112 West Main St. – Sign Variance  Brittany Jones and Melissa Ostrom – 116 West Main Street – Sign Variance Mitchell Westerberg and Dave Koehler – 217 2nd St. SW – Fence setbacks A Motion was made by Mark Slater and seconded by Andy Gappa to approve no parking on the west side of Buck Avenue South from 1st Street to 3rd Street.
