Active Adult Center Advisory Board
April 21, 2026
A meeting of the Madison Heights Active Adult Center Advisory Board was called
to order by Chair Salley, April 21, 2026, at 1:00 p.m. in the Executive Conference
Room at the City Complex at 300 W. 13 Mile Rd., Madison Heights, MI 48071.
Present: Bessler, Brand, Dalling, Faulkner, Mowry, Ratliff, and Salley.
Also Present: Center Supervisor Cowan, DPS Director Ballantine, Councilor
Wright.
Excused: Juska-Svoba, Quigley.
19-01. Minutes.
Motion by Ms. Bessler seconded by Ms. Mowry to adopt the minutes from the
meeting of March 17, 2026.
Yeas: Bessler, Brand, Dalling, Faulkner, Mowry, Ratliff and Salley.
Nays: None.
Excused: Juska-Svoba, Quigley
19-02. Meeting Open to the Public.
None.
19-03. Staff Report.
Ms. Cowan updated the Board on programs that are coming up in April and
May including advisory board elections, lunch and learns, classes, trips and
closures.
19-04. Maintenance Requests
Mr. Ballantine stated he did not have an update yet on the crack in the dining
room floor or the overhang at the AAC entrance.
19-05. Budget Requests
Ms. Cowan reported that staff is working on the application for the new full
time CDL driver, but it hadn’t been posted yet.
Ms. Cowan also reported that staff is working on the application to rent the
dining room, but it hasn’t been posted yet and won’t be until we have our full
time CDL driver in place.
Ms. Cowan stated she should hear in May whether we received the grant from
AARP for five additional cameras inside and outside the AAC, and for the
second handicap bathroom to have an automatic door button.
19-06. Unfinished Business.
Ms. Cowan asked Board members to stop at the front desk to make sure staff
knows if they need a different size on any city apparel, so staff can order the
new apparel next week.

Mr. Ballantine reported that he asked for an updated quote for the pop-up tent
which included side walls, and he has not heard back yet on pricing.
Ms. Cowan stated the vending machine is working, as of now, but to let staff
know if there are any more issues.
Ms. Cowan reported that she has ordered a sign for Chris’s memorial garden
and that we will have dedication to the memorial garden sometime in June, by
invite. She also stated staff is planning a bingo bonanza in July in Chris’s
honor that everyone can attend. And lastly, staff is planning an annual purse
and jewelry sale titled CC’s Second Hand Boutique each September (Chris’s
birthday month) and if anyone is interested in volunteering to let front desk
staff know.
19-07. New Business.
Ms. Cowan and Mr. Ballantine informed the Board about the status of the
congregate meal program, explaining that despite significant staff efforts to
expand it, participation has been steadily declining for years. They noted that
other meal service opportunities at the AAC are more viable, and the low level of
interest does not warrant the amount of staff time required. Ms. Cowan also
shared that she contacted WOMOW on March 26 to request a site host to manage
the meal service so it could continue, but as of the meeting date, she had not
received a response.
Mr. Salley mentioned that the bingo volunteers need bins to sort through Prize
Bingo donations and store them on the shelves in the closet. Ms. Cowan stated
that staff will figure out how many and what sizes, and will purchase.
19-08. Treasurer’s Report.
Ms. Cowan supplied a report for March noted some items and asked if anyone
had questions.
Motion by Ms. Dalling seconded by Ms. Faulkner to approve the treasurer’s
report for March.

Nays: None.

19-09. Council & Administration Updates.
Mr. Ballantine reported the Recreation Department’s 5K is scheduled for this
Saturday.
Mr. Ballantine also reported that the DPS spring clean up day is May 9 from 8
am – 12 noon.
Mr. Ballantine stated the ECC is having a Native Plant Sale on May 6 in the
AAC dining room from 5-6 pm.

Mr. Ballantine stated construction season is in full swing, and that
construction on John R has started and will be complete by August 9 at the
latest.
Mr. Ballantine reported that one of the longtime motorpool staff has retired and
a new staff person is in place. He also reported interviews were taking place for
a year-round part-time park ranger.
Councilor Wright reported that he and Mayor Haines is working with AAC staff
on a trip to Lansing for Older Michiganians Day.
Councilor Wright also reported that Council was reviewing the upcoming fiscal
year budget at the last meeting.
Councilor Wright stated there would be a water rate increase, which has come
from GLWA.
Councilor Wright also stated that there would be three millages on ballots this
summer and fall – one for roads through the city and one from Lamphere and
one from Oakland County.
Ms. Dalling asked about e-bikes and if it was legal to ride them in the street.
Councilor Wright stated that is where they should be riding, that they are not
supposed to ride on sidewalks, and that they had the right of way.
Councilor Wright reported there would be a lantern festival in Civic Center Park
on May 30.
Ms. Mowry asked about the construction on 13 Mile and if there were new
apartments being built. Mr. Ballantine reported that Ambassador Park was
being updated and that the lane closure would only be about one week.
Ms. Ratliff asked if she could turn left going north on John R to get to DPS for
food waste disposal and Mr. Ballantine said yes.
19-10. Adjournment.
The meeting was adjourned at 2:01 pm. We will not have a May meeting, so our
next meeting will be on Tuesday, June 16, 2026 at 1:00 pm.
