A City Council Regular Meeting was held on Monday, October 09, 2023 at 7:30 PM at City
Hall - Council Chambers, 300 W. 13 Mile Rd.
In the absence of Mayor Grafstein and Mayor Pro Tem Bliss, City Manager Marsh called the
meeting to order and asked for a roll call.

Due to the absence of the Mayor and Mayor Pro Tem, City Manager Marsh asked Council to make
an appointment to Chair tonight's Meeting.
CM-23-254. Appointment of Chair for Council Meeting.
Motion to appoint Councilman Soltis as Chair for tonight's City Council meeting due to
the absence of the Mayor and Mayor Pro Tem.
Motion made by Councilor Rohrbach, Seconded by Councilwoman Aaron.

The invocation was given by Councilor Rohrbach and the Pledge of Allegiance followed.
MEETING OPEN TO THE PUBLIC:
Peter Taylor, resident, spoke regarding an ongoing legal matter regarding himself and his
unhappiness with the City staff and public officials.
Vita Palazzolo, resident, reach out to Council and city residents to assist a homeless resident at 11
Mile and John R. She stated her homelessness was due to health issues and losing her job. She is
asking that anyone that is interested in helping, please reach out to her.

CM-23-261. Human Resources Director - Resolution to Opt Out of PA 152.
Motion to adopt the Resolution to Opt out of PA 152, as follows:
RESOLUTION TO OPT OUT OF PA 152
WHEREAS, PA 152, passed by the state Legislature, was designed to lessen the burden
of employee healthcare costs on public employers;
WHEREAS, Communities are given three options for complying with the requirements
of the Bill;
WHEREAS, those three options are as follows:
1) Apply the Hard Cap (capped dollar amount each government employer
may pay towards an employee’s healthcare costs);
2) Adopt by majority vote the 80%/20% (employer/employee) cost-sharing
model;

3) Opt out of the cost-sharing model by a super majority vote of five as set
forth in the bill and revisit it prior to the next year.
WHEREAS, the City of Madison Heights has determined to opt out of the cost-sharing
model by a super majority vote of five as set forth in the bill as its choice
of compliance under PA 152;
NOW, THERFORE, BE IT RESOLVED, the Madison Heights City Council elects to
comply with the requirements of the Publicly Funded Health Insurance Contribution
Act by opting out of the cost-sharing model as set forth in PA 152.

CM-23-262. Purchase of Replacement of Ambulance, Rescue Vehicle #713 –
Budget Amendment.
Motion to approve a budget amendment to increase Sales of Fixed Assets, account #101-
046-673-0000, by $47,000.00 and increase the expenditure line-item Vehicles, account #
101-336-985-0000, by $58,039.70.

CM-23-263. Purchase of Replacement of Ambulance, Rescue Vehicle #713.
Motion to approve the replacement of rescue vehicle #713 and the purchase of a 2023
Road Rescue from the most qualified bidder under the Houston-Galveston Area Council
Cooperative Purchasing Program, Emergency Vehicle Plus, in the amount of
$353,039.70.

Council Comments:
Councilwoman Aaron stated that she was glad that Council passed the ambulance purchase. She
noted that she had the pleasure of attending the Fire Ops training this past weekend, and it was a
great experience. She appreciates all that firefighters do for us, and we need to appreciate them
more. This Saturday, October 14th will be a vendor fair at Wilkinson Middle School, and she
invited all to attend.
Councilor Wright stated that he had attended the Fire Ops training last year and it was
fantastic. Oct. 14th is Motorama and Smoke, if you have a classic car, a cool car, or just like cars,
come on out. This is happening rain or shine so please stop by. November is Early Childhood
Mental Health month, and he stressed how the first 100 days are so critical to a baby’s
development. Next month let's celebrate babies and those that that work in early childhood
development.
City Attorney Sherman had no comments this evening.
City Manager Marsh had no comments this evening.
City Clerk Rottmann stated that early voting will begin on Saturday, October 28th and run through
Sunday, November 5th. The location will be the Royal Oak Community Center located at 3500
Marais Avenue and the hours will be from 8:30 a.m. to 4:30 p.m., every day except for Thursday
when the hours will be from 12 p.m. to 8:00 p.m. Absentee ballots are also available through the
City Clerk's office. The Election is Tuesday, November 7th and the polls will be open from 7 a.m.
to 8 p.m.at all precinct locations in the City.
Councilor Rohrbach stated that Saturday will be busy with the Motorama and Smoke, Friends of
the Library book sale, the Fire Station 2 Open House, and the Wilkinson vendor event all on
Saturday; it is a big day in Madison Heights so come out to all the events. In addition, October
28th will be the Trunk or Treat at Civic Center Park from 1 p.m. to 3 p.m. and October 21st is the
Trail of Treats at Civic Center Park, please come out and join us.
Councilman Fleming referenced the City Charter Amendment questions on the November 7 th
ballot, and he noted that there are videos on the City's Facebook page explaining the proposals, or
if you have questions, please call City Clerk's office.
Councilman Soltis thanked everyone for being patient with him as Chaired the meeting tonight.

Having no further business, Councilman Soltis adjourned the meeting at 7:56 p.m.
