Crime Commission Meeting Madison Heights, Michigan February 21, 2023 A Crime Commission Meeting was held on Tuesday, February 21, 2023 at 2:30 PM at City Hall - Executive Conference Room, 300 W. 13 Mile Rd. CALL TO ORDER ROLL CALL PRESENT Martha Covert Jeffrey Hilliard Margarette Marentette Anthony Roberts Council Representative Sean Fleming Alternate Alexandra Iaquinto ABSENT Deliza Lee - unexcused Colleen Monaghan - alternate - unexcused Quinn Wright - Council Alternate Representative - excused Councilor Fleming stated that council needs to review the policy for attendance. We have a member that is not coming to the meetings and an alternate who is willing to become a permanent voting member. Chief Haines and Councilor Fleming will bring it up to discuss with the City and to Council. Motion made by Covert to excuse Wright and un-excuse Lee and Monaghan's absences, Seconded by Roberts. Voting Yea: Covert, Hilliard, Marentette, Roberts, Alternate Iaquinto, Council Representative Fleming ADDITIONS/DELETIONS Additions - Councilor Fleming wanted to add to the agenda to go over the 2023 strategic work plan and confirm dates for the events that are listed. Commissioner Hilliard wanted to know if we have look at the building codes from a safety prospective to understand the requirements for the new businesses and wanted to know if the PD is involved with building regulations. Chief's Report Chief Haines stated that we are continuing to hire officers and dispatchers. We are still promoting the recruitment of new officers. The two (2) newest dispatchers who were hired have both have quit due to personal reasons and not being able to compartmentalize the job once they are home. The PD is currently down 8 police officers due to retirements and a few have left for other reasons. There are 7 interviews for officers and 10 interviews for dispatchers coming up in the next few weeks. Hopefully our numbers will keep moving forward. The 12 hours shifts that the officers are now working has us staffing overtime differently. The overtime is down 37% over the year since the 12 hour shifts started. Our Animal Control officer will be moving to a full time position for Code Enforcement. Oakland County will be covering for now until we find another animal control officer. Chief Haines has also spoken with Royal Oak and Berkley and their animal control officers are willing to help us if we need them to. We are working with the union to have the previous animal control officer cover in an emergency situation. Chief Haines also mentioned that the dispatched call volume is up and are a little bit different and we are seeing a spike in assaults of officers. From spitting to hitting and unruly people. Commissioner Hilliard asked if there are statistics about the amount of assaults. Chief Haines stated that we could get them. MSP also keeps track of them. The majority of the incidents do not involve citizens of the city but people passing through. Council Representative Fleming asked about the Flock cameras that we have in the city and if we are asking for more cameras to be installed with this years budget. Chief Haines stated that we are currently not asking for more but he is supportive of it. A few of the hotels in the city that have installed the flock cameras at their expense. There is 2 02-21-23  another business we are working with to get cameras and to enhance their lighting in the parking lot. 2. Council Report Councilor Fleming stated that the charter committee is meeting on 2/27/2023 to look at ways to reduce issues on the charter that are up for opinion. The memorial day parade spaghetti dinner is on 3/24/2023. The planned route currently will be from Wilkinson Middle School to Madison High School with the memorial ceremony at the high school following the parade. With the construction on 12 Mile Rd and in the plaza, the staging area had to change. John R was supposed to be under construction at that time but the construction has been postponed. Smart bus in Oakland County has put in a grant to get John R Rd between 11 Mile and 14 Mile fixed but it has been turned down twice before so they are waiting for a response for the application. UNFINISHED BUSINESS 3. Public Event - K-9 Demonstration The tentative date for the K-9 demonstration is 9/9/2023 at Rosie's Park. Chief Haines stated that we are working on scheduling (3) different K-9's to be in attendance at the event. It would be able to show different dogs, different bites and different searches. Chief Haines will work with the different K-9 handlers to get their schedules and confirm the date. Chairperson Covert has been in contact with a retired K-9 handler who travels to different cities for demonstrations. They are booked until 2024 so we are hoping we are first on their list for next year. They work directly with Police Departments so Chief Haines agreed to be their contact. NEW BUSINESS ADDITION TO THE AGENDA/NEW BUSINESS Commissioner Hilliard wanted to know if we have look at the building codes from a safety perspective to understand the requirements for the new businesses and wanted to know if the PD is involved with building regulations. Chief Haines stated that we are currently going through a complete zoning re-write and that the PD is not involved in this process. CED and the Fire Marshal look at the code and other city codes and put together their issues. Some of the things that they are looking at are lighting, parking spots and signage. We have a few codes that are all relegated under CED. The International Building Code and International Property Maintenance Code and International Fire Code. Chief Haines stated that we would have to check with the city attorney in regards to more specific questions about regulating cameras to be installed. 4. 2023 Community Engagement Work Plan Town Hall Meeting's - 1. A speaker from Homeland Security in regards to Human Trafficking. Chief Haines will talk to them and confirm a date. Council Rep Fleming stated that one of the topics 3 02-21-23  to possibly speak about is the concern for victim's right. Being prosecuted and deported if from another country. 2. Community members can ask questions and voice concerns to the Police Department. Tentative date will be sometime in summer 2023. Chairperson Covert suggested inviting the school districts for concerns about parent drop off and pick up and traffic flow on the side streets. Commissioner Marentette suggested a notification be sent out to the residents either via the City website or Facebook to come up with a list of topics or questions that the residents may have. The information will be sent out April 2023. Alternate commissioner Iaquinto volunteered to compile the list and have it ready for the Crime Commission meeting in June. 5. MSP/Oakland County Prosecutor's Cyber Crime Event Chair Person Covert stated that we may have an issue getting the prosecutor and MSP together at the same time for this event. We may have to just have the MSP to bring in their Cyber Crime Unit to speak. There are over 300 apps that children can download in their phones that can not be removed and can track. This should be geared towards parents to come and learn how to prevent cyber crimes from happening. Chief Haines and Covert will set up a call with MSP to see what their availability is. Another topic could be how people are being prosecuted if they are caught. We are hoping to get the event scheduled for April or beginning of May, before the school year ends to educate parents. Chief Haines stated that the annual report should be ready the second week of March.
