Crime Commission Meeting Madison Heights, Michigan April 23, 2024 A Crime Commission Meeting was held on Tuesday, April 23, 2024 at 2:30 PM at City Hall - Madison Room, 300 W. 13 Mile Rd. CALL TO ORDER Meeting called to order at 2:31 p.m. ROLL CALL PRESENT Martha Covert Alexandra Iaquinto Margarette Marentette Anthony Roberts Beth Scott Council Representative Sean Fleming Council Representative Alternate Quinn Wright ABSENT Alternate Jeffrey Hilliard - Unexcused ADDITIONS/DELETIONS The meeting minutes from the February 20, 2024 meeting need a correction. Jeffrey Hilliard needs to be listed as the alternate member and remove the word alternate from Alexandra Iaquinto. APPROVAL OF MINUTES Motion to approve the February 20, 2024 meeting minutes with corrections made by Roberts, Seconded by Iaquinto. Voting Yea: Covert, Marentette, Scott, Council Representative Fleming MEETING OPEN TO THE PUBLIC Erika Ferrell was present for the meeting. She had concerns regarding tenants rights about marijuana use in an apartment complex. For the people who do not use it and what is being done in regard to it and how it is communicated to apartment managers. Chief LeMerise stated that the marijuana law is fairly new and it has been difficult for law enforcement to address this issue. At the moment, there is no criminal law that governors this issue. It would be a civil issue between the apartment complex and Ms. Ferrell. Ms. Ferrell stated that her observations have 1 been that the usage has decreased since she talked to management but the bigger concern for her was the activity of the people using it and there have been other issues going on also. REPORTS Chief's Report One of our recently retired Sergeants was in a car accident yesterday on his way home from a promotion ceremony at the Police station. He is in stable condition and will have a long road of recovery ahead of him. We have a couple upcoming retirements in the next few weeks, one Police Officer and one of our PSA’s. Police Week is May 12th – May 18th and Chief will be giving the proclamation at the City Council meeting on May 13th, 2024 Our team coordinators have met with Oakland Community Health Network and the Co- Responder program has 2 eligible candidates for the clinician positions. Chief interviews will take place in a few weeks. Madison School District school board voted no for the school resource officer during their last school board meeting. MSD asked for an extension for the deadline for their decision to vote on again at their next school board meeting on May 6, 2024. We currently have 8 potential officers in background and we have 3 new officers starting on 5/6/2024. We are getting a lot of experienced officers that are applying with the help of the wage increase. We should be close to full staffing for officers by Fall of 2024. We have 2 new PSA’s that are in background at the moment. We have 6 sergeants that are taking the assessment center in the new few weeks. We are currently renovating the woman’s locker room. We are adding square footage, lockers and increasing the size of the lockers for our female officers.. We have added guidelines to our Facebook page that are legal and vetted that allow us to hide comments that do not pertain to the topic. I am graduating from Staff and Command on May 10th, 2024. I plan on sending Command staff through Staff and Command training earlier in their careers. The Officers from MHPD and from neighboring PD’s will be doing walk throughs in the schools during the summer months to get familiar with the school lay out in case of an emergency situation. Council Report Councilman Fleming said that we passed the final budget and we are talking about it at the May 13th, 2024 council meeting. There are some concerns and discussions about the Animal Control budget. From posts that have been made on Facebook, it makes it look like the shelter is in need of money when there is money left in their budget for this year. Chief stated that ACO Wallace was trained to keep a certain amount of money in the Escrow account for animal care. Chief and ACO Wallace now have a better understanding of the budget and the escrow account and the impression that the shelter was in need of money was unintentional. Councilman Wright suggested that the wording of the posts makes it seem like the Animal Shelter is in need of 2 money and items. The wording on the posts could be changed to reflect more of a “hey we are always in general fund raising this isn’t out of need” UNFINISHED BUSINESS Cyber Safety Presentation - Chief suggested that we alternate years between Cyber Safety & Human Trafficking presentations. He spoke with Sgt. White and he is willing to speak at the event if we decide to host it this year and Officer Hirst will give the Cyber Safety Presentation. Officer Hirst suggested that we host the event a week or two before school begins. The invitation would be extended to all of the schools in our City and all of the residents. Human Trafficking Presentation - This event will be held at a later date. This event was held in 2023 and we will host it again in 2025. Bike Rodeo - The event is scheduled for June 8th, 2024 from 10:00 a.m. - 1:00 p.m. and the Crime Commission will set up a table at the event. K-9 Demonstration - This event is scheduled for 9/21/2024 from 12:00 p.m. – 2:00 p.m. at Rosie’s Park. The K-9 officers will demonstrate basic obedience, agility, searches and criminal apprehension. Officer Bradley will have to communicate with the attendees what is going to be shown at the event for example, that there will be a dog biting the handler but the handler will have protective gear on. K-9 Calendar - Chairperson Covert suggested we hold off on the calendar project. We will have to get in contact with the K-9 Officers to obtain photos of the dogs for the calendar. We would need a gallery of photos for the calendar and they are pricy to print. NEW BUSINESS Chair Person Election for June 2024 meeting - The election will be held at the June 2024 meeting. ADJOURNMENT Motion to adjourn the meeting was made by Marentette, Seconded by Scott.
