Regular Meeting Environmental Citizens Committee October 13, 2022 A Regular Meeting of the Environmental Citizens Committee was held on Thursday, October 13, 2022 at 10:00 a.m. in the Municipal Building at 300 West Thirteen Mile Road, Madison Heights, Michigan. Present: Chairman Salley and Members: Ms. Bartleman, Ms. Fox, Mr. Klepacki, Ms. Porter, and Councilor Rohrbach Absent: Mr. Theodoroff Also Present: Public Works Supervisor Ballantine, City Manager Marsh and Deputy City Clerk Boucher 22-10. Additions to the Agenda. Motion by Ms. Fox, seconded by Councilor Rohrbach, to add Seed Library and Plant Sales to Reports on today’s agenda. Yeas: Bartleman, Fox, Klepacki, Porter, Rohrbach, and Salley Nays: None Absent: Theodoroff Motion Carried. 22-11. Minutes. Motion by Councilor Rohrbach, seconded by Ms. Fox, to adopt the minutes from the Regular Meeting of April 28, 2022 as printed. Yeas: Bartleman, Fox, Klepacki, Porter, Rohrbach, and Salley Nays: None Absent: Theodoroff Motion Carried. 22-12. Meeting Open to the Public. There were no members of the public wishing to speak. 22-13. Financial Update. Public Works Supervisor Ballantine informed everyone that the Environmental Citizens Committee (ECC) has a current account balance of $11,696.93. 1 04-28-22 ECC Regular Meeting Environmental Citizens Committee October 13, 2022 22-14. Seed Library Ms. Fox updated that she received seed donations from Home Depot this past summer and the seed library is restocked every one and a half weeks. 22-15. Plant Sale Ms. Fox updated that the plant sales brought in a profit of $2,400 in May and $1,900 in August. 22-16. Nuisance Tree Ordinance Discussion. The members discussed the dangerous and disease ordinance, Tree USA qualifications and code enforcement. 22-17. Rake with the Mayor. City Manager announced that the Rake with the Mayor is scheduled for November 5th, Mayor Grafstein is asking for more volunteers, and she is working with the local Boy Scout troops. 22-18. ECC Workplan. The members discussed education & awareness, energy & sustainability with EGLE, renewable energy with DTE, natural environment & Ecosystem, compost & recycling with SOCWA, community outreach with Michigan Schools and Government Credit Union, and pollinator protection & community garden with local schools. Public Works Supervisor Ballantine updated that the tree grant wait list is for 150-200 trees and the community forestry grant of $10,000 planted 40 trees. City Manager Marsh will continue to apply for available grants to help financially support the workplan, city staff will draft the RFP(s), and board members will be included in the interview process(es). She plans to utilize survey monkey to get input from the community. Ms. Bartleman, Mr. Klepacki and Councilor Rohrbach volunteered as members of a subcommittee for the workplan. They plan to meet after the November 8th State General Election. 2 04-28-22 ECC Regular Meeting Environmental Citizens Committee October 13, 2022 22-19. Adjournment. There being no further business, Chairman Salley adjourned the meeting at 11:15 a.m. Next meeting will be held on Thursday, January 12, 2023 at 10 a.m. and location is TBD. Phommady A.
