Environmental Citizen's Committee Meeting Madison Heights, Michigan October 09, 2025 A Environmental Citizen's Committee Meeting was held on Thursday, October 09, 2025, at 10:00 AM at City Hall - Madison Room, 300 W. 13 Mile Rd. Present: Chairman Salley and Members: Ms. Bartleman, Ms. Bowen, Ms. Ellison, Ms. Fox (left @ 11:09 a.m.), Councilor Rohrbach (left @ 11:09 a.m.), and Ms. Studtmann Absent: Ms. Lagos Also Present: Director of Public Services Ballantine and Deputy City Clerk Boucher ECC 31-25. Minutes Motion to adopt the minutes from the Regular Meeting of July 10, 2025, as presented. Motion made by Ms. Fox, Seconded by Ms. Bartleman. Voting Yea: Bartleman, Bowen, Fox, Salley, Studtmann, Ellison, and Councilor Rohrbach Motion carried. ECC 32-25. Meeting Open to the Public There were no members of the public wishing to speak. ECC 33-25. Financial Update - Escrow Account Director of Public Services Ballantine updated that there's $13,595.09 in the escrow account and there are no new activities. ECC 34-25. Seed Library Ms. Studtmann updated that Stantec Native Plant Nursery is offering to create a seed packet with six (6) species at a cost of $1.50 per seed packet. They require a minimum order of $150 and one thousand (1,000) seed packets. Motion by Ms. Studtmann, Seconded by Councilor Rohrbach, to approve a Native Plant Seed Packet subcommittee consisting of Mr. Olson, Ms. Bartleman, and Ms. Studtmann. Voting Yea: Bartleman, Bowen, Fox, Salley, Studtmann, Ellison, and Councilor Rohrbach Motion carried. 1 Motion made by Councilor Rohrbach, Seconded by Ms. Fox, to approve funds in an amount not to exceed $2,200 for the Native Plant Seed Packet through Stantec Native Plant Nursery. Voting Yea: Bartleman, Bowen, Fox, Salley, Studtmann, Ellison, and Councilor Rohrbach Motion carried. ECC 35-25. Food Composting Director of Public Services Ballantine updated that the compost program has collected six (6) tons or twelve thousand forty-one (12,041) pounds of compost since the end of September. Members discussed ideas for the food composting program to include the following: Mini Grant program updates; composting pumpkins in bags; cart site expansion; John Page Middle School Garden Club (partnering with teacher Rachel Harwell); composting at public schools; student liaisons; and EGLE food compost resources. ECC 36-25. Solid Waste – Cart Rollout Director of Public Services Ballantine updated that cart only pick up with Priority Waste Management began on Monday, October 6th and Spring Clean Up Day was on Saturday, May 10th from 8 a.m. – 12 noon. ECC 37-25. ECC 2026 Workplan Members discussed ideas for the ECC 2026 Workplan. Ideas included the following: Native Plant Seed Packet program; Weed and Tree Ordinance updates; education on invasive plants; initiate compost programs at the public schools; and initiate recycling programs at apartment complexes. Motion made by Ms. Bartleman, Seconded by Councilor Rohrbach, to recommend the removal of Ms. Kristen Lagos from the Environmental Citizen’s Committee (ECC) to City Council due to lack of attendance. Voting Yea: Bartleman, Bowen, Fox, Salley, Studtmann, Ellison, and Councilor Rohrbach Motion carried. Motion made by Ms. Fox, Seconded by Ms. Bowen, to adopt the Environmental Citizen’s Committee (ECC) 2026 Workplan and recommend to City Council. 2 Voting Yea: Bartleman, Bowen, Fox, Salley, Studtmann, Ellison, and Councilor Rohrbach Motion carried. ECC 38-25. Adjournment There being no further business, Chair Salley adjourned the meeting at 11:10 a.m. The next meeting is Thursday, January 8, 2026, at 10 a.m. Phommady A.
