Note: Quorum was not met. Discussion occurred, but no official votes or actions are valid. Discussion Items:  Agenda adjustments discussed (Book Club and Juneteenth scholarship removed from discussion).  Reviewed November 20 minutes.  City Council update: Last meeting held December 8, 2025.  Lantern Festival: $3,500 for research phase and 20% of budget for event coordinator.  Arts & Pride: No updates.  Revin in the Heights: Date set for September 19.  Library makerspace policy reviewed.
