IN-PERSON JOINT WORKSHOP – ZONING ORDINANCE COMMUNITY WORKSHOP OF THE CITY COUNCIL, PLANNING COMMISSION, ZONING BOARD OF APPEALS, AND DOWNTOWN DEVELOPMENT AUTHORITY Madison Heights, Michigan August 24, 2022 A Joint Workshop was held on Wednesday, August 24, 2022 at 5:30 PM at Fire Station #1 Training Room - 31313 Brush Street PRESENT Mayor Roslyn Grafstein (City Council, DDA and Planning Commission) Councilwoman Toya Aaron (City Council and ZBA) Mayor Pro Tem Mark Bliss (City Council and Planning Commission) Councilman Sean Fleming (City Council) Councilor Quinn Wright (City Council) Melissa Marsh (DDA and Planning Commission) Michael Sheppard (DDA) Michael VanBuren (DDA) Jennifer Zmarzlik (DDA) Eric Graettinger (Planning Commission) Clifford Oglesby (Planning Commission and ZBA) Cassandra Barragan (ZBA) ALSO PRESENT Community Economic Development Director Giles Tucker City Planner Matt Lonnerstater Assistant City Attorney Tim Burns Deputy Clerk Phommady A. Boucher Adam Cook, Planning Consultant from McKenna Associates Jane Nixon, Planning Consultant from McKenna Associates Mike Campbell, Urban Design and Landscape Architect from McKenna Associates MEETING OPEN TO THE PUBLIC: Items not listed on agenda There were no members of the public wishing to speak. ZONING ORDINANCE REWRITE COMMUNITY WORKSHOP Planning Consultant Adam Cook reviewed a PowerPoint presentation and provided a handout at the joint workshop. He went into further detail of the following items: Master Plan, future land use, single-family residential, commercial, city center, mixed use innovation, traditional downtown, Zoning Plan, multiple family residential, vehicle parking district, Madison Place, and form-based. 1 08-24-22 Mayor Grafstein opened the public comment at 6:10 p.m. The group discussed the following desired elements for 11 Mile Road and John R Road: bike lanes, art installations, green space, wider sidewalks, mixed use, walkable downtown, public transportation, and parking structures. The group further discussed the following desired elements for Whitcomb Avenue and John R Road: mixed use, street parking for retail, rooftop gardens, balconies, historical nostalgia, and rooftop solar. Mayor Grafstein closed the public comment at 7:34 p.m. ADJOURNMENT There being no further business, Mayor Grafstein adjourned the meeting at 7:35 p.m. 2 08-24-22
