CITY OF MADISON HEIGHTS PLANNING COMMISSION MEETING MINUTES June 21, 2022 Fire Station #1 – Training Room 31313 Brush Street, Madison Heights, MI 48071 1. CALL TO ORDER Chair Champagne called the meeting of the Madison Heights Planning Commission to order at 5:30 p.m. 2. ROLL CALL Present: Chairperson Josh Champagne Member Bruce Conn Member Eric Graettinger Mayor Roslyn Grafstein City Manager Melissa Marsh Member Cliff Oglesby Member Grant Sylvester Absent: Councilman Mark Bliss Member Melissa Kalnasy Also Present: CED Director Giles Tucker Assistant City Attorney Tim Burns Deputy Clerk Phommady A. Boucher 3. EXCUSE ABSENT MEMBERS Motion by Commissioner Grastein, supported by Commissioner Olgesby to excuse Members Bliss and Kalnasy. Nays: None Absent: Bliss and Kalnasy Motion carries unanimously. 4. APPROVAL OF MINUTES Motion by Commissioner Marsh, supported by Commissioner Conn, to approve the minutes of the regular Planning Commission meeting of May 17, 2022. Nays: None Absent: Bliss and Kalnasy Motion carries unanimously. 5. MATTERS FOR CONSIDERATION a) PRESENTATION FROM MCKENNA – Zoning Ordinance Rewrite Technical Review Report Mr. Hunter Whitehill provided a handout and reviewed the Zoning Ordinance Rewrite Technical Review Report including recommendations. McKenna is expected to set an outline for the ordinance, organize the ordinance with existing text, create a first draft of the ordinance with text changes, host five group meetings with the Steering Committee, Planning Commission and Administrative Staff, create a second draft of the ordinance, and create a final draft of the ordinance for adoption by City Council.  June 21, 2022 Madison Heights Planning Commission Minutes The members further discussed zoning districts, site plan, Certificate of Occupancy, Zoning Board of Appeals (ZBA) approvals and special use. 6. PUBLIC COMMENTS: For items not listed on the agenda. Chair Champagne opened the public comment period at 5:31 p.m. to receive comments for items not on the agenda. Seeing no public comments, the period was closed at 5:32 p.m. 7. MEMBER UPDATES There were no member updates. 8. PLANNER UPDATES City Manager Marsh updated that the marijuana application is available on the City website with a deadline of Friday, August 12th at 11:00 a.m. 9.
