CITY OF MADISON HEIGHTS PLANNING COMMISSION MEETING MINUTES February 20, 2024 Council Chambers – City Hall 300 W. 13 Mile, Madison Heights, MI 48071 1. CALL TO ORDER Chair Champagne called the meeting of the Madison Heights Planning Commission to order at 5:32 p.m. 2. ROLL CALL Present: Chair Josh Champagne Mayor Roslyn Grafstein City Manager Melissa Marsh Commissioner Eric Graettinger Commissioner Melissa Kalnasy Commissioner Cliff Oglesby Absent: Commissioner Grant Sylvester, Mayor Pro Tem Mark Bliss Also Present: City Planner Matt Lonnerstater Assistant City Attorney Tim Burns Business Services Coordinator Mary Daley 3. EXCUSE ABSENT MEMBERS Motion by Commissioner Oglesby, seconded by Commissioner Graettinger to excuse Commissioner Sylvester. Motion carries unanimously. 4. APPROVAL OF THE MINUTES Motion by Commissioner Graettinger, seconded by Oglesby to approve the minutes of the regular Planning Commission meeting of November 21, 2023. Motion carries unanimously. 5. PUBLIC COMMENT - For items not listed on the agenda Chair Champagne opened the floor for public comment at 5:36 pm. Discussion - First Complete Draft of Updated Zoning Ordinance Planner Lonnerstater presented the first complete draft of the new proposed Zoning Ordinance to the Planning Commission as was presented in the packet. He introduced two planning consultants with McKenna and Associates named Hunter and Adam who worked conjointly with the Planner and the Zoning ordinance rewrite steering committee on the first draft. He reviewed the proposed Zoning map with the Commission and discussion followed. The Commission would like to schedule a public hearing alongside City Council at their next meeting on March 19th so they can hear public comments. This meeting will occur in the Breckenridge Room. B. Officer Elections Motion by Grafstein, seconded by Marsh to re-elect the following officers in their current roles: Chairperson – Josh Champagne Vice Chairperson – Eric Graettinger Secretary – Melissa Kalnasy Motion carries unanimously. 7. MEMBER UPDATES Mayor Grafstein asked the Commissioners to reach out to people they know about the current Planning Commission vacancy and invite them to attend a meeting or to apply through the Clerk’s office. 8. PLANNER UPDATES Planner Lonnerstater updated the Commission on the status of special use applications and approvals as listed in the packet. 9.
