MEETING MINUTES
1) CALL TO ORDER: This meeting was called to order at 7:18pm by Chair Mike Kopas
2) PLEDGE OF ALLEGIANCE

MEMBERS OF THE PUBLIC: Michael Pellessier, Matt Gann
4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this
meeting of the Downtown Development Commission was provided by distributing the Annual Meeting
schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the
main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a
copy with the Borough Clerk, all on or about the first week of January 2016. Copies of said notice were made
available to members of the general public.
5) APPROVAL OF THE AUGUST 2016 MINUTES
Motion to approve August 2016 Meeting Minutes as presented

6) CHAIRMAN/EXECUTIVE BOARD REPORT: Mike Kopas gave an overview of the progress on the plans for
the Community Space being built by KRE on Kings Road. The proposed floor plan was circulated. Mike
also shared details of his attendance at the Historic Preservation Commission Meeting that he attended
on September 13th at which the DDC’s plans to purchase of water fountains and benches was discussed.
The consensus is that the DDC would move forward with the purchase of the benches as planned and
would look for other more historic versions of the planned water fountains.
7) TREASURER’S REPORT: The P&L Statement was shared. Brad Cramer reported on the year to date
financials.
8) MAYOR’S REPORT: There was no report.
9) COUNCIL LIAISON REPORT: There was no report.
10) PLANNING BOARD REPORT: Peter Flemming gave a brief update on the planned development project on

Ridgedale Avenue.
11) FOUNDATION REPORT: Eric Range reported that the Foundation had approved the expenditure of up to
$25,000 for the Downtown Market Study being conducted by Urbanomics at its meeting earlier this evening.
12) COMMITTEE REPORTS
a) Sign & Façade: John Hoover, Chair (Karen Giambra, Leslie Lajewski, Eric Range) The Committee
committed to the following activities.
i) Form and Addendum: Form design is being revised; needs review and approval.
ii) It was agreed that a "welcome kit" of some type should be developed with:
(1) Key parameters to be followed
(2) A list of do's and don'ts extracted from the Code
(3) Examples of best signs; will need to take photos of examples for good, better, best
(4) John drafted one-page summary; need review and graphics, photos, etc.
iii) Review and modify our Guidelines as needed
iv) Reconsider a matching grant program
v) Applications between August 18th and September 15th:

a) PIC (Public Improvement): Jim Hollenbach, Chair (Maureen Byrne, Brad Cramer Mark Fabyanski, John
Hoover, Russell Stern, Suzy Whitehorn). The Committee’s next meeting is scheduled for Thursday,
September 22nd at 8:30 am at the Nautilus. A Photo request was made to the members. They were
asked if they had any photos of great things they have seen I their travels over the summer please
send them to ddc@rosenet.org. PIC will present a slide show of existing conditions that need
improvement and ideas from other destinations.
b) University Relations: Carla Brady, Chair (Mark Fabyanski, Mike Kopas, Larry Jasen, Eric Range, Deb
Starker, Marsha Ann Zimmerman). Carla reported that the Drew Town Tour was a big success and that
almost 400 students participated and were given lunch at a cost of just over $2,500.
c) Marketing and Economic Development Eric Range Chair (Barb Short, Leslie Lajewski, Russell Stern,
Michael Pellessier, Karen Giambra, John Morris). The Committee’s meeting is scheduled for Friday,
October 7th. There is no report this month as the September meeting was cancelled as it fell on Labor Day
weekend.
13) AD HOC COMMITTEE AND PROJECT UPDATES
d) Taste of Madison (Monday, March 20, 2017). The initial planning meeting is scheduled for 7:45am, Friday,
September 16, 2016.
e) May Day (Saturday, May 6, 2017): There is no report.
f) DDC/MACA Sidewalk Art Gallery & Gala: The Gala has been set for Saturday, November 5th and it will
be held at Hartley Dodge Memorial.
g) Farmers’ Market (Thursdays, June 2 – October 13): There is no report.
h) Drew University Town Tour (Saturday, August 27, 2016): (See University Relations)
i) Bottle Hill Day (Saturday, October 1, 2016): A brief overview of “day of logistics” was shared and the
members were encouraged to volunteer.
j) Sidewalk Sounds: Weekly performances continue at the Farmers’ Market. We have been able to
include a few “double headers”, featuring two different musicians/bands.

k) Friday Night Concert Series w/METC (The dates for this summer are June 24th, July 15th, July 29th,
August 12th, August 26th and September 9th)The schedule for the remaining concerts is as follows:
September 9 - Sunnyside Jazz (To Be Rescheduled)
l) Madison Storytellers Festival (Saturday, June 11th): There will be a full report this fall which will
include an overview of this year’s event and a look forward to next year.
14) OLD BUSINESS: There was none reported.
15) NEW BUSINESS: There was none reported.
16) INVITATION FOR DISCUSSION FROM THE PUBLIC: Matt Gann attended the meeting and volunteered to help
the DDC with events and/or projects.
