DOWNTOWN DEVELOPMENT COMMISSION Committee Room - Hartley Dodge Memorial Building Date: October 26, 2016 Time: 7:15pm MEETING MINUTES 1) CALL TO ORDER: This meeting was called to order at 7:18pm by Chair Mike Kopas 2) PLEDGE OF ALLEGIANCE 3) ROLL CALL MEMBERS PRESENT: M. Byrne, R. Conley M. Fabyanski, L. Jasen, J. Hoover, M. Kopas, E. Range, D. Starker, S. Whitehorn, M. Zimmerman MEMBERS ABSENT: R. Conley, A. Baillie, C. Brady, J. Burnet, B. Cramer, M. Byrne, P. Stern ALSO PRESENT: Lisa Ellis, DDC Program Director MEMBERS OF THE PUBLIC: None Present 4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this meeting of the Downtown Development Commission was provided by distributing the Annual Meeting schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a copy with the Borough Clerk, all on or about the first week of January 2016. Copies of said notice were made available to members of the general public. 5) APPROVAL OF THE SEPTEMEBER 2016 MINUTES Motion to approve the September 2016 Meeting Minutes as presented Moved by: E. Range and Seconded by: M. Byrne Voice Vote: Unanimous 6) CHAIRMAN/EXECUTIVE BOARD REPORT: Mike Kopas reported on the Downtown Madison Market Study kick-off meeting with Urbanomics held on October 20th. He noted that there would be a series of four Focus Group Sessions in November (2 resident, 1 senior citizen, 1 merchant/landlord0. Participants for these sessions will be selected at random. A full community survey is planned for late November. The entire project is supposed to be completed by sometime in January. 7) TREASURER’S REPORT: The P&L Statement was shared. 8) MAYOR’S REPORT: Mayor Conley commended the DDC on another very successful Bottle Hill Day. 9) COUNCIL LIAISON REPORT: There was no report. 10) PLANNING BOARD REPORT: Mayor Conley and Mike Kopas reported that the Planning Board will be meeting with the new Giralda 5 tenant, Allergan, tomorrow discuss parking changes. 1|Page 11) FOUNDATION REPORT: There was no report. 12) COMMITTEE REPORTS: a) Sign & Façade: John Hoover, Chair (Karen Giambra, Leslie Lajewski, Eric Range) The Committee committed to the following activities. i) Form and Addendum: Form design is being revised; needs review and approval. ii) It was agreed that a "welcome kit" of some type should be developed with: (1) Key parameters to be followed (2) A list of do's and don'ts extracted from the Code (3) Examples of best signs; will need to take photos of examples for good, better, best iii) John drafted one-page summary; need review and graphics, photos, etc. iv) Review and modify our Guidelines as needed v) Reconsider a matching grant program vi) Applications between September 15th and October 26th:  32 Main Street - Jolie: Submitted 8/22/16; Sent to S & F 9/23/16; Approved 10/20/16  19 Green Avenue - Presbyterian Church: Submitted 8/22/16; Sent to S & F 9/30/16; Approved 10/20/16  19-23 Waverly Lane - Escape Room Madison: Submitted 9/22/16; Sent to S & F 10/1/16; Approved 10/20/16  335 Main Street - Main Street Development Group LLC: Submitted 10/17/16; Sent to S & F 10/18/16; Approved 10/20/16 b) PIC (Public Improvement): Jim Hollenbach, Chair (Maureen Byrne, Brad Cramer Mark Fabyanski, John Hoover, Russell Stern, Suzy Whitehorn). A Slide show was presented showing a series of pictures from the PIC downtown walk-around of existing conditions and some inspirational pictures from Burlington, Vermont and Cape May. The Slideshow noted areas in need of repair or replacement, including sidewalks, signage, furniture, etc. It was suggested that The Committee’s next meeting is scheduled for Thursday, October 27th at 8:30 am at the Nautilus. c) University Relations: Carla Brady, Chair (Mark Fabyanski, Mike Kopas, Larry Jasen, Eric Range, Deb Starker, Marsha Ann Zimmerman). There was no report. d) Marketing and Economic Development Eric Range Chair (Barb Short, Leslie Lajewski, Russell Stern, Michael Pellessier, Karen Giambra, John Morris). The October meeting was cancelled. The Committee’s next meeting was rescheduled for Friday, November 11th. 13) AD HOC COMMITTEE AND PROJECT UPDATES a) Taste of Madison (Monday, March 20, 2017): The Committee will meet again on Friday, November 4th at 7:45am at the Park Avenue Club. Sponsorship letters will be sent at the end of October. b) May Day (Saturday, May 6, 2017). There was no report. c) DDC/MACA Sidewalk Art Gallery & Gala: The Gala has been set for Saturday, November 5th at 6:00pm it will be held at Hartley Dodge Memorial. Mayor Conley will serve as the auctioneer. d) Farmers’ Market (Thursdays, June 2 – October 13. A Proposal to award Onsite Farmers Market Manager a $500.00 bonus for a job very well done was made and voted on. The extension of the 2017 Farmers Market was discussed and the consensus was to have it end the last week of October. The lack of a full season commitment from some of the current vendors was also discussed and will be addressed next year. Motion to grant Onsite Farmers Market Manager a $500.00 year-end bonus. Range 2|Page Voice Vote: Unanimous e) Drew University Town Tour (Saturday, August 27, 2016): There was no report. f) Bottle Hill Day (Saturday, October 1, 2016): An event wrap-up meeting will be scheduled for a date TBD in November. g) Sidewalk Sounds: There was no report. h) Friday Night Concert Series w/METC: There was no report. i) Madison Storytellers Festival (Saturday, June 11th): There will be a full report before the end of the year which will include an overview of this year’s event and a look forward to next year. 14) OLD BUSINESS: An additional $260 was approved for the purchase of the benches by the Executive Board. The benches will be ordered for a spring deliver. Lisa Ellis met with Tom DeBiasse and Jim Finelli to gain their input on the installation of water fountains in the downtown. 15) NEW BUSINESS a) Holiday Arts Festival: There was discussion regarding the expansion of the festival to include Saturday performances and what the financial support from the DDC would be for this year. It was decided to increase the amount to $3500.00 from $300.00 in 2015. Motion to approve the allocation from the Music/Partner Programs Budget line in the amount of $3,500.00 payable to MACA to support the Madison Holiday Arts Festival Moved by: E. Range and Seconded by: J. Hoover Voice Vote: Unanimous b) Planning for Christmas Parade: It was decided that candy packets with the DDC logo would again be purchased to give away at the parade. Signs illustrating the DDC event and a large banner will also be purchased. Motion to approve the purchase of branded giveaways for the Christmas Parade out of the Advertising/Promotion Budget for an amount not to exceed $1000.00 Moved by: M. Byrne and Seconded by: R. Conley Voice Vote: Passed by a majority. Eric Range voted no c) Update on holiday lighting: A meeting with the Madison Christmas Committee will be scheduled for next week to discuss next steps for this season. The DDC would like to have the lights removed from the Waverly Trees and wrap the historic lampposts instead but this needs to be confirmed with the Christmas Committee. Motion to approve the expenditure of up to $5000.00 to purchase white lights to wrap the historic lampposts throughout the downtown. Moved by: E. Range and Seconded by: D. Starker Voice Vote: Unanimous d) Pumpkin Illumination and Truck or Treat (Friday, October 28th, 6-7:00 pm): New joint event with the Chamber and MVAC.
