DOWNTOWN DEVELOPMENT COMMISSION Committee Room - Hartley Dodge Memorial Building Date: November 17, 2016 Time: 7:15pm MEETING MINUTES 1) CALL TO ORDER: This meeting was called to order at 7:16 pm by Chair Mike Kopas 2) PLEDGE OF ALLEGIANCE 3) ROLL CALL MEMBERS PRESENT: R. Conley, A. Baillie, J. Burnet, C. Brady, M. Byrne, B. Cramer, M. Fabyanski, P. Fleming, L. Jasen, J. Hoover, M. Kopas, E. Range, B. Short, D. Starker, R. Stern, S. Whitehorn MEMBERS OF THE BOROUGH COUNCIL PRESENT: Ben Wolkowitz, Carmela Vitale MEMBERS ABSENT: G. Herzog, J. Hollenbach ALSO PRESENT: Lisa Ellis, DDC Program Director; Tina Lund and Lauren Rennee, Urbanomics MEMBERS OF THE PUBLIC: Michael Pellessier, Bob Rocco, Matt Gann, Aisha Arain and Rachel Cohen (Drew Students) 4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this meeting of the Downtown Development Commission was provided by distributing the Annual Meeting schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a copy with the Borough Clerk, all on or about the first week of January 2016. Copies of said notice were made available to members of the general public. 5) APPROVAL OF THE OCTOBER 2016 MINUTES Motion to approve the September 2016 Meeting Minutes as presented Moved by: R. Stern and Seconded by: E. Range Voice Vote: Unanimous 6) CHAIRMAN/EXECUTIVE BOARD REPORT: This meeting was a joint session with the Borough Council. This meeting will serve as a Focus Group session with Urbanomics, the consultant conducting the Downtown Madison Market Study. Reports will be as noted and in addition to the approval of the minutes there will be just one planned action item under new business. Notes from this session were taken by the representatives from Urbanomics and will be used to help inform the study process. a) Introductions b) Project status c) Preliminary report on resident and merchant focus groups d) Questions for DDC/Council to gain insights and identify issues 1|Page 7) TREASURER’S REPORT: The monthly financial statements were shared. There was no formal report. 8) MAYOR’S REPORT: There was no report. 9) COUNCIL LIAISON REPORT: There was no report. 10) PLANNING BOARD REPORT: Peter Flemming gave a brief overview of recent projects. 11) FOUNDATION REPORT: The next Foundation meeting is scheduled for Thursday, December 15 th at 6:00pm. 12) COMMITTEE REPORTS a) Sign & Façade: John Hoover, Chair (Karen Giambra, Leslie Lajewski, Eric Range) The Committee committed to the following activities. i) Form and Addendum: Form design is being revised; needs review and approval. ii) It was agreed that a "welcome kit" of some type should be developed with: (1) Key parameters to be followed (2) A list of do's and don'ts extracted from the Code (3) Examples of best signs; will need to take photos of examples for good, better, best (4) John drafted one-page summary; need review and graphics, photos, etc. iii) Review and modify our Guidelines as needed iv) Reconsider a matching grant program v) Applications between October 26th and November 17th: (1) 132 Main Street - Chaise Fitness - Submitted 10/25/16: Sent to S & F 10/28/16; Approved 11/3/16 (2) 20 Waverly Place - Downtown Salon - Submitted 10/26/16: Sent to S & F 11/8/16; Approved 11/16/16 b) PIC (Public Improvement): Jim Hollenbach, Chair (Maureen Byrne, Brad Cramer Mark Fabyanski, John Hoover, Russell Stern, Suzy Whitehorn): There was no report. c) University Relations: Carla Brady, Chair (Mark Fabyanski, Mike Kopas, Larry Jasen, Eric Range, Deb Starker, Marsha Ann Zimmerman): There was no report. d) Marketing and Economic Development Eric Range Chair (Barb Short, Leslie Lajewski, Russell Stern, Michael Pellessier, Karen Giambra, John Morris): There was no report. 13) AD HOC COMMITTEE AND PROJECT UPDATES a) Taste of Madison (Monday, March 20, 2017): There was no report. b) May Day (Saturday, May 6, 2017): There was no report. c) DDC/MACA Sidewalk Art Gallery & Gala: The Gala was held on Saturday, November 5th at 6:00pm at Hartley Dodge Memorial. The event was successful. The proceeds from the sale of the art totaled over $2,000.00. d) Farmers’ Market (Thursdays, June 2 – October 13): There was no report. e) Drew University Town Tour (Saturday, August 27, 2016): There was no report. f) Bottle Hill Day (Saturday, October 1, 2016): There was no report. g) Sidewalk Sounds: There was no report. h) Friday Night Concert Series w/METC: There was no report. i) Madison Storytellers Festival (Saturday, June 1. 2016): There was no report. 14) OLD BUSINESS: There was none discussed. 15) NEW BUSINESS: a) Discussion on the possibility of the DDC purchasing a new patrol bike as a gift of appreciation for the Madison Police Department. 2|Page Motion to approve the allocation from the Advertising/Promotion Budget line in an amount not to exceed $1,600.00 is possible from a Madison vendor.
