DOWNTOWN DEVELOPMENT COMMISSION Committee Room - Hartley Dodge Memorial Building Date: April 19, 2018 Time: 7:15 pm MEETING NOTES: Attendance at this meeting was insufficient to reach the quorum threshold for the Commission. No official action or minutes were taken. The agenda items were reviewed and any notes are included below. 1) CALL TO ORDER: This meeting was called to order by Vice Chari Sue Whitehorn at 7:19 pm. 2) PLEDGE OF ALLEGIANCE 3) ROLL CALL MEMBERS PRESENT: J. Zimmerman ALSO PRESENT: Lisa Ellis, Director of Business Development MEMBERS OF THE PUBLIC: John Hoover, Michael Pellessier 4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this meeting of the Downtown Development Commission was provided by distributing the Annual Meeting schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and filing a copy with the Borough Clerk, all on or about the first week of January 2018. Copies of said notice were made available to members of the general public. 5) APPROVAL OF MARCH 2018 MINUTES: Approval of minutes was tabled until the May 17th meeting. 6) CHAIRMAN/EXECUTIVE BOARD REPORT: There was no report. 7) TREASURER’S REPORT: There was no report. 8) MAYOR’S REPORT a) Ordinance 16-2018 - Ordinance of the Borough of Madison Amending Chapter15 of the Madison Borough Code Entitled “Downtown Development Commission” SECTION 1: Chapter 15 of the Borough Code entitled “Downtown Development Commission” is hereby amended as follows: 15-2 B (8): Ex-Officio Member, one (1) member: who shall be an active volunteer Ex-Officio Member, one (1) member: who shall be a Drew Student Ex-Officio Member, one (1) member: who shall be the Communications and Technology Coordinator. Note: Eric Range voiced his concern about the way that the process was rolled out. He felt that it should have been formally approved by the DDC prior to being introduced to the Borough Council. Eric will send a formal communication to Mayor Conley expressing his concerns. 1|Page  b) Mayor Conley will be receiving one of two Leadership Morris Alumni Achievement Awards for 2017.The award will be presented at the Good Morning Morris Breakfast on April 25th, at the Birchwood Manor in Hanover Township. 9) COUNCIL LIAISON REPORT: There was no report. 10) DIRECTOR OF BUSINESS DEVELOPMENT REPORT a) New business update b) Current initiatives 11) PLANNING BOARD REPORT: There was no report. 12) FOUNDATION REPORT: There was no report. 13) COMMITTEE REPORTS: The DDC Chair, Mayor and Council Liaison will be invited to all standing committee meeting meetings. a) Sign & Façade: Eric Range, Chair, Mike Kopas, Suzy Whitehorn, Leslie Lajewski Karen Giambra Report: The Committee has reviewed four applications since the March DDC meeting. i) Step Right Up Studio, 29 Main Street Received by Zoning: 3/13/18 Approved: 3/23/18 ii) LH Spa & Rejuvenation, 10-12 Elmer Street Received by Zoning: 3/13/18 Approved: 3/26/18 iii) Kitchens Unlimited, 66 Main Street Received by Zoning: 3/26/18 Approved: 4/19/18 iv) Investors Bank, 143 Main Street Received by Zoning: 4/12/18 Approved: 4/19/18 Action Items: Currently working on revising the Sign Application. A draft has been shared with the Committee, Administration, Zoning and the Mayor b) PIC (Public Improvement): Jim Hollenbach, Chair, Peter Flemming, Bob Rocco, Russell Stern Brad Cramer, Suzy Whitehorn, Marsha Ann Zimmerman, Larry Jasen. Report: PIC met on Tuesday, April 17th at 8:45 am at Drip Coffee. The meeting was attended by Jim Hollenbach, Suzy Whitehorn, Bob Rocco and Lisa Ellis. The meeting was spent walking around the immediate downtown and was highlighted by a tour of the new Madison Bagel Café. Lisa took photos of some areas in need of attention downtown. Lisa sent the Committee some options for bicycle racks for downtown and materials on Adopt-A-Space models. No decision has been reached. Action Items: Photos taken on 4/17/18 will be incorporated into a document that will be shared with PIC and then presented to DPW. c) University Relations: Carla Brady, Melanie Tomaszewski, Deb Starker Report: There is no formal report Action Items: Lisa has been in contact with Brian Mauro, interim campus executive at FDU. Working on setting up a meeting. d) Marketing and Economic Development: Eric Range, Leslie Lajewski, Carla Brady, Deb Starker Melanie Tomaszewski, John Morris, Karen Giambra, Michael Pellessier. Chair TBD. Report: There is no report. Action Items: A brainstorming session will be scheduled in mid-May. This has been pushed off to allow the new Coordinator of Communications and Technology to start and get settled in. 14) AD HOC COMMITTEE AND PROJECT UPDATES: a) Taste of Madison (Monday, March 19, 2018): The 2018 event will be held at Brooklake Country Club in Florham Park. 2|Page  i) The Taste of Madison was a great success, the proceeds for the three partners will total $14,000.00 each. b) May Day (May 5, 2018): i) The T-shirt Art Contest winner has been selected and a presentation will take place at the Borough Council Meeting on Monday, April 23rd at 8:00 pm. Everyone is invited to attend. ii) T-shirts have been ordered. We decided to order all yellow in celebration of the 20 th Anniversary. iii) We need to finalize plans for food for the event. Whole Foods will be donating 12 cases of water. More will need to be purchased or requested from Stop & Shop. iv) We have been invited to participate in Healthy Kids Day at the YMCA on Saturday, April 21, from 1 pm to 3 pm. It is an opportunity to recruit volunteers for May Day. c) DDC/MACA Sidewalk Art Gallery & Gala: i) Canvasses are available and being pickup d) Farmers’ Market (Thursdays, May 31 - October 25, 2018) i) Preliminary advertising has been done ii) Contracts are coming in and new vendors being secured. e) Drew University Town Tour (August 25, 2018) f) Bottle Hill Day (Saturday, October 6, 2017) g) Sidewalk Sounds (Incorporated into Madison Farmers’ Market) h) Downtown Concert Series w/METC (June 22, July 13, July 27, August 10, August 24, & September 7, 2018) i) Madison Storytellers Festival (September 15, 2018) j) MACA/DDC Holiday Arts Festival (Friday and Saturday, November 24th and 25th) k) Rose City Summerfest (TBD) 15) OLD BUSINESS: There was none discussed. 16) NEW BUSINESS: Eric Range introduced the need to address pedestrian safety issues on Waverly place at the exit of the Waverly Green Parking lot. The following improvements should be considered by the borough and the PIC Committee: a) Reinstallation of the speed bump in the driveway. b) Installation of a planter that would force pedestrians further away from the exit thus improving the sight line for drivers. c) Additional/improved signage. 17) INVITATION FOR DISCUSSION FROM THE PUBLIC: There was no discussion. 18) ADJOURNMENT: The meeting ended at approximately 8:20 pm.
