1) CALL TO ORDER: This meeting was called to order at 7:20 pm by Chair Mark Fabyanski

4) OPEN PUBLIC MEETINGS ACT: In compliance with the open public meetings act, adequate notice of this
meeting of the Downtown Development Commission was provided by distributing the Annual Meeting
schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at
the main entrance to the Hartley Dodge Memorial Building, posting a copy on the Borough website, and
filing a copy with the Borough Clerk, all on or about the first week of January 2018. Copies of said notice
were made available to members of the general public.
5) APPROVAL OF MAY 2018 MINUTES
Motion to approve May 2018 Minutes as presented

6) CHAIRMAN/EXECUTIVE BOARD REPORT: Chair Mark Fabyanski noted that a few members of the
executive board met briefly on Monday, June 18th to review agenda items.
7) TREASURER’S REPORT: The monthly financial statements were shared.
8) MAYOR’S REPORT: There was no report.
9) COUNCIL LIAISON REPORT: There was no report.
10) DIRECTOR OF BUSINESS DEVELOPMENT REPORT: Lisa Ellis gave a briefly updated the Commission on
some of the ongoing parking related discussions occurring at Borough Hall. The report created for Mayor

and Council was shared with the DDC. The issues are complex and not all of the solutions will be easy to
achieve. Solutions include evaluating existing parking lots to see if space can be reconfigured, additional
street striping, new merchant parking zones, hiring consultants to evaluate locations for additional
parking, shared public/private parking agreements, potential jitney service - all options being discussed
and evaluated. Lisa requested volunteers for two different ad hoc subcommittees. The first, is a working
group for parking issues: Carla Brady, Peter Flemming and Eric Range volunteered.
The Shade Tree Management Board would also like to start a subcommittee with members from the
DDC to discuss the downtown street trees and their eventual replacement. The volunteers for this group
are; Suzy Whitehorn, Mike Kopas and Russell Stern
11) PLANNING BOARD REPORT: Peter Flemming reported on the FDU Field renovation project currently
before the board.
12) FOUNDATION REPORT: The MMSF met immediately preceding the DDC meeting and will meet again in
September. They are looking for trustee candidates to replace Lissa Weldon, who has moved to Maine.
13) COMMITTEE REPORTS: The DDC Chair, Mayor and Council Liaison will be invited to all standing
committee meeting meetings.

Report: The Committee has reviewed the following applications since the May DDC meeting.
i) Coldwell Banker, 49 Main Street (Relocation)

Action Items: Currently working on revising the Sign Application. A draft has been shared with the
Committee, Administration, Zoning and the Mayor. There have been new concerns voiced regarding
the flow of applications. The landlord needs to be the first one to review and agree to signage
proposed by their tenants. Applications should not be forwarded to Sign & Façade and HPC unless
that is confirmed.
b) PIC (Public Improvement): Jim Hollenbach, Chair, Peter Flemming, Bob Rocco, Russell Stern
Brad Cramer, Suzy Whitehorn, Marsha Ann Zimmerman, Larry Jasen.
Report: In light of tonight’s presentation the June PIC meeting was cancelled. The next meeting is
scheduled for Tuesday, July 17th. The third water fountain is being installed now on Greenwood
Avenue near the entrance to Walgreen’s. This is a slight shift in location from what had been
discussed previously. There was no accessible water line on the Main Street side.
Action Items:
(1) Allocation of funds from the 2018 PIC Budget for the following projects for a total of

(a) Bike Racks (5): $3,005.00
Motion to approve funding in the amount of $3,005.00 for the purchase of (5) Bike Racks to
be installed in downtown from Keystone Ridge Designs

Motion to approve funding in the amount of $6,428.00 for the purchase of (4) Benches to
be installed in downtown from Keystone Ridge Designs

(c) Elmer Street Planter Urns: $604.98 and GCM Planting $400.00 Total: $1,004.98
Motion to approve funding in the amount of $1,004.98 for the purchase of (2) Planter Urns
and GCM plantings for the remainder of 2018 to be installed in the Elmer Street Alleyway
from J&M Home and Garden.

(d) Waverly Green Exit - Planter: $934.95
Motion to approve funding in the amount of $934.95 for the purchase of a planter with
boxwoods to serve as a mechanism to force pedestrians further out onto the sidewalk by
the Waverly Green Parking Lot exit from J&M Home and Garden.

Report: Lisa met with Marti Winer of Drew on Friday, June 15th. The Town Tour is scheduled for
August 25th. They expect between 425-50 freshman. They are concerned that that might be a
financial burden for the DDC and are willing to work with us on alternatives for lunch. An outdoor
movie night has been tentatively scheduled for mid-September.
Action Items: Follow-up regarding lunch and reach out to Karen Giambra regarding best ways to
communicate student discounts, etc.
d) Marketing and Economic Development: Eric Range, Leslie Lajewski, Carla Brady, Deb Starker
Melanie Tomaszewski, John Morris, Karen Giambra, Michael Pellessier. Chair TBD.
Report: There is no report.
Action Items: A brainstorming session will be scheduled shortly. This has been pushed off to allow
the new Coordinator of Communications and Technology to start and get settled in.
14) AD HOC COMMITTEE AND PROJECT UPDATES:
a) Taste of Madison (Monday, March 19, 2018): The Taste of Madison was a great success, the proceeds
for the three partners totaled $15,000.00 each. The check has been deposited.
b) May Day (May 5, 2018): There is no report.
c) DDC/MACA Sidewalk Art Gallery & Gala: Most of the finished banners have been delivered and
will be installed shortly.
d) Farmers’ Market (Thursdays, May 31 - October 25, 2018): The Market is going well in spite of the local
road construction.
e) Drew University Town Tour (August 25, 2018): See UR report above.
f) Bottle Hill Day (Saturday, October 6, 2017): Applications will be distributed and posted before the
end of this week.
g) Sidewalk Sounds (Incorporated into Madison Farmers’ Market): There is no report.
h) Downtown Concert Series w/METC (June 22, July 13, July 27, August 10, August 24, &
September 7, 2018). The first concert is this Friday evening from 6-8:00 pm and will feature the
band “What’s What”. Volunteers welcome for set-up and breakdown
i) Madison Storytellers Festival (September 15, 2018): This event has been included on the

calendar but it is unclear whether or not it will happen this year. Confirmation will be obtained
before the July meeting.
j) Paint The Town Yellow: Whitny Sobala provided the following report and would like time at
the July or August meeting to come and present to the DDC:

k) MACA/DDC Holiday Arts Festival (Friday and Saturday, November 24th and 25th): Booking of
acts has begun
l) Rose City Summerfest (TBD): This event will be placed on the calendar for 2019 in late June.
15) OLD BUSINESS
a) Russell Stern asked how the construction of the Madison Community Arts Center on Kings Road is
progressing. Lisa Ellis reported that the space will be finished later this summer.
16) NEW BUSINESS
a) Request from Garden Club for Sign for the Waverly Planters: $284.00: This was discussed and the
consensus was that the Garden Club should send the DDC a mock-up of the potential sign so that the
DDC can review it before voting on the expenditure.
b) Field trip for July 19th meeting to the Madison Community Arts Center
