MADISON HISTORIC PRESERVATION COMMISSION Regular Meeting – September 11, 2012 Attending: Co-Chairmen John Solu and Dana Napurano, Members Janet Foster, Carmine Toto, Ron Poeter; and William VanRyzin; Recording Secretary Laurie Hagerich. Absent: Members, John Forte; Joseph Longo, and Alberta Marcy; Council Liaison Donald Links. The meeting was called to order as an open public meeting at 7:35 p.m., in accordance with the Open Public Meetings Act. The August 14, 2012, meeting minutes were considered. A question was raised about procedure for correction of minutes which will be posed to a Borough official. The August minutes were approved as written. Follow Up: TCC applications update: There were no pending TCC applications in the Historic Districts. Sign and Façade applications: Kathy Solu, Sign and Façade Liaison, reported there is an active dialogue among the DDC, Sign and Façade Committee and Walgreen’s representatives about signage for the new building. All parties are working to reduce the square footage of the signs and to choose colors, design and placement that will be attractive and appealing. She noted the entrance to Walgreen’s will be in the back of the building, not facing Main Street. Efforts are also being made to give all tenants a fair amount of square footage for signs. Residential Design Guidelines and Historic Preservation Plan Element-inclusion in Master Plan: A Request for Funding prepared by Ms. Foster was forwarded to Frances Boardman. The sum of $7,500 will be requested for the 2013 Borough budget. A representative of MHPC may be required to present the budget request at a Council meeting in October. For Action: 57 Ridgedale Avenue – Continuation of Review: Michael and Lisa Sapio, and Margaret Weisgerber, principals of the developer, were present for the presentation. Mr. Solu, as principal of the developer, and Mr. VanRyzin, architect, were recused from commenting on the plans. This left only 4 members of 5 needed for a quorum. It was noted that if there is disagreement on approval of the plans, the owner will be required to return when there is a quorum present to obtain a letter of support from MHPC. Mr. VanRyzin, architect for the developers, presented revised plans for a new addition and restoration of the original historic Jersey Cottage structure. Discussion and comments were as follows: • The addition has been pushed back a few inches per MHPC’s recommendation in August to distinguish between the addition and the original structure. Two different sidings will be used to further define the difference. • In the rear, there is an 8-inch bump out on the addition. • MHPC recommended the windows on the north side of the building be retained to maintain the appearance and integrity of the historic structure. • Interior floor plans were shown, as well as materials for siding and roofing. • MHPC recommended using brick for the exterior chimney matching the existing. • MHPC recommended the front two windows be divided light windows. • Proposed front door shown was Thermaguard wood. MHPC recommended a solid door with no windows in the front of the historic structure. • Side porch materials will be mahagony. The developer would like to have the matter on the Zoning Board agenda as soon as possible. MHPC will acknowledge that the matter has been presented for review and the aforesaid comments will be memorialized in writing. MHPC will further acknowledge that the plans were first reviewed in August and revisions made in accordance with MHPC’s recommendations. 15 Green Village Road Application: Owners William and Arlene Odell presented preliminary plans for an addition and renovation of a one-family home which is on the Master Plan Inventory. The home is across from St. Vincent’s Church, formerly used as the owner’s office and after renovation to be entirely residential. The addition will be in the rear of the property and there will be no changes to the front. MHPC approved of the plans since the addition does not affect the streetscape. If documentation of the approval is required, MHPC will provide same. Historic District Design Guidelines – Proposal: The budget request will be presented to the Borough as previously discussed. For Discussion: Royal Wave Development Resolution – Corner of Ridgedale and Cook: Richard Romano, principal of the developer, has been turned back in his attempts to donate a multi-family structure on Ridgedale Avenue to the Madison Housing Authority. MHPC has been notified that the structure will be demolished and will have 14 days to photograph the 1861 structure from the date of notification that demolition is scheduled. Full access to the property will be allowed for documentation and removal of any historically significant elements. MHPC agreed that it will make an immediate request for an emergency appropriation of $5,000 for professional photography services to document the structure. The emergency appropriation is requested based on the Amendment to Developer’s Agreement delivered to MHPC by the Borough. MHPC Budget/2013 Initiatives: The $7,500 budget request previously discussed for Design Guidelines will be presented to the Borough. Also MHPC will request that it have email access to attorney review when necessary. There being no further business, the meeting was adjourned at 9:35 p.m. Laurie C. Hagerich, Recording Secretary
