MADISON HISTORIC PRESERVATION COMMISSION Regular Meeting – September 10, 2013 Attending: Co-Chairman John Solu, Members, John Forte, David Luber, Alberta Marcy, Carmine Toto, and William VanRyzin; Robert Vogel, Borough Engineer. Absent: Co- Chairman Janet Foster; Members Joseph Longo and Margaret Weisgerber; Recording Secretary Laurie Hagerich and Council Liaison Robert Catalanello. The meeting was called to order as an open public meeting at 7:35 p.m. in accordance with the Open Public Meetings Act. The August 13, 2013, minutes were considered. On motion made, seconded and carried, the minutes were approved as written. Follow Up: Sign and Façade applications: Proposed signs for new shops Brass Elephant, Zenful Living and Blue Wasabi were shown and discussed. A new Mediterranean restaurant will be coming next to Rob’s Bistro on Main Street. No further information is currently available. TCC Applications: A proposed plan for Investors Bank was shown to be located at the site of the former Jaguar Dealer. It is a one-story building with the appearance of a two-story building. There will be other retail businesses located there and a drive-through at the bank. The drive-thru will require a variance. For Action: 254 Woodland Road application: Tom Conway of the Rosen Group presented plans for 254 Woodland Road “The Fitzsimmons Project”, a circa 1905 Colonial Revival home. A rear addition with family room, demolition of the existing garage and construction of a two-car detached garage would improve the street appearance and flow of interior space. MHPC members offered comments for some variations, but mainly felt the plans were a good improvement, in keeping with the style of the house. MHPC will send in writing its positive opinion. Bottle Hill Historic District Project Update: Reporting on the extensive Ridgedale Avenue reconstruction, Mr. Vogel said that the water mains and utilities will be done first and then road surface construction. Paving will be done in 2014, followed by sidewalks and curbing. The project would be completed in 2015. Mr. Vogel stated that traffic counters clocked 11,000 vehicles per day on Ridgedale Avenue, an amazing number. Mr. Vogel is interested in soliciting the opinions and wishes of Bottle Hill residents. A few issues which he said had been raised already were: • Modify Sayre Court at Ridgedale Avenue so its pedestrian crossing is not so wide for safety of people trying to cross. • Space at Summerhill Park at Ridgedale Avenue for a police car to park for monitoring traffic speeds, etc. • At High School, restrict traffic travel on Ridgedale Avenue and re-direct it on to Central Avenue. Mr. Solu said he would take up with the Bottle Hill residents sidewalk preferences and materials.
