MADISON HISTORIC PRESERVATION COMMISSION
Special Meeting – August 23, 2022
Meeting conducted remotely by Zoom
Attending: Madison Historic Preservation (“HPC”) Chair Janet Foster, Vice Chair Jill Rhodes,
Members, John Forte, Max Hart, Chris Kellogg, Mary Ellen Lenahan, David Luber, Adrienne
Novak and John Solu; Council Liaison Maureen Byrne; HPC Attorney Janine Bauer, Esq., and
Recording Secretary Laurie Hagerich. Several Members of the public were present, including
John Hoover, Gerardo Leone, and Danielle Lucin.
The meeting was called to order by Ms. Foster at 7:30 pm. She announced the meeting was
called in accordance with the Open Public Meetings Act. A verbal roll call was taken.
Old Business:
Central Avenue Redevelopment:
3 and 5 Central Avenue
The Commission reviewed the rendering of the proposed new construction at 3 and 5 Central
Avenue which are part of Madison’s Civic & Commercial Historic District. There was
discussion of various issues of the design of the proposed buildings, including height, scale,
structure, pattern, design and proposed materials.
David Luber, who was absent from the August 9 HPC meeting, attended the August 23 meeting
but did not participate in the discussion, as there was no transcript or recording for him to use to
cover the events of August 9.
Dr. Rhodes moved and Ms Lenahan seconded a motion to accept the recommendations as recited
in the discussion, as well as notes and summary points from the first meeting of August 9, 2022.
This motion was unanimously carried. A Resolution will be drafted by Ms. Bauer and sent to all
parties.
Public Comment: There were no comments from the public.
Future Meetings, Adjournment:
The next regular meeting of the Commission will be on Tuesday, September 13, 2022, on Zoom.
There being no further business, on motion made, seconded, and unanimously carried, the
meeting was adjourned at 9:26 p.m.

text of this agenda. The meeting is solely a continuation of discussion of the redevelopment plans
for Central Avenue properties within the Madison Civic & Commercial Historic District.
