MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE BOROUGH OF MADISON May 12, 2014 - 7 p.m. CALL TO ORDER The Regular Meeting of the Mayor and Council of the Borough of Madison was held on the 12th day of May, 2014. Mayor Conley called the meeting to order at 6:00 p.m. in the Committee Room of the Hartley Dodge Memorial, Kings Road, in the Borough of Madison. STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT The Borough Clerk read the statement pursuant to the Open Public Meetings Act: “In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Council was provided by transmitting a copy of the meeting notice to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the office of the Clerk, all on January 2, 2014. Mayor Conley noted that the Borough has received notice from State Department of Transportation regarding transportation aid for 2014 in the amount of $200,000, which will be used toward the reconstruction of Ridgedale Avenue. PROCLAMATIONS: PAGE 2 OF 37 Regular Meeting Minutes – May 12, 2014 A proclamation honoring Dr. Vivian Bull, President of Drew University. Proclamation of the B o r o u g h o f M a d i s on Proclaiming DR. VIVIAN A. BULL DAY May 12, 2014 Whereas, as a member of the Economics Department, Dr. Vivian Bull taught at Drew University in Madison for more than thirty years; and Whereas, Dr. Bull served eight years as associate dean of the College of Liberal Arts at Drew University; and Whereas, she also served on a total of 21 Drew University-led archaeological expeditions in the Middle East; and Whereas, Madison was kind enough to share Dr. Bull with McMinnville, Oregon for 13 years, where Vivian Bull served as the president of Linfield College until her first retirement in 2005; and Whereas, on July 1, 2012, Drew University Board of Trustees appointed Dr. Bull to serve as president for the interim term; and Whereas, Dr. Bull has been recognized for her leadership by the Trustees of Drew University and within her community; and Whereas, in November 2012, Dr. Bull as Founding Chair for Education, worked together with Mayor Conley and Quest CEO Steve Rusckowski to form the Chief Executive Council for Madison to promote stakeholder collaboration, corporate impact and education leadership; and Whereas, to recognize Dr. Bull’s commitment to education leadership, members of the Chief Executive Council for Madison have funded the Dr. Vivian A. Bull Chief Executive Council for Madison Emerging Leaders Fellows program, which for the next three years will fund a position for a Drew University undergraduate to work with the Chief Executive Council to advance its mission; NOW, THEREFORE, I, Robert H. PAGE 3 OF 37 Regular Meeting Minutes – May 12, 2014 Proclamation of the B o r o u g h o f M a d i s on Proclaiming National Police Week May 11 through May 17, 2014 WHEREAS, there are approximately 900,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Madison Police Department; and WHEREAS, nearly 60,000 assaults against law enforcement officers are reported each year, resulting in approximately 16,000 injuries; and WHEREAS, since the first recorded death in 1791, almost 20,000 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty; and WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, D.C.; and WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored during the National Law Enforcement Officers Memorial Fund’s 26thAnnual Candlelight Vigil, on the evening of May 13, 2014, which is part of National Police Week; and WHEREAS, May 15th is designated as Peace Officers Memorial Day, in honor of all fallen officers and their families and United States flags should be flown at half staff; NOW, THEREFORE, I, Robert H. Proclamation of the B o r o u g h o f M a d i s on Presented to Professor John Cinco PAGE 4 OF 37 Regular Meeting Minutes – May 12, 2014 WHEREAS, John Cinco is an Assistant Professor of Computer Graphics in the Department of Visual and Performing Arts at Fairleigh Dickinson University; and WHEREAS, Professor Cinco has generously devoted his personal time to restore, enhance and preserve old photographs of Madison military personnel who have given their lives in battle in service for their country; and WHEREAS, these photos are reverently displayed on the Wall of Honor during the Madison Memorial Day Parade and Remembrance Ceremony; and WHEREAS, the Wall of Honor is a grateful tribute to those who have paid the ultimate price for the gift of freedom; and WHEREAS, Professor Cinco has been of service to the entire community through this historic preservation project, which he has skillfully and single-handedly performed; and WHEREAS, Professor Cinco has also created and provided to the Patriotic Celebrations Committee a digital archive of all the photos so that this important military history is now preserved and secure; NOW, THEREFORE, I, Robert H. Conley, Mayor May 12, 2014 Mayor Conley made the following announcements: EMPLOYEE OF THE MONTH: The Employee of the Month for May is Jim Burnet for the competent manner in which he carried out the duties and responsibilities of the position of Borough Administrator when Ray Codey was on extended medical leave. ANNIVERSARIES: David Maines, DPW Superintendent – 40th Anniversary on May 14th P. O. Kevin Boone of the Madison Police Dept – 30th Anniversary on May 29th Lew Cornine of the Public Works Dept – 20th Anniversary on May 31st 2014 Morris County Budget Overview Freeholder Hank Lyon, Budget Committee Chair, addressed the Mayor and Council presenting an overview of the 2014 Morris County Budget. Mr. Lyon noted several budget highlights including a 0% tax increase in county operating taxes for the second consecutive year, a 0.5% total tax cut in open space tax, while preserving all PAGE 5 OF 37 Regular Meeting Minutes – May 12, 2014 aspects of the program, debt reduction of $8.3 million, while maintaining essential services. Following the presentation, Mr. Rowe asked if the County has plans for regional traffic planning along Park Avenue. Mr. Wolkowitz noted that Central Avenue needs repaving. Mrs. Vitale asked that the County consider curbing and sidewalks when repaving County roads. Mr. Lyons left the Council meeting at 9:10 p.m. REPORTS OF COMMITTEES Health Mr. Landrigan of the Committee made the following comments: The Madison Volunteer Ambulance Corp. offers free Cardiopulmonary Resuscitation (CPR) training classes to any residents interested in training. Please contact the Ambulance Corp. for details. Public Works and Engineering Mr. Catalanello, Chair of the Committee, made the following comments: The Public Works staff has finished installing art poles for the Downtown Development Commission, and the Sewer Department staff has installed a generator at the Treadwell pump station. The Parks Department staff is busy lining the ball fields and the Green Avenue Reconstruction project is now complete. The 2014 Road Improvement Program was awarded to Cifelli & Son Construction and the preconstruction meeting was held last Thursday, May 8th. Please be aware that Dennis Harrington, construction representative, will be making an effort to reach out to all residents of North Street to offer piped connections for roof leaders and sump pumps, in an attempt to reduce or eliminate winter icing in the street or rainfall impacts to the sanitary sewer system. A Strategic Capital Planning meeting was held last Thursday, May 8th at 7:00 p.m. Several meetings have been held with local residents concerned about public and private drainage swales and the damages of increased runoff. The State Planning Division of NJDOT has sent a 21 day notice regarding the paving of Madison Avenue and Main Street evenings over the next month. Several utility and drainage improvement projects will need to be prioritized as a result of this announcement and Borough staff is coordinating these solutions on a timely basis. Utilities Mrs. Vitale, Chair of the Committee, made the following comments: The Electric Department has begun pole transfers at the Kings Road substation and the Water Department has installed new main taps for newly constructed homes on Bardon Road and Strickland Place. Both Departments continue ongoing maintenance of equipment. Public Safety Ms. Baillie, Chair of the Committee, made the following comments: Ms. Baillie announced that the Borough will celebrate National Trails Day with the opening of new trails at the Madison Recreation Center on Saturday, June 7th, including tours, refreshments and a ribbon cutting ceremony. Ms. Baillie noted that the Borough has received a small grant from ANJEC for an invasive species management program, and the Madison Borough Fire Department has been approved for a Federal Emergency Management Agency (FEMA) grant in the amount of $132,000.00 for the purchase of new Self Contained Breathing Apparatus (SCBA) and air cylinders. PAGE 6 OF 37 Regular Meeting Minutes – May 12, 2014 Finance and Borough Clerk Mr. Wolkowitz, Chair of the Committee, made the following comments: The Borough is now tracking actual expenses versus the adopted budget, and so far numbers look good. At the next Council meeting, Mr. Wolkowitz stated that he hopes to have the proposed draft of the Electric Rebate Program ready for Council consideration, and there will also be a presentation from the Madison Athletic Foundation regarding the quarterly fundraising report. Mr. Wolkowitz also noted that the Audit Committee will meeting with the Borough Auditors next week, and the Strategic Planning Committees are hard at work, with reports to Council to be presented at future meetings. Community Affairs Mr. Rowe, Chair of the Committee, made the following comments: The Civic Center grounds are much improved, thanks to the efforts of May Day volunteers from the Small That’s All and Drew University’s maintenance crews. Laura Cole of the Downtown Development Commission and Karen Meyer of the Chamber of Commerce have agreed to assist with the Advisory Committee’s Madison Access project which began in 2006. The groups will help with funding and provide additional volunteers to team with SCAC members in visiting local businesses. The teams will go from store to store with promotional decals and a list of easy ways to accommodate older shoppers as well extra Senior Discount Day decals for new businesses. Mr. Rowe noted that the DDC would like to thank all the volunteers who came out to help beautify the downtown and other locations around Madison. Members of the DDC presented samples of the new Wayfinding signs to the Chamber of Commerce and solicited feedback on the signs and their intended use. COMMUNICATIONS AND PETITIONS None INVITATION FOR DISCUSSION (1 of 2) Mayor Conley opened the meeting to the public for their opportunity to ask questions and make comments on those items listed on the Agenda only. Mayor asked that, upon recognition by the Chair, the person shall proceed to the lectern and give his/her name and address in an audible tone of voice, and print the same on the sheet provided for the record. He/she shall limit his/her statement to three (3) minutes or less. Sam Cerciello, Park Avenue, asked for clarification of proposed Resolution R 148- 2014 regarding 2014 Non-Union salaries, which has been removed from the Consent Agenda. AGENDA DISCUSSIONS 05/12/2014-1 OPEN SPACE, RECREATION, AND HISTORIC PRESERVATION ADVISORY COMMITTEE QUARTERLY REPORT Ms. Baillie provided the quarterly finance report from the Open Space, Recreation and Historic Preservation Advisory Committee, stating inflows and outflows thus far in 2014, and noting a balance, as of May 9th of $ 368,490.00. Ms. Baillie noted the anticipation of 3rd and 4th quarter tax levy funds as well as additional field rental and user fees and the MAF contribution of $155,000.00 for the turf fields. Commitments PAGE 7 OF 37 Regular Meeting Minutes – May 12, 2014 not yet expended this year include $125,000.00 to the Museum of Early Trades and Crafts, Madison Recreation Center fencing, as well as a request for repair to the Luke Miller Forge roof. Ms. Baillie noted the Open Space Committee is glad to review additional projects. 05/12/2014-2 AMEND SCHEDULE III OF THE BOROUGH CODE CHAPTER 185-8, TO ALLOW PARKING ON GREEN AVENUE AT WOODLAND ROAD Police Chief Darren Dachisen and Officer Chad Rybka provided information to the Council regarding parking on Green Avenue at Woodland Road, noting that the original ordinance prohibiting parking was approved many years earlier, before a traffic light was installed. Following discussion, there was no objection to listing an ordinance for introduction. Ordinance 24-2014 is listed for introduction. 05/12/2014-3 APPROPRIATION OF $33,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF A COUNTY RMS AND CAD SYSTEM FOR THE POLICE DEPARTMENT There was agreement to list an ordinance for introduction to appropriate funds for the purchase of a records management system (RMS) and a computer assisted dispatch (CAD) system for the Police Department. Ordinance 25-2014 is listed for introduction. 05/12/2014-4 APPROPRIATION OF $30,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF A POLICE DEPARTMENT VEHICLE AND EQUIPMENT There was discussion of police vehicle purchases in 2014, noting that one vehicle will be purchased from the capital budget, one from the police operating budget and one from the special duty fund. Following discussion there was no objection to listing an ordinance for introduction. Ordinance 26-2014 is listed for introduction. 05/12/2014-5 APPROPRIATION OF $6,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF VIDEO SURVEILLANCE CAMERAS Police Chief Dachisen requested Council appropriate $6,000.00 for the purchase of surveillance cameras. There was agreement with Chief Dachisen’s request, and an ordinance will be listed from introduction. Ordinance 27-2014 is listed for introduction. 05/12/2014-6 APPROPRIATION OF $2,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF PORTABLE SURVEILLANCE EQUIPMENT FOR THE PD DETECTIVE BUREAU Police Chief Dachisen requested Council appropriate $2,000.00 for the purchase of portable surveillance equipment. There was agreement with Mr. Maines’ request, and an ordinance will be listed from introduction. Ordinance 29-2014 is listed for introduction. 05/12/2014-8 APPROPRIATION OF $40,000.00 FROM THE SEWER CAPITAL IMPROVEMENT FUND FOR SEWER PUMP STATION UPGRADES Superintendent David Maines requested Council appropriate $40,000.00 for new sewer pump station upgrades. There was agreement with Mr. Maines’ request, and an ordinance will be listed from introduction. Ordinance 30-2014 is listed for introduction. 05/12/2014-9 AMENDING CHAPTER 195, LAND DEVELOPMENT TO REVISE THE BOROUGH’S CONDITIONAL USE STANDARDS FOR DRIVE-THRU RESTAURANTS Mr. Giacobbe noted that this conditional use ordinance has not been updated in many years and the purpose is to maintain the character and quality of life in the commercial zone, to see that it is preserved and that the standard is up to par with other municipalities. ORDINANCE 10-2014 ORDINANCE OF THE BOROUGH OF MADISON AMENDING SECTION 185-29 OF THE BOROUGH CODE TO PROHIBIT PARKING ON THE SOUTH SIDE OF BURNET ROAD DURING SCHOOL AND SPORTING EVENTS WHEREAS, the Chief of Police has recommend there be no parking on the South Side of Burnet Road for the entire length, during school hours of Madison High School and during sporting events of Madison High School; and WHEREAS, the Borough Council has determined that Chapter 185 of the Madison Borough Code entitled “Vehicles and Traffic” should be amended in order to implement this change. NOW, THEREFORE, BE IT ORDAINED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, as follows: Section 1: Section 185-29 of the Code of the Borough of Madison entitled “Schedule I: No Parking”, is hereby amended to include the following: Name of Street Sides Location Burnet Road South From Ridgedale Avenue to Chateau Thierry Avenue PAGE 11 OF 37 Regular Meeting Minutes – May 12, 2014 The No parking restrictions will apply during the school year, during school hours and sporting events at held Madison High School Section 2: This Ordinance shall take effect as provided by law. There was no Council discussion, and the motion passed with the following roll call vote recorded: PAGE 29 OF 37 Regular Meeting Minutes – May 12, 2014 Yeas: Mr. Catalanello, Mr. Landrigan, Mrs. Vitale, Ms. Baillie, Mr. Wolkowitz, Mr. Rowe Nays: None ORDINANCE 31-2014 ORDINANCE OF THE BOROUGH OF MADISON AMENDING CHAPTER 195, LAND DEVELOPMENT TO REVISE THE BOROUGH’S CONDITIONAL USE STANDARDS FOR DRIVE-THRU RESTAURANTS WHEREAS, N.J.S.A. 40:48-1, et seq. authorizes local governmental units to adopt regulations designed to promote the public health, safety and general welfare of its citizenry; and WHEREAS, the Borough of Madison by and through Chapter 195 of the Code of the Borough of Madison regulates land development including the conditional use standards for drive-through restaurants; and WHEREAS, the Borough Planner has recommended amending Chapter 195 of the Borough Code, the Madison Land Development Ordinance, in regard to Conditional Uses; and WHEREAS, the Mayor and Council of the Borough of Madison wish to amend Chapter 195 to revise the conditional use requirements for restaurants with drive-through windows; and WHEREAS, the Mayor and Council of the Borough of Madison have determined that it would be in the best interest of the citizens of the Borough to revise the conditional use standards for restaurants with drive-through windows. NOW, THEREFORE BE IT ORDAINED by the Governing Body of the Borough of Madison that Chapter 195 of the Code of the Borough of Madison entitled “Land Development” is hereby amended to provide as follows: Section 1. Chapter 195, Section 33, Subsection (B) of the Code of the Borough of Madison shall be amended to provide as follows: (5) Restaurants with drive-through windows. No building, structure or premises shall be used as a restaurant with drive-through window facilities unless in conformance with the following conditions: (a) Such use shall be located on lots with street frontage of at least 100 feet. (b) The minimum lot area shall be 20,000 square feet. (c) No transaction window or speaker system shall be located closer than 60 feet to any property line of any residential use or any residential zone line. (d) Such use shall comply with the standards of Chapter 217, Noise, of the Borough Code. (e) Any transaction window shall be set back a minimum of forty feet from any property line. PAGE 30 OF 37 Regular Meeting Minutes – May 12, 2014 (f) No drive-through window shall face any public right-of-way, nor shall any drive-through window be located within 50 feet of the street right-of-way line from which vehicles using the drive-through window will enter or exit. (g) There shall be no more than two one-way access driveways serving the site. The minimum distance between the centerlines of such driveways shall be 125 feet. Driveways shall be one-way. (h) Internal circulation shall be such that stacked vehicles for the drive- through window(s) shall not interfere with general vehicular circulation and parking or pedestrian circulation on the site. Drive-through window stacking lanes shall not be located in parking aisles, nor shall they, in any manner, interfere with vehicles entering or exiting the site or pedestrian circulation. (i) The perimeter of the site shall be fenced and/or landscaped in a manner that will prevent litter from being blown across property lines and to effectively screen adjacent non-commercial properties on a year-round basis. Such screening shall consist of both a board-on-board fence and dense landscaping along any adjoining non-commercial property lines. (j) Trash receptacles of an attractive design, consistent with Borough standards and without any advertising or branding, shall be maintained around outdoor eating areas, along pedestrian walkways and at points of egress from the site. (k) Any outdoor eating areas shall be clearly delineated with curbing, shall be attractively landscaped, and shall be so located that patrons can walk directly from the building to the eating area without crossing a driveway or parking lot. Outdoor seats shall count toward the parking requirements for the establishment. (l) Odor reduction devices shall be employed to minimize the effect of odor- production from cooking and frying activities. The Applicant shall demonstrate that proposed techniques shall keep the odors on site, to the maximum extent feasible. (m) Signage shall be limited to one, non-internally illuminated building sign not exceeding 30 square feet and one, non-internally illuminated monument sign, not exceeding six feet in height (including base plus sign area) and 20 square feet in area. (n) Site lighting shall be the minimum necessary to adequately light the building, outdoor seating area and parking lot with a fixture height (pole plus base) not exceeding 15 feet; only downward facing fixtures are permitted. Timers shall be required to turn off all non-security lighting after business closing. PAGE 31 OF 37 Regular Meeting Minutes – May 12, 2014 (o) There shall be no parking in the front yard setback on any front yard. All front yards, with the exception of pedestrian access and other improvements, shall be fully planted with a mix of deciduous and coniferous trees, shrubs and ground cover. (p) Any awning shall be canvas, with a maximum of six (6) square feet of signage area on awning valances. (q) No drive-through or fast food restaurant shall be located within 500 feet of any elementary, middle, or high school. (r) On any lot adjoining within 250 feet of a residential use or district or within 250 feet of the Central Business District, the primary building material shall be masonry (stone or brick), wood, hardie plank, or some combination thereof. Section 2. All Ordinances, or parts thereof, inconsistent with the provisions of this Ordinance, be and the same are hereby repealed to the extent of such inconsistency. Section 3. Should any section, paragraph, clause or any other portion of this Ordinance be adjudged by a Court of competent jurisdiction to be invalid, such judgment shall not affect or impair the remainder of this Ordinance. Section 4. Pursuant to the Municipal Land Use Law, the Clerk is directed to give notice pursuant to the provisions of N.J.S.A. 40:55D-15. Upon adoption of this Ordinance after public hearing thereon, the Municipal Clerk is further directed to publish notice of the passage thereof and to file a copy of this Ordinance with the County Planning Board as required by N.J.S.A. 40:55D- 16. Section 5. This Ordinance shall take effect upon final passage and publication as provided by law; however, subsequent to first reading, this Ordinance must be referred to the municipal Planning Board for review, which shall be based on whether the proposal is substantially consistent with the Master Plan. The Planning Board has a period of thirty-five (35) days after referral to report on the proposed Ordinance. Santora (hereafter “Blunda”) are the owners of certain property on Green Village Road in the Borough of Madison designated as Lot 13, Block 3502 on the current Tax Map of the Borough and being part of the lands known as 80 Green Village Road; and WHEREAS, the Borough has negotiated an electric utility easement with Mr. Thomas F. R 143-2014 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING 30TH ANNUAL GIRALDA FARMS RUN ON SUNDAY, NOVEMBER 9, 2014 WHEREAS, the Rose City Runners Club has requested permission to use portions of Loantaka Way, Woodland Road, Treadwell Avenue, Dodge Drive and Madison Avenue in connection with the annual Giralda Farms Run; and WHEREAS, the Police Chief recommends approval of this request; and WHEREAS, the Rose City Runners Club has agreed to reimburse the Madison Police Department for all expenses incurred in connection with the monitoring of said race; and WHEREAS, the Borough Council has reviewed said request and determined that it should be granted. R 144-2014 RESOLUTION OF THE BOROUGH OF MADISON APPROVING TEMPORARY SIGNS FOR AMERICAN ASSOCIATION OF UNIVERSITY WOMEN (AAUW) WHEREAS, the American Association of University Women of Madison (AAUW) has requested permission to put up temporary signs advertising a Book Fair on June 16-20, 2014, at Drew University’s Ehinger Center; and WHEREAS, up to ten (10) signs would be posted commencing on June 1, 2014 and removed by June 21, 2014; and WHEREAS, the Assistant Borough Administrator has recommended that temporary sign regulations be waived to permit said activity. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that the request of the American Association of University Women of Madison (AAUW) to put up temporary signs as described herein from June 1, 2014 to June 21, 2014, is approved. R 145-2014 RESOLUTION OF THE BOROUGH OF MADISON APPOINTING KEVIN FRENCH TO THE POSITION OF APPRENTICE LINEMAN WHEREAS, the Electric Utility Superintendent has recommended hiring Kevin French for the position of Apprentice Lineman in the Electric Utility Department; and WHEREAS, the Borough Council agrees with this recommendation. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that Kevin French is hereby appointed to the position of Apprentice Lineman in the Electric Utility Department, effective immediately, to be compensated in accordance with the current Collective Bargaining Agreement for Electric Utility Department Employees at an annual salary of $52,908.00. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that James Carroll is hereby appointed to the position of Intern in the Madison Fire Department effective May 13, 2014 for 75 hours, 25 hours per week, at no compensation. R 147-2014 RESOLUTION OF THE BOROUGH OF MADISON ACCEPTING A FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) GRANT FOR NEW SELF CONTAINED BREATHING APPARATUS (SCBA) AND AIR CYLINDERS WHEREAS, the Madison Borough Fire Department has been approved for a Federal Emergency Management Agency (FEMA) grant in the amount of $132,000.00 for the fiscal year 2013 for the purchase of new Self Contained Breathing Apparatus (SCBA) and air cylinders; and WHEREAS, the Federal share of the grant is 95% or $125,400.00 and the Borough of Madison share of the cost is 5% or $6,600.00. NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Madison, County of Morris, and State of New Jersey as follows: 1. The Borough gratefully acknowledges and accepts the Federal Emergency Management Agency (FEMA) 2013 Firefighters Assistance Gant funds in the amount of $125,400.00. 2. The Borough Council agrees to fund the remainder of the cost for this project. R 148-2014 ITEM REMOVED AND THE # RETIRED R 149-2014 RESOLUTION OF THE BOROUGH OF MADISON APPROVING A BANNER FOR DISPLAY FOR THE “GOOD GRIEF 5K RUN AND WALK FOR HOPE” SPONSORED BY GOOD GRIEF, INC. WHEREAS, Good Grief, Inc. has requested permission to hang a banner at Giralda Farms in Madison, for the period May 25, 2014 through June 1, 2014 as part of their “Good Grief 5k Run and Walk for Hope” event; and PAGE 36 OF 37 Regular Meeting Minutes – May 12, 2014 WHEREAS, the Borough Council is authorized to permit this display pursuant to Section 195-34(A)(8) of the Madison Borough Code.
