Mayor Conley called the meeting to order at 7:00 p.m. in the Committee Room of the Hartley Dodge Memorial, Kings Road, in the Borough of Madison. The Pledge of Allegiance was recited by all. Mayor Conley asked for a moment of silence for Sal DeBiasse, former Water Foreman, who started working for the borough on January 24, 1977, noting he worked at the Borough for over 38 years before retiring on May 1, 2015. APPROVAL OF MINUTES Ms. Baillie moved approval of the Executive Minutes of April 11, 2016. Mr. Rowe seconded the motion, which passed with unanimous voice approval. GREETINGS TO PUBLIC Mayor Conley made the following comments: Mayor Conley thanked the volunteers who worked on May Day despite the bad weather. Mayor Conley reported that the Library parking lot paving and striping is now complete. Mayor Conley thanked Borough Engineer Robert Vogel and Superintendent of Public Works David Maines and his staff for removing a large tree stump prior to paving, noting the actual tree was removed during the library construction in the 1960’s. The Library’s picture room work is progressing and the ceiling work is completed. The Summer Reading Club Kick-off is June 20th and on Saturday, July 30, the Friends of the Library will hold a Touch-a-Truck fundraiser. Other programs in the Children’s Department include Meet Michael Angelo, the therapy miniature horse on May 16th and meet Seeing Eye Puppies on Tuesday, May 24th. Mayor Conley thanked all the residents who attended the Historic and Streetscape Symposium on April 27th. Mayor Conley noted the Arbor Day celebration was held May 7th in the rotunda of the Hartley Dodge Memorial. This year marks the 31st consecutive year Madison was honored with the Tree City USA award. Mayor Conley thanked the Shade Tree Management Board and the Friends of the Madison Shade Trees for making this event a success. The ground breaking at the former Green Village Road School took place on the morning of May 9th. It is anticipated that the project will be completed in 2017. PAGE 2 OF 22 Regular Meeting Minutes – May 9, 2016 EMPLOYEES OF THE MONTH Employees of the Month for May are Acting Lieutenant John Miscia, Patrol Officer Stephanie Corrao and Senior Dispatcher John Rafter of the Madison Police Department for their professionalism and dedication in assisting a suicidal caller who called the Madison police department instead of the Madison, Connecticut Police Department. Working as a team, a successful outcome was realized by their perseverance in keeping the caller on the phone for two hours until her location could be determined. The police in Connecticut then made contact with the caller. ANNIVERSARY Mayor Conley congratulated school Crossing Guard Margaret LoSapio for her 25 years of service on May 30th. PROCLAMATIONS: Mayor Conley invited Robert Landrigan forward on behalf of the Ambulance Corp and presented and read the following two Proclamations: Proclamation of the B o r o u g h o f M a d i s on Proclaiming Emergency Medical Services for Children Day May 18, 2016 WHEREAS, the needs of children are different from the needs of adults in medical and traumatic emergencies; and WHEREAS, emergency medical services (EMS) for children promotes high-level age-appropriate emergency care given by EMS providers with pediatric emergency skills; and WHEREAS, EMS providers are unceasingly prepared to respond to children who access the 9-1-1 system and return them to an optimum level of health; and WHEREAS, EMS for children collaborates with physicians, nurses, social workers, psychologists, emergency medical technicians, paramedics, firefighters, school nurses, educators, administrators, child care providers and others to identify and address the issues surrounding the provision of optimal pediatric care; and WHEREAS, EMS for children facilitates the development of training programs, education and guidelines for emergency care providers so that children get timely and appropriate care; and WHEREAS, it is proper and timely to bring recognition to the value and accomplishments of such dedicated men and women by designating Emergency Medical Services for Children Day; NOW, THEREFORE, I, Robert H. Conley, Mayor May 9, 2016 Proclamation of the B o r o u g h o f M a d i s on Proclaiming Emergency Medical Services Week May 15 through May 21, 2016 WHEREAS, emergency medical services (EMS) is a vital public service; and WHEREAS, the Madison Volunteer Ambulance Corps has provided years of service at no cost to residents through dedicated volunteers; and WHEREAS, emergency care personnel, including emergency medical dispatchers, first responders, first aiders, emergency medical technicians, paramedics, nurses and physicians, whether volunteer or paid, serve on the front lines of our healthcare and public health system, giving selflessly of themselves; and WHEREAS, each year more than three million New Jersey residents and visitors require emergency medical care for traumatic injuries, burns, poisonings, spinal cord injuries, heart attacks and other critical medical emergencies; and WHEREAS, New Jersey has a wide range of emergency medical providers, including local first aid and rescue squads, ambulance services, mobile intensive care program, air medical EMS response programs, specialty burn care, a poison information and education service, designated trauma centers, medical dispatch services and other vital services that have the potential to save lives and reduce disabilities of the critically ill or injured; and WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, EMS personnel engage in thousands of hours of specialized training and continuing education to enhance their skills; and WHEREAS, New Jersey is a leader in the types and qualify of emergency medical care available to patients and desires to continue to improve upon its emergency medical services system in order to assure all residents the highest standards of emergency medical care; and WHEREAS, it is appropriate to recognize the value and the accomplishments of EMS providers by designating an Emergency Medical Services Week; PAGE 4 OF 22 Regular Meeting Minutes – May 9, 2016 NOW, THEREFORE, I, Robert H. Conley, Mayor May 9, 2016 Mayor Conley invited Police Chief Dachisen and Acting Lieutenant John Miscia forward and presented and read the following Proclamation: Proclamation of the B o r o u g h o f M a d i s on Proclaiming National Police Week May 15 through May 21, 2016 WHEREAS, there are approximately 900,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Madison Police Department; and WHEREAS, since the first recorded death in 1791, almost 20,000 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty; and WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, D.C.; and WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored during the National Law Enforcement Officers Memorial Fund’s 28th Annual Candlelight Vigil, on the evening of May 13, 2016; and WHEREAS, May 15th is designated as Peace Officers Memorial Day, in honor of all fallen officers and their families and United States flags should be flown at half staff; NOW, THEREFORE, I, Robert H. Conley, Mayor May 9, 2016 PAGE 5 OF 22 Regular Meeting Minutes – May 9, 2016 Mayor Conley invited Marlene Dolan, Madison Health Department Nurse, forward and presented and read the following Proclamation: Proclamation of the B o r o u g h o f M a d i s on Recognizing National Nurses Week May 6 through May 12, 2016 WHEREAS, the health and well-being of people are the biggest priorities for our community; and WHEREAS, in the Borough of Madison, nurses are an integral part of our healthcare system, serving residents of all ages with skill, knowledge, caring and commitment; and WHEREAS, nurses have a unique perspective and a broad understanding of the concepts of good health; and WHEREAS, May 6-12, 2016 has been designated "National Nurses Week" to acknowledge and promote the contributions of nurses in our community; and WHEREAS, Borough of Madison Public Health Nurse Supervisor, Marlene Dolan, BSN, has been dedicated to the well-being of Madison residents since 1994 and has been ably assisted by Lisbeth Bringgaard, Marybeth Bogdanski, Kelly Burrows and nurse practitioner, Patty Ruiz; NOW, THEREFORE, I, Robert H. Conley, Mayor May 9, 2016 REPORTS OF COMMITTEES Utilities Mr. Wolkowitz of the Committee made the following comments: The Water Department had 88 requests for locating and marking underground utilities for Shade Tree plantings, two curb boxes were checked and water was turned off for inside plumbing repairs. There were ten outside registers that needed repair or replacement. The emergency generator is now on line and working. There were meetings with contractors to coordinate new water main projects on West Street, Kinney Street and Cottage Place. There was an investigation of a hydrant struck by a motor vehicle. Also, there were possible water leaks reported on Greenwood Avenue and Elmer Street and complaints of low water pressure that were investigated and resolved. PAGE 6 OF 22 Regular Meeting Minutes – May 9, 2016 Health Mr. Catalanello, Chair of the Committee made the following comments: The Madison Health Department held two food handler’s courses on April 18th, noting the goal of these courses is to protect citizens from contracting and transmitting of food borne illnesses and to educate food service operators about safe food handling practices. Once a year, the public health nurse is required to conduct immunization audits of all daycare centers, public schools and contract communities. The goal is to insure all children in the community are properly vaccinated and immunized against illness, noting if a child is not up to date on vaccines, that child will be excluded from school unless they have a religious exemption or a bona fide medical exemption. Madison had a 3.8% exemption rate in the childcare preschool setting for mandated vaccines and a 2% exemption rate for public school students. Most exemptions submitted in Madison are religious requests. May is skin cancer awareness month. There are 3.5 million cases and over 2 million people are diagnosed annually, noting that skin cancer is one of the most common forms of cancer in the United States. Skin cancer is also one of the most preventable forms of cancer. Mr. Catalanello reminded the public to take precautions for over exposure to the sun. These precautions include covering up with proper clothing and head wear, using the appropriate amount of sunscreen and seeking shade whenever possible. In addition the Madison Health Department will host a free skin cancer screening event at the Madison Community Pool on July 10th from 2:00 to 5:00 p.m. The Madison Health Department is also gearing up for their springtime screenings. There will be a woman’s cancer screening on May 16th, from 9:30 a.m. to 3:30 p.m. and a men’s cancer screening on June 6th from 6:00 p.m. to 8:00 p.m. The Health Department is also hosting a comprehensive metabolic profile fasting blood analysis on June 8th from 8:00 a.m. to 10:00 a.m. Registration is now open and is required for all screening events. Finance and Borough Clerk Mr. Landrigan, Chair of the Committee, made the following comments: No report. Public Safety Mrs. Vitale, Chair of the Committee, made the following comments: Police Officer Bart Glab was selected as Employee of the Month for April for his Mothers Against Drunk Driving Award, noting he received this award two consecutive years. Newly hired, full-time Dispatcher, Evan Webb, will fill a vacancy within the Communications Division of the Police Department. Two recently appointed police officers, Travis Daniel and Ryan Dunn, will graduate from the Morris County Police Academy on May 26,, 2016. Both Officers will fill vacancies within the Patrol Division and will start department field training immediately. On April 27th, the Madison Police donated two truckloads of toys to the Goryeb Children’s Hospital in Morristown. On May 5th the Police Department received $16,387.00 from the Morris County Prosecutor’s Office Forfeiture Program, noting the figure represents Madison’s percentage of seized assets in 2015. The Police Unity Tour travelled through Madison this morning, at 10:30 a.m. Madison Officers Sgt. Longo, Patrolman, DeCaro and Patrolman Maccario participated in the event honoring those who protect communities across America. In the month of April, the Fire Department responded to 107 calls for assistance, 13 general alarms, 19 still alarms, 23 investigations and 52 medical calls. Two department drills were held, one of which was a live burn training at the Morris County Fire Academy. Eighty-six fire prevention inspections were conducted. Thirty-one smoke detector and CO inspections were completed. The Fire Department will participate in Madison’s High School Day of Service later this month. Madison and Florham Park firefighters raised a large flag today in front of the American Legion Post on Ridgedale Avenue to honor the Police Officers peddling to Washington, D.C. on the annual Police Unity Tour. Community Affairs Ms. Baillie, Chair of the Committee, made the following comments: Ms Baillie noted that May Day was a success. The Downtown Development Commission would like to thank the approximately 900 volunteers and sponsors, as well as the Madison Public Works Department for their hard work, despite the bad weather. The Madison’s Farmer’s Market will be returning to Central Avenue between Main Street and Cook Avenue on Thursdays, beginning June 2nd from 2:00 to 7:00 p.m. There will be weekly performances, an expanded list of vendors and a “Frequent Shopper” card program. The Madison Storyteller’s Festival will be held on, June 11th on Green Village Road between Main Street and Kings Road and other downtown sites. The event will bring together Madison’s unique arts and culture community for celebration, performance, readings and interactive and arts education events. More information can be found on Madison’s Storyteller’s Festival Facebook page. Applications for Bottle Hill Day will be distributed before the end of the month, noting the 2016 date is Saturday, October 3rd. The Friends of the Madison Senior Center held their annual spring luncheon on April 20th to honor AARP/VITA tax volunteers and SHIP Medicare counselors. The May Senior’s Newsletter includes information on the 2016 Electric Utility Rebate and the Homestead Benefit Tax Credit. Also in the newsletter is a monthly health column written by Planning and Zoning Board Secretary, Fran Boardman, noting her latest focus is on delicious super foods. Construction has begun at St. Vincent’s Martyr Church. Daily masses are being held at St. Paul’s Behind the Walls. Plans for the 2016 Summer Seminar Series have been finalized and nine speakers have confirmed their attendance. Senior Center Director, Edna Ierley-Byrne, attended a conference on aging on March 20-24th focusing on age-friendly communities emphasizing limited resources, reduced budgets and the need to create public- private partnerships. Madison’s TriTown 55+ focus group emphasizes the need for housing for seniors downsizing in search of smaller homes, noting that builders are replacing smaller homes with larger homes and seniors are forced to relocate elsewhere. Between 2010 and 2015 Transportation for Madison seniors has doubled from 2,275 riders per year to 4,502 per year. A merchant outreach program was created. Madison is well-positioned for life-long learning due to its proximity to Drew University, the Fairleigh Dickinson FILL program, St. Elizabeth’s, Drew’s mini- courses, the summer seminars and the Adult School. The Madison Chamber of Commerce will again feature their Look Good, Feel Good Madison program, noting it will showcase businesses in the fields of health, wellness and beauty. The Extra Mile Award is back and will be awarded to Madison businesses employees who provide outstanding customer service. The Chamber will be accepting nominations through June 1st. In the Recreations Department, the spring and summer field schedule continues to grow, noting Madison has 22 different programs across 15 fields. Summer camp offerings will be posted on the recreation page of Rosenet. The Dodge Field basketball courts will be resurfaced and repainted this month. The total cost of the project is $22,000.00 and will be split between the Borough and the Madison Basketball Association. Rental revenue from the fields is expected to exceed $30,000.00 this year. The Madison Girls Softball program used it annual $3,000.00 grant to repair and upgrade backstops and dugouts at Madison Jr. School. The Borough contributed an additional $3,000.00, noting the total cost of the project was $11,500.00. The transition from the Green Village Road School fields to the Madison Jr. School has gone smoothly. The Madison men’s and PAGE 8 OF 22 Regular Meeting Minutes – May 9, 2016 woman’s softball leagues begin their schedules this month, noting their games will be played at Lucy D and the Madison Recreation Center. Public Works and Engineering Mr. Rowe, Chair of the Committee, made the following comments: Twice-a-week garbage pickup is scheduled to begin next weekr. This schedule will be in effect through September. Tree planting continues throughout the borough. The sewer department continues to work on cleaning out trouble spots. Tilcon has completed the resurfacing of Court, Parkside, Hillcrest, Highview, Union, Essex, Seven Oaks, Sinclair, the Madison Recreation Complex access road, and the library parking lots. The residents’ cooperation was greatly appreciated. Special thanks to the traffic safety unit of Madison Police Department for keeping roads safe during construction and keeping residents up to date on progress via the Nixle alert system. Signage and striping will be completed by separate contractors under a county cooperative pricing agreement. Cifelli & Sons Construction initiated the 2016 Road Improvement work on Loantaka Terrace this week. Subcontractor Reivax Construction has started the water utility work on West Street. Sidewalk deflections caused by Borough tree roots, which the staff recorded over the past year, will also be replaced by the contractor under this contract. Sidewalk sections on Rosedale Avenue, Spring Garden Drive and Greenwood Avenue have already been replaced. The Borough was awarded a $172,500 NJ Department of Transportation grant for the Prospect Street Road Reconstruction project. Final cost estimates have been produced and transmitted to the state. An appropriation request for $500,000 has been made to fund this work from municipal General Capital Fund. Downtown paver material orders have been placed with Grinnell and Hanover for delivery within six weeks. The brick planter boxes at the intersection of Main and Waverly will be replaced this summer by Bayer Masonry. PSE&G has informed Madison it plans to replace gas mains and services on the following streets: Fairview, Hoyt, Westerly, Central, Lorraine, Buckingham, East, Greenwood, West End and Broadway. We have requested a five year projection so that Madison can work more closely with the utility on replacement and resurfacing work. PSE&G has committed to repave Fairview Avenue and Buckingham Drive within two weeks. Quotes for irrigation improvements and seeding of existing fields are also being assembled for work this fall. The final application of topsoil and seeding was completed last week on the Memorial Park Skating Rink field. New irrigation work has also been completed to improve the growth of seed this summer. The Softball Score Board at Madison Recreation Complex has been installed. The girls’ softball team is very appreciative of the donation and forwarded a team photo showing the new scoreboard in action. Mayor Conley reported that he attended the Fire Department’s annual dinner/dance on May 6th, noting Kenny Cameron was recognized for his 60 years of service with the Fire Department and Jay Hagerich for his 50 years of service. Both fire fighters began their careers as volunteers eventually becoming career firemen. Currently, both firemen are retired and are serving in the volunteer division. AGENDA DISCUSSIONS 05/09/2016-1 ROADWAY MILLING AND PAVING UPDATE Borough Engineer Robert Vogel provided an update and a PowerPoint presentation on the roadwork projects taking place in the Borough this year. Mayor Conley commended Mr. Vogel and his staff for their hard work.. 05/09/2016-2 APPROPRIATION $500.00.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR PROSPECT STREET RECONSTRUCTION Borough Engineer Robert Vogel provided information regarding the Prospect Street reconstruction project, noting work is being funded through a NJ Department of Transportation grant in the amount of $172,500.00. Ordinance 41 is listed for introduction. ADVERTISED HEARINGS The Clerk made the following statement: Ordinances scheduled for hearing tonight were submitted in writing at a Regular meeting of the Mayor and Council held on April 25, 2016, were introduced by title and passed on first reading, were published in the Madison Eagle and made available to members of the general public requesting same. Mayor Conley called up Ordinances for second reading and asked the Clerk to read said ordinances by title: ORDINANCE 17-2016 ORDINANCE OF THE BOROUGH OF MADISON APPROPRIATING $210,000.00 FROM THE ELECTRIC CAPITAL IMPROVEMENT FUND FOR PURCHASE OF NEW HISTORIC LAMPPOSTS ON KINGS ROAD Mayor Conley opened up the public hearing on Ordinance 17-2016. Since no member of the public wished to be heard, the public hearing was closed. Mr. Wolkowitz moved that Ordinance 17-2016, which was read by title, be finally adopted. Mr. Rowe seconded the motion.
