MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE BOROUGH OF MADISON October 26, 2020 - 7 p.m. CALL TO ORDER The Regular Meeting of the Mayor and Council of the Borough of Madison was held on the 26th day of October, 2020. Mayor Conley called the meeting to order at 7:00 p.m. via Teleconference in the Council Chamber of the Hartley Dodge Memorial, Kings Road, in the Borough of Madison. STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT The Borough Clerk read the statement pursuant to the Open Public Meetings Act: “In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Council was provided by transmitting a copy of the meeting notice to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the office of the Clerk, all on January 10, 2020. This Notice was made available to members of the general public.” ROLL CALL The Borough Clerk called the roll and the following acknowledged their presence: Mayor Robert H. The Pledge of Allegiance was recited by all. APPROVAL OF MINUTES Ms. Baillie moved approval of the Executive Meeting Minutes of September 30, 2020. Mrs. Vitale seconded the motion, which passed with a unanimous voice call vote recorded. Ms. Baillie moved approval of the Executive Meeting Minutes of October 14, 2020. Mrs. Vitale seconded the motion, which passed with a unanimous voice call vote recorded. GREETINGS TO PUBLIC Mayor Conley made the following comments: Mayor Conley noted that on Friday, October 23, 2020 the Borough celebrated the 50th Anniversary of the Madison Housing Authority and honored Louis A. Riccio, Executive Director. Mayor Conley also noted the retirement of Borough Forman Lew Cornine after 26 years with the Department of Public Works. Mayor Conley reminded residents to be safe on Halloween, stay in their own neighborhoods with small groups and to wear masks under Halloween masks. Mayor Conley announced an Affordable Housing town hall meeting scheduled for November 18, 2020 at 7:00 p.m. that will cover the Borough’s plan for Affordable Housing. Madison High School National Merit Scholar Awards Recognition Mayor Conley, joined by Board of Education President Heather Reddy and School Superintendent Mark Schwarz, presented certificates virtually to student of Madison High School. REPORTS OF COMMITTEES Finance and Borough Clerk Mrs. Vitale, Chair of the Committee, made the following comments: Mrs. Vitale noted that the CFO has submitted the Borough’s Best Practices check list, which encourages internal control, compliance and sound municipal operations. The Borough should receive all of their Sate Aid. The Administrator and CFO have completed PAGE 2 OF 17 Regular Meeting Minutes – October 26, 2020 budget hearings with Department Heads and will continue work on the remainder of the budget. A capital budget hearing is scheduled for the Council meeting of December 14th. The State has extended the Senior Freeze tax program until December 31st. The Annual Tax sale will be held December 29, 2020. And a reminder that 4th quarter property taxes are due November 1st. Public Safety Ms. Baillie, Chair of the Committee, made the following comments: The Madison Fire Department reports that with fall “leaf season” upon us residents are reminded not to park their cars on piles of leaves and to not pile leaves on top of fire hydrants when placing them in the street. If you have a wood burning fireplace or stove that you use in your home, have the chimney cleaned and inspected annually and only burn seasoned, hard wood. Public Works and Engineering Ms. Byrne, Chair of the Committee, made the following comments: The Department of Public Works Mechanic Department reports that they have recharged the air condition system on Fire Engine One, repaired the Leaf machine repair for Parks Department and repaired Waverly Clock. They continue to cut trim and weed parks and fields. And have lined Recreational fields The Engineering Department reports that the contractor has completed paving on Beverly Road and Albright Circle. AB Contracting is working on installation of the metal doors and standing seam metal roofing on the Dodge Field Playground Building. The Madison Environmental Commission had a meeting with Environmental groups in the Chatham’s to discuss ways we can work together to address climate change. The Shade Tree Management Board completed mark outs for tree planting beginning November 1st. and two Eagle Scout projects were completed this month. Kian Deanne built a solar powered charging station at the Madison Public Library and David Amieva built benches and a picnic bench at the Madison Community Garden. Both Boys are members of Troop 25. Community Affairs Mr. Hoover, Chair of the Committee, made the following comments: The Madison Farmers Market continues, every Thursday through November 19th. The Market is located at Dodge Field. The hours will remain the same, 2:00 -7:00 pm. Customer health and safety guidelines are posted at the entrances. From the Chamber of Commerce, Scarecrows on Waverly will remain up November 5. Holiday Window Painting will be completed by November 25th and Find Rosie the Rose City Reindeer event will begin on Saturday, November 28th. The new entertainment series “Fall Back Into the Arts” continues to grow as more community members attend. The remaining entertainment includes children’s interactive theatre of “The Wizard of Oz”, local high school and college voices, and newly added Broadway cabaret with professional singers on October 30th and classic rock band, The Thorns on November 6th. The series takes place Friday evenings from 6:00 pm to 8:00 pm on Waverly Place. On October 30th, the Broadway on Waverly (cabaret) will start at 8:15pm and end around 9:15pm. The series is sponsored by Coldwell Banker Realty. The Museum of Trades & Crafts continues interior restoration, which will be a multi-year phase beginning in January. Residents can visit the METC by appointment. Health Ms. Coen, Chair of the Committee, made the following comments: PAGE 3 OF 17 Regular Meeting Minutes – October 26, 2020 Ms. Coen noted the Madison Health Department will hold additional Flu Clinics and residents should check the Borough’s website to make an appointment. Madison now reports a total of 210 COVID case, with 18 new cases since the last Council Meeting, October 14th. The Health Department continues to work with the Madison Schools. With the uptick in cases residents must remain vigilant. There are now 39 states on the NJ State “Do not travel” list. Residents are reminded to wash their hands, continue social distancing and stay home if they don’t feel well. Utilities Ms. Ehrlich, Chair of the Committee, made the following comments: The Electric Department reports that the Tree Trimming crews have completed line clearance on Park Lane and Dellwood Park and are now starting on another section of Woodland Road. The Department set a new pole and anchor at 55 Fairview Avenue for a new home with underground service. The layout for new Poles, Transformers, and Wire upgrades on Rosewood Drive, Crestwood Drive, and Lynwood Place is in progress. Plans and layout are also in progress for 5000 feet of fiber optic telecommunications wire to be installed between the Kings Road Substation and the James Park Substation. Both electric crews assisted American Electrical Testing at the Kings Road Substation, to complete testing on equipment there. The Electric Department energized the new electric vehicle Charging Station in the Library parking lot. The Department is also researching upgrading the Commercial District to LED Lamps or installing retrofit kits on the lampposts. The Madison Water Department’s annual Fire Hydrant and Water Main Flushing program has been completed. All 621 Hydrants have been Operated, Tested, and Flushed. With the information collected during this process, hydrant repair or replacement can now begin. The outside contractor Liquid Engineering has performed an internal inspection of the Madison Avenue and Midwood Terrace Water Storage Tanks. Both tanks are in good condition with only minor corrosion on the inside and outside, and minor repairs needed to the vent cap on the Madison Avenue Tower. The upcoming report will determine when we will need to schedule painting for both tanks. With the cold weather approaching, the Department would again like to remind customers to have their irrigation systems winterized and to remove all hoses from your outside faucets. COMMUNICATIONS AND PETITIONS The Borough Clerk announced receipt of the following communications: Email dated October 15, 2020, John Heenehan, Kensington Road regarding a Police Department 911 response at a neighbor’s home. Email dated October 19, 2020, Thomas Martynowicz, of Florham Park, regarding recent resolution for purchase of protective shields for the Police Department. Email Dated October 26, 2020, Pat Rowe, Pine Avenue, suggesting reduction in spending for items not critical to the operation of the Borough. INVITATION FOR DISCUSSION (1 of 2) Mayor Conley opened the meeting to the public for their opportunity to ask questions and make comments on those items listed on the Agenda only. Mayor asked that, upon recognition by the Meeting Moderator, each person give his/her name and address in an audible tone of voice, for the record. He/she shall limit his/her statement to three (3) minutes or less. Joseph Balweirczak; Beech Avenue, regarding Resolution 270-2020, stated that in 2012 residents opposed the extension of the traction line, noting his surprise to see it considered again. AGENDA DISCUSSIONS 10/26/2020-1 YMCA PRESENTATION Diane Mann, President and CEO, of the Madison YMCA presented a report to the Borough Council regarding the Teen Programs and Services in Madison, noting how the Y, during the COVID pandemic, will continue to provide for Madison Teens. Ms. Mann thanked the Mayor and Council for use of the Borough’s fields for summer programs. Ms. Mann noted that scheduled to begin in November is a new five-month no-fee online Teen Leaders program teaching community service, teambuilding and leadership skills. In-person teen activities are planned to resume in November at the Family Center with limited capacity. ADVERTISED HEARINGS The Clerk made the following statement: Ordinances scheduled for hearing tonight were submitted in writing at a Regular meeting of the Mayor and Council held on Wednesday, September 30, 2020, were introduced by title and passed on first reading, were published in the Madison Eagle and made available to members of the general public requesting same. Mayor Conley called up Ordinances for second reading and asked the Clerk to read said ordinances by title: ORDINANCE 34-2020 ORDINANCE OF THE BOROUGH OF MADISON AMENDING CHAPTER 59 SECTION 59-15 OF THE BOROUGH CODE ENTITLED “FEES” REGARDING DOG AND CAT LICENSES TO INCREASE FEES WHEREAS, the Madison Board of Health has recommended amendments to the Borough Code to increase certain fees for dog and cat licenses beginning with the January 2021 licensing term. NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of Madison, in the County of Morris, and State of New Jersey, as follows: SECTION 1: Chapter 59 of the Code of the Borough of Madison, Section 15 thereof entitled “Fees” is hereby amended as follows to increase certain fees for dog and cat licenses beginning with the January 2021 licensing term: ... Since no member of the public wished to be heard, the public hearing was closed. Ms. Coen moved that Ordinance 34-2020, which was read by title, be finally adopted. Mrs. Vitale seconded the motion. ORDINANCE 35-2020 ORDINANCE OF THE BOROUGH OF APPROPRIATING UP TO $150,000.00 FROM THE AFFORDABLE HOUSING TRUST FUND FOR THE CONSTRUCTION OF A TWO–FAMILY HOUSE AT 7 ELM STREET, MADISON BY HQM PROPERTIES WHEREAS, the Borough Administrator has recommended that the Borough appropriate up to $150,000.00 from the Affordable Housing Trust Fund (AHTF) on a reimbursement basis to HQM Properties (HQM) for the construction of a two-family house with two 2-bedroom units to be rented to low-income families; and WHEREAS, funds are available in the Affordable Housing Trust Fund and the availability of funds has been certified by the Chief Financial Officer; and WHEREAS, HQM will deed restrict the subject property for use as affordable housing for a minimum of thirty (30) years; and WHEREAS, HQM has confirmed with their attorney that prevailing wages are not required even with public funds invested in the project; and WHEREAS, the units shall be eligible for full COAH credits. PAGE 6 OF 17 Regular Meeting Minutes – October 26, 2020 NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, as follows: SECTION 1: Up to $150,000.00 is hereby appropriated from the Affordable Housing Trust Fund on a reimbursement basis to HQM for the construction of a two- family house with two 2-bedroom units to be affirmatively marketed in accordance with the Borough’s settlement with the Fair Share Housing Center to low-income families. SECTION 2: The budget of the Borough is hereby amended to conform with the provisions of this Ordinance. SECTION 3: This Ordinance shall take effect as provided by law. Mayor Conley opened up the public hearing on Ordinance 35-2020. Since no member of the public wished to be heard, the public hearing was closed. Mrs. Vitale moved that Ordinance 35-2020, which was read by title, be finally adopted. Ms. Baillie seconded the motion. ORDINANCE 36-2020 ORDINANCE OF THE BOROUGH OF MADISON APPROPRIATING $85,000.00 FROM GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE AND INSTALLATION OF BOROUGH WIDE WAYFINDING SIGNS AND GATEWAY SIGNAGE WHEREAS, the Director of Business Development has recommended that the Borough appropriate $85,000.00 from the General Capital Improvement Fund for the purchase and installation of Borough Wide Wayfinding and Gateway Signage; and WHEREAS, funds are available in the General Capital Improvement Fund and the availability of funds has been certified by the Chief Financial Officer; and WHEREAS, the Borough Council has determined that the Borough should appropriate $85,000.00 from the General Capital Improvement Fund for the purchase and installation of Borough Wide Wayfinding and Gateway Signage. Mayor Conley called up Ordinances for first reading and asked the Clerk to read said ordinance by title: ORDINANCE 39-2020 ORDINANCE OF THE BOROUGH OF MADISON APPROPRIATING $340,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURCHASE OF A TRACKLESS SKID STEER AND FRONT END LOADER PAGE 8 OF 17 Regular Meeting Minutes – October 26, 2020 WHEREAS, the Borough Engineer has recommended that the Borough appropriate $340,000.00 from the General Capital Improvement Fund for the purchase of a Trackless Skid Steer and Front End Loader; and WHEREAS, the Chief Financial Officer has attested to the availability of the funds in the General Capital Improvement Fund in an amount not to exceed $340,000.00 for this purpose; and WHEREAS, the Borough Council has determined that the Borough should appropriate $340,000.00 from the General Capital Improvement Fund for the purchase of a Trackless Skid Steer and Front End Loader; and WHEREAS, it is anticipated that twenty-five percent (25%) of the purchase will be reimbursed through a Department of Environmental Protect (DEP) Equipment Modernization Grant. NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, as follows: SECTION 1: The amount of $340,000.00 is hereby appropriated from the General Capital Improvement Fund for the purchase of a Trackless Skid Steer and Front End Loader. NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Madison, County of Morris, State of New Jersey, that Kristopher MacDougall is hereby appointed to the position of Mechanical Foreman in the Mechanical Service Department of the Public Works Department, effective October 27, 2020, to be compensated in accordance with the current applicable Collective Bargaining Agreement. R 259-2020 RESOLUTION OF THE BOROUGH OF MADISON AWARDING A CONTRACT TO ABSOLUTE FIRE PROTECTION CO., INC. FOR THE PURCHASE OF FIRE APPARATUS UNDER THE HUSTON-GALVESTON AREA COUNCIL OF GOVERNMENTS (HGAC) COOPERATIVE PURCHASING PROGRAM WHEREAS, the Borough of Madison desires to award a contract for the purchase of an E-One Quest, 4 Door Custom Full Tilt Welded Aluminum Cab, Pumper, Welder Extruded Aluminum Body, Single Axle, 1250 GPM Pump, Pear Mount Pump Module to an authorized vendor under HGAC; and WHEREAS, the purchase of goods and services by a local contracting unit is authorized by the Local Public Contracts Law, N.J.S.A. 40A: 11-10, et seq.; and WHEREAS, E-One, Inc. R 260-2020 Item Removed and the # Retired R 261-2020 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING THE USE OF SPACES IN THE PUBLIC PARKING LOT AT THE CIVIC CENTER BY THE THURSDAY MORNING CLUB OF MADISON ON NOVEMBER 13, AND NOVEMBER 14, 2020 WHEREAS, the Thursday Morning Club has requested permission for vendors attending the annual Holiday Bazaar to park at the Madison Civic Center on, Friday, November 13, and Saturday, November 14, 2020 and WHEREAS, the Borough Administrator has recommended that such permission be granted; and WHEREAS, the Borough Council agrees with this recommendation. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that the Thursday Morning Club is hereby given permission for vendors attending the annual Holiday Bazaar to park at the Madison Civic Center on Friday, November 13, and Saturday, November 14, 2020, subject to such safety requirements as may be directed by the Madison Police Department and/or Fire Department. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that the request of the Madison Area YMCA (YMCA) to put up temporary signs as described herein from October 25, 2020 to November 1, 2020, is approved. R 264-2020 RESOLUTION OF THE BOROUGH OF MADISON RESCINDING RESOLUTION 252-2020 AND AUTHORIZING CONTRACTS TO RIO SUPPLY, INC. UNDER THE MORRIS COUNTY COOPERATIVE PRICING COUNCIL (“MCCPC”) CONTRACT #47: WATER METERS/DATA RECORDERS & RADIO FREQUENCY METER INTERFACE UNITS WHEREAS, Resolution 252-2020 authorized a contract to be awarded to Rio Supply, Inc. for purchase of Water Meters/Data Recorders and Radio Frequency meter interface, in the amount of $19,500.00; and WHEREAS, the Acting Purchasing Agent has recommended that Resolution 252-2020 be rescinded, and that the Council authorize an amended resolution; and WHEREAS, the Borough of Madison may by resolution and without advertising for bids, purchase any goods or services under a cooperative pricing system of which the Borough is a member; and WHEREAS, the purchase of goods and services by a local contracting unit through a cooperative pricing system is authorized by Local Public Contracts Law, N.J.S.A. 40A:11-10, et seq.; and WHEREAS, Rio Supply, Inc. of Sicklerville, New Jersey has been awarded the Morris County Cooperative Pricing Council Contract #47: Water Meters/Data Recorders & Radio Frequency Meter Interface Units; and PAGE 12 OF 17 Regular Meeting Minutes – October 26, 2020 WHEREAS, the Borough of Madison anticipates entering into contract, individually or in the aggregate, in excess of $17,500.00. NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Madison, in the County of Morris and State of New Jersey, as follows: The Borough Administrator is hereby authorized and directed on behalf of the Borough to execute contracts to Rio Supply, Inc. in excess of $17,500.00 under MCCPC Contract #47, contingent on availability of funds. R 266-2020 RESOLUTION OF THE BOROUGH OF MADISON PERMITTING CONTINUED OF USE OF PUBLIC STREETS AND PARKING AREAS FOR OUTDOOR SIDEWALK DINING THROUGH FEBRUARY 28, 2021 WHEREAS, the COVID-19 Global Health Pandemic has had a significant negative economic impact on the Borough’s restaurants and eateries; and WHEREAS, the Borough Council wishes to provide assistance to local restaurants and eateries by extending the permit season for outdoor dining, including public streets and parking areas; and WHEREAS, restaurants will still be required to comply with all social distancing, masking and other health protocols established by the N.J. Department of Health and the Madison Health Department; and WHEREAS, restaurants utilizing outdoor tents with temporary heat must be reviewed and approved by the Madison Fire Department, all tents must be certified snow load compliant and the Health Officer must approve the tent(s) layout. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, County of Morris, State of New Jersey, that all 2020 Sidewalk/Outdoor dining permits are extended through February 28, 2021 with all restaurants following noted health and safety protocols. R 267-2020 RESOLUTION OF THE BOROUGH OF MADISON AMENDING PROFESSIONAL SERVICES CONTRACT FOR WELL A & B DESIGN ADDITIONS TO MOTT MACDONALD, INC. WHEREAS, a professional services contract was previously awarded to Mott Macdonald, Inc., for professional services for upgrades to the potable Well A & B Treatment Plant which contract was authorized pursuant to R 290-2018; and WHEREAS, the Borough Engineer has recommended an amendment to the existing professional services contract with Mott MacDonald, Inc., be made to include professional services in an amount not to exceed $32,000.00 for upgrades to the potable Well A & B Treatment Plant; and PAGE 13 OF 17 Regular Meeting Minutes – October 26, 2020 WHEREAS, such services constitute a professional service for which a contract may be awarded without the need of competitive bidding pursuant to N.J.S.A. 40A:11-5- 1(a); and WHEREAS, the Chief Financial Officer/Assistant Borough Administrator has attested to the availability of funds in an amount not to exceed $32,000.00 for this purpose. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, as follows: 1. R 268-2020 RESOLUTION OF THE BOROUGH OF MADISON AMENDING RESOLUTION 249-2020 AUTHORIZING USE OF THE COMMUNITY POOL PUBLIC PARKING LOT BY THE MORRIS ELITE SOCCER CLUB WHEREAS, Resolution 249-2020 authorized the Morris Elite Soccer Club to use the Community Pool public parking lot on Saturday, October 17, 2020 and Sunday, October 18, 2020, between the hours of 9:00 a.m. and 12:00 p.m. for a soccer equipment swap; and WHEREAS, the Morris Elite Soccer Club has requested to change the date of the above event to November 14 and November 15, 2020; and WHEREAS, the Morris Elite Soccer Club has submitted a Special Event Permit Application to the Borough as well as a Certificate of Liability Insurance naming the Borough of Madison as an additional insured; and WHEREAS, the Borough Council agrees with this request. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that the Morris Elite Soccer Club is hereby given permission to hold a soccer equipment swap event at the Community Pool public parking lot, on Saturday, November 14 and Sunday, November 15, 2020, between the hours of 9:00 a.m. and 12:00 p.m. PAGE 14 OF 17 Regular Meeting Minutes – October 26, 2020 R 269-2020 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING THE USE OF $30,800.00 IN MUNICIPAL OPEN SPACE TRUST FUNDS FOR DESIGN GUIDELINES FOR THE HISTORIC PRESERVATION COMMISSION WHEREAS, the Historic Preservation Commission (HPC) has requested funding for to create Design Guidelines to illustrate the standards for preservation of historic properties; and WHEREAS, the Open Space Advisory Committee has recommended that up to $30,800.00 from the Municipal Open Space Trust Fund be disbursed for a contract with Clarke Caton, Hintz; and WHEREAS, the Chief Financial Officer has attested to the availability of the funds in the Municipal Open Space Trust Fund in an amount not to exceed $30,800.00 for this purpose; and WHEREAS, the illustrated design guidelines will be advisory in form and substance and not a mandatory condition requiring compliance by property owners in our two historic districts or elsewhere in the Borough. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, in the County of Morris and State of New Jersey, that up to $30,800.00 is hereby authorized to be allocated from the Municipal Open Space Trust Fund for Design Guidelines for the HPC. R 270-2020 RESOLUTION OF THE BOROUGH OF MADISON SUPPORTING A GRANT APPLICATION BY THE MORRIS COUNTY PARKS COMMISSION, TO COMPLETE THE TRACTION LINE PEDESTRIAN WALKWAY AND BIKEWAY TRAIL WHEREAS, the Morris County Park Commission is proposing to apply for grant funding to complete the paved pedestrian walkway and bikeway adjacent to the northerly side of lands of the New Jersey Transit Railway known as the “Traction Line”; and WHEREAS, the Traction Line Trail provides a pedestrian and bicycle mode of travel without motor vehicle traffic. NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Madison in the County of Morris and State of New Jersey, that the Madison Borough Council supports the grant funding application, by the Morris County Park Commission to complete the Traction Line Trail. R 271-2020 RESOLUTION OF THE BOROUGH OF MADISON APPOINTING CARIDAD REYES TO THE FULL-TIME POSITION OF DEPUTY BOROUGH CLERK WHEREAS, the Borough Clerk has recommended the appointment of Caridad Reyes, to the full time position of Deputy Borough Clerk; and PAGE 15 OF 17 Regular Meeting Minutes – October 26, 2020 WHEREAS, the Borough Council agrees with this recommendation. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Madison, County of Morris, State of New Jersey, that Caridad Reyes is appointed to the full time position of Deputy Borough Clerk, effective October 27, 2020. BE IT FURTHER RESOLVED, that Caridad Reyes be compensated at an annual salary of $45,000.00. R 272-2020 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING THE ADOPTION OF THE 2020 MORRIS COUNTY, NEW JERSEY HAZARD MITIGATION PLAN UPDATE WHEREAS, all jurisdictions within Morris County have exposure to hazards that increase the risk to life, property, environment, and the County and local economy; and WHEREAS; pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and WHEREAS, the Disaster Mitigation Act of 2000 (Public Law 106-390) established new requirements for pre and post disaster hazard mitigation programs; and WHEREAS; a coalition of Morris County municipalities with like planning objectives has been formed to pool resources and create consistent mitigation strategies within Morris County; and WHEREAS, the coalition has completed a planning process that engages the public, assesses the risk and vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE BOROUGH OF MADISON IN THE COUNTY OF MORRIS, STATE OF NEW JERSEY, AS FOLLOWS: 1) Adopts in its entirety, the 2020 Morris County Hazard Mitigation Plan Update (the “Plan”) as the jurisdiction’s Hazard Mitigation Plan and resolves to execute the actions identified in the Plan that pertain to this jurisdiction. 2) Will use the adopted and approved portions of the Plan to guide pre- and post-disaster mitigation of the hazards identified. 3) Will coordinate the strategies identified in the Plan with other planning programs and mechanisms under its jurisdictional authority. 4) Will continue its support of the Mitigation Planning Committee as described within the Plan. 5) Will help to promote and support the mitigation successes of all participants in this Plan.
