Open Space, Recreation and Historic Preservation Advisory Committee MINUTES Wednesday, March 13, 2019 NEXT MEETING: April 10, 2019, 7:30 pm in the Committee Room at Hartley Dodge Memorial Building. Please notify Melissa if unable to attend. PRESENT: A. Baillie, P. Hiscano, M. Honohan, J. Rhodes, G. Limbach, J. Maccari, D. Mantone I. Call to Order at 7:30 pm by Council Liaison Astri Baillie II. Approval of the Jan. 2019 minutes: Peter Hiscano moved; Jill Rhodes seconded the motion to approve the minutes with no amendments. The role of Secretary remains open. In the absence of a volunteer for the role, it was decided for each committee member to take a turn at taking minutes. Jill Rhodes volunteered to go first and take minutes for the March meeting. III. METC Project approval: Debra Farrar Starker and Angelica Diggs came before the committee to discuss their application for the Museum of Early Trades & Crafts. The exterior preservation and renovation are largely complete; thus they are turning their focus to the interior. The METC submitted their Declaration of Intend to the County the previous week with the full proposal due March 28. They are applying to this committee for $7,130 for preservation and renovation of the interior of the James Library building. This is the 20% match funding required for the full $35,650 project cost submitted to the Morris County Historic Preservation Trust. The timeline required a vote at the March meeting. Astri Baillie moved to approve the grant request; George Limbach seconded. The motion carried with no objections. IV. Astri passed around a flyer for the 23rd Anniversary of the NJ Land Conservancy Rally – those interested it will be held Friday April 12, 2019 at the Hyatt Regency, New Brunswick njconservation.org/rally V. Review of the Draft Open Space and Recreation Plan Update: Barbara Heskins Davis of the Land Conservancy of New Jersey joined the meeting at 8pm for a discussion and edits to the draft OSRP document. The members reviewed and suggested changes to the document. Barbara noted there is a new online tool that she hopes to make available in the summer that will enhance our online digital OSRP maps. All edits from Committee members are due to Barbara by the end of March to allow modifications and keep on track for a presentation to the Planning Board in May. VI. New Business: Kathy Dailey and Richard Zipper attended to discuss the Madison dog park and its affect on the use of the Scouts to camp, asking for alternative locations for their overnight event and the provision of various amenities. They were referred to the Parks Commission as the more appropriate venue.  9:18pm meeting adjourned Respectfully submitted, Jill Rhodes
