MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON REGULAR MEETING SEPTEMBER 2, 2014 A regular meeting of the Planning Board of the Borough of Madison was held on the 2nd day of September 2014 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. The meeting was called to order by Planning Board Chairman, Steve Tombalakian Mr. Tombalakian requested the reading of the Public Meeting Notice. Ms. Boardman read the following statement in accordance with the Open Public Meetings Act. “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 7, 2014, the Board by Resolution adopted a schedule of meetings. On January 8, 2014, a copy of the schedule of meetings was posted at the bulletin board at the entrance to the Hartley Dodge Memorial, was sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. The following roll call was recorded: Present: Steve Tombalakian, Astri Baillie, Tom Johnson, Michael Kopas, Peter Flemming, and Jeff Gertler, Judy Mullins and John Forte Excused: Mayor Robert Conley, Frank Russo, Board Engineer and Frances Boardman, Board Secretary Absent: None Also Present: Susan Blickstein, Board Planner Vince Loughlin, Planning Board Attorney Bob Vogel, Substitute Secretary Approval of Minutes: Copies of the August 5, 2014 regular meeting minutes were distributed to all Board members for their review prior to this meeting. A motion to approve the minutes was made by Ms. Baillie, seconded by Mr. Tombalakian. A voice vote of “aye” was heard by all eligible voting members and recorded. Comments by the Public: Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s agenda. Seeing no one he closed that portion of the meeting. RESOLUTIONS FOR MEMORIALIZATION – CASE NO. P 14-002 Minor Subdivision Golden Spring Triangle, LLC Block: 4201, Lot: 11 85 Green Avenue Resolution granting the Minor Subdivision of Golden Spring Triangle, LLC., for the Minor Subdivision on property located at 85 Green Avenue, Madison commonly known on the Borough of Madison Tax Map as Block 4201, Lot 11. 1 Planning Board September 2, 2014 The draft resolution was sent to the applicant’s Attorney, Ms. Carlotta Budd, Esq. and the Planning Board members and its Professionals for review prior to this evening’s meeting. Mr. Tombalakian asked the Board and its Professionals if they had any further comments or questions concerning the resolution. Ms. Baillie stated that in section eight Mike should be referred to as Mike Kopas, as a member of the Shade Tree Management Board in the resolution. Mr. Loughlin agreed with Ms. Baillie and stated that a revised resolution with this addition would be sent to the Board secretary. Mr. Tombalakian asked for a motion to approve the resolution with this correction. A motion was made by Ms. Baillie, seconded by Mr. Flemming; the following roll call was recorded: “Ayes” –Mr. Tombalakian, Mr. Kopas, Mr. Flemming, Mr. Forte, Mr. Johnson, and Ms. Baillie “Nays” – None “Abstain” – Mrs. Mullins Borough of Madison Master Plan Master Plan Amendments to the Environmental Resource Inventory A draft resolution was sent to all Board members and its Professionals with regard to the Master Plan Amendments to the Environmental Resource Inventory. Mr. Tombalakian had sent an email earlier with one recommendation to be included in the resolution. This recommendation regarding the inclusion of the Conservation Easements was included in the resolution by Mr. Loughlin and a revised resolution will be sent to the Board Secretary. Mr. Tombalakian asked for a motion to approve the resolution with this inclusion. A motion was made by Mr. Johnson, seconded by Mr. Gertler; the following roll call was recorded: “Ayes” –Mr. Tombalakian, Mr. Kopas, Mr. Flemming, Mr. Gertler, Mr. Forte, Mr. Johnson, and Ms. Baillie “Nays” – None “Abstain” – Mrs. Mullins NEW BUSINESS –None OLD BUSINESS – None PLANNING DISCUSION – An announcement was made at this time that the September 16, 2014 Planning Board meeting was cancelled. The next meeting will be held on October 7, 2014. 2 Planning Board September 2, 2014 CORRESPONDENCE – None Since there was no further business to come before the Board, Mr. Tombalakian made a motion to adjourn the regular meeting at 8:00 P.M.; seconded by Mr. Johnson.
