MINUTES PLANNING BOARD OF THE BOROUGH OF MADISON REGULAR MEETING JULY 18, 2017 A regular meeting of the Planning Board of the Borough of Madison was held on the 18th day of July 2017 at 7:30 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. The meeting was called to order by Planning Board Acting Chairman, Mayor Robert Conley. Mayor Conley requested the reading of the Public Meeting Notice. Ms. Boardman read the following statement in accordance with the Open Public Meetings Act. “Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the reorganization meeting of the Board held on January 17, 2017, the Board by Resolution adopted a schedule of meetings. On January 18, 2017, a copy of the schedule of meetings will be posted at the bulletin board at the entrance to the Hartley Dodge Memorial, sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings Act”. The following roll call was recorded: Present: Mayor Robert Conley, Tom Lewis, Peter Flemming, Astri Baillie, and George Limbach Excused: Steve Tombalakian, Jeff Gertler and Frank Russo, Assistant Borough Engineer Absent: John Forte Also Present: Vince Loughlin, Planning Board Attorney Susan Blickstein, Board Planner Frances Boardman, Board Secretary Approval of Minutes: The minutes of the previous Planning Board meeting that was held on June 20, 2017 were not distributed at this time. They will be distributed and voted upon at the next meeting. Comments by the Public: Mayor Conley opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s agenda. Seeing no one he closed that portion of the meeting. RESOLUTIONS FOR MEMORIALIZATION – CASE NO. P 11-003 Two Year Extension of Preliminary and Final Site Plan with Variances Michael & Stella Iannaccone 305 Main Street Block: 5101, Lot: 29 Resolution granting the Two-Year Extension for Preliminary and Final Site Plan with Variances to Michael & Stella Iannaccone, on property located at 305 Main Street, Madison commonly known on the Borough of Madison Tax Map as Block: 5101, Lot: 29 The draft resolution was sent to the Applicant’s Attorney Mr. Steve Azzolini, Esq., as well as the Planning Board members and its Professionals for review prior to this evening’s meeting. Mayor Conley asked the Board if they had any further comments or questions concerning the resolution. Seeing none he asked for a motion to approve the resolution as presented by Mr. Loughlin, motion was made by Mr. Flemming, seconded by Ms. Baillie; the following roll call was recorded: “Ayes” – Mayor Conley, Ms. Baillie, Mr. Flemming, Mr. Lewis and Mr. Limbach “Nays” – None “Abstain” –None “Excused” – Mr. Tombalakian and Mr. Gertler 1 Planning Board July 18, 2017 CASE NO. P 17-004 Minor Subdivision with Variances Borough of Madison 117 Kings Road Block: 3801 Lot: 1 Resolution granting the Minor Subdivision with Variances to the Borough of Madison, on property located at 117 Kings Road, Madison commonly known on the Borough of Madison Tax Map as Block: 3801, Lot: 1 The draft resolution was sent to the Applicant’s Attorney, Mr. Salvatore Alfieri, Esq. as well as the Planning Board members and it’s Professionals for review prior to this evening’s meeting. Mayor Conley asked the Board if they had any further comments or questions concerning the resolution. Seeing none he asked for a motion to approve the resolution as presented by Mr. Loughlin, motion was made by Mr. Flemming, seconded by Mr. Lewis; the following roll call was recorded: “Ayes” –Mr. Flemming, Mr. Lewis and Mr. Limbach “Nays” – None “Abstain” – Mayor Conley, and Ms. Baillie “Excused” – Mr. Tombalakian and Mr. Gertler NEW BUSINESS – None OLD BUSINESS – None PLANNING DISCUSION – Central Business District 1 - Change of Use Dr. Blickstein discussed at length the changes that have been drafted and purposed to amend Section 195-20.B(2) regarding the change of use, change of occupancy or change of ownership that might trigger site plan approval. After some discussion Mayor Conley applauded Dr. Blickstein’s efforts in attacking the challenge at hand. The Board made some minor suggestions expanding upon hours of operation and off street parking. Dr. Blickstein was advised to make these changes and forward the purposed amendment to Chapter 195-20.B(2) to Ms. Baillie so she may present same to Mayor and Council. If the changes to this Ordinance are approved by Mayor and Council the Ordinance changes will be referred back to the Planning Board in August. CORRESPONDENCE – None Since there was no further business to come before the Board, Mayor Conley made a motion to adjourn the regular meeting at 8:12 pm.; seconded by Mr. Lewis.
