PLANNING BOARD OF THE BOROUGH OF MADISON
SPECIAL MEETING NOVEMBER 13, 2017
A special meeting of the Planning Board of the Borough of Madison was held on the 13th day of November 2017 at
6:00 P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ.
The meeting was called to order by Planning Board Chairman, Steve Tombalakian. Mr. Tombalakian requested the
reading of the Public Meeting Notice.
Ms. Boardman read the following statement in accordance with the Open Public Meetings Act.
“Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: On October
30, 2017, the Board scheduled a special meeting.
On November 2, 2017, a copy of the meeting was posted at the bulletin board at the entrance to the Hartley
Dodge Memorial, sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in accordance
with the “Open Public Meetings Act”.
The following roll call was recorded:
Present: Tom Lewis, Astri Baillie, Rachel Ehrlich, Peter Flemming, George Limbach, Mayor Conley, Ann Huber and
Steve Tombalakian
Excused: John Forte Mr. Frank Russo, Assistant Board Engineer, and Susan Blickstein, Board Planner
Absent: None
Also Present: Vince Loughlin, Planning Board Attorney
Frances Boardman, Board Secretary
Approval of Minutes:
Copies of the minutes of the October 17, 2017 regular meeting were distributed to all Board members for their review
prior to this meeting. A motion to approve the minutes as presented was made by Mayor Conley, seconded by Mr.
Lewis. A voice vote of “aye” was heard by all eligible voting members and recorded.
Comments by the Public:
Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s
agenda. Seeing no one he closed that portion of the meeting.
RESOLUTIONS FOR MEMORIALIZATION –
Case No. P 17-012
Minor Subdivision with Variances
Parisi Builders and Developers
10 South Oak Court
Block: 102, Lot: 14
Resolution approving the Minor Subdivision with Variances to Parisi Builders and Developers, on property located at
10 South Oak Court, Madison commonly known on the Borough of Madison Tax Map as Block: 102, Lot: 14
The draft resolution was sent to the Applicant’s Attorney, Mr. Nino Coviello, Esq. as well as the Planning Board
members and it’s Professionals for review prior to this evening’s meeting. Mr. Tombalakian asked the Board if they
had any further comments or questions other than those previously discussed by email concerning the resolution.
Seeing none he asked for a motion to approve the resolution as amended by Mr. Loughlin, motion was made by Mayor
Conley, seconded by Mr. Flemming; the following roll call was recorded:
“Ayes” –, Ms. Ehrlich, Mr. Lewis, Mr. Limbach, Mayor Conley, Mr. Flemming and Mr. Tombalakian
“Nays” – Ms. Baillie and Ms. Huber
“Abstain” – None
“Excused” – Mr. Forte

Prior to moving forward to the next resolution for memorialization Mr. Tombalakian passed the gavel over to the
Mayor to continue the meeting and left his place at the dais at 6:10 pm
CASE NO. P 17-008
Preliminary and Final Site Plan with Variances
Atlantic Health Systems
4 Giralda Farms
Block: 3202, Lot: 1
Resolution approving the with Preliminary and Final Site Plan Variances to Atlantic Health Systems, on property
located at 4 Giralda Farms, Madison commonly known on the Borough of Madison Tax Map as Block: 3202, Lot: 1
The draft resolution was sent to the Applicant’s Attorney, Mr. Richard Schkolnick, Esq. as well as the Planning Board
members and it’s Professionals for review prior to this evening’s meeting. Mr. Schkolnick was present this evening to
discuss several revisions he would like to see in the resolution.
Mr. Loughlin stated that there were 2 major issues that need to be addressed. The first, was regarding the substantial
architectural changes as discussed at the Board hearing. It was noted that Dr. Blickstein and Ms. Ehrlich had both been
reviewing the plans resubmitted by the applicant’s architect and were satisfied with what was being proposed. After
some discussion the Board decided that the applicant did not have to return for plan review. The second item of
concern deals with Condition # 8 regarding the issuance of “building permit”. Mr. Loughlin stated the concerns and
read an email received from Mr. Frank Russo at 11:34 am on Monday, November 13, 2017 addressing such.
The last item for discussion was the Storm Water Measurement calculations as stated on Page 7 of the draft resolution.
After a brief discussion the Board felt that this portion of the resolution should stay as is.
Mayor Conley asked the Board if they had any further comments or questions concerning the resolution. Seeing none
he asked for a motion to approve the resolution as discussed this evening with the amendments to be prepared by Mr.
Loughlin, motion was made by Ms. Baillie, seconded by Ms. Huber; the following roll call was recorded:
“Ayes” –, Ms. Ehrlich, Mr. Lewis, Ms. Baillie, Ms. Huber, Mr. Limbach, Mayor Conley, and Mr. Flemming
“Nays” – None
“Abstain” – Mr. Tombalakian
“Excused” – Mr. Forte

Since there was no further business to come before the Board, Mayor Conley made a motion to adjourn the regular
meeting at 6:25 pm.; seconded by Mr. Flemming. A voice vote of “aye” was heard by all members present and carried.
