PLANNING BOARD OF THE BOROUGH OF MADISON
REGULAR MEETING DECEMBER 4, 2018
A regular meeting of the Planning Board of the Borough of Madison was held on the 4th day of December 2018 at 7:30
P.M., in the Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, NJ.
The meeting was called to order by Planning Board Chairman, Steve Tombalakian.
Mr. Tombalakian requested the reading of the Public Meeting Notice.
Ms. Boardman read the following statement in accordance with the Open Public Meetings Act.
“Let the minutes reflect that adequate notice of this meeting has been provided in the following manner: At the
reorganization meeting of the Board held on January 16, 2018, the Board by Resolution adopted a schedule of
meetings.
On January 17, 2018, a copy of the schedule of meetings will be posted at the bulletin board at the entrance to
the Hartley Dodge Memorial, sent to the Madison Eagle and the Daily Record, and filed with the Borough Clerk all in
accordance with the “Open Public Meetings Act”.
The following roll call was recorded:
Present: Tom Lewis, Peter Flemming, Steve Tombalakian, John Forte, Astri Baillie, Ann Huber, Mayor Conley and
Rachel Ehrlich
Excused: George Limbach, Frank Russo, Assistant Borough Engineer and Susan Blickstein, Board Planner
Absent: None
Also Present: Vince Loughlin, Planning Board Attorney
Frances Boardman, Board Secretary
Approval of Minutes:
Copies of the minutes of the October 16, 2018 regular and executive meeting were distributed to all Board members for
their review prior to this meeting. A motion to approve the regular and executive minutes as presented was made by
Ms. Baillie, seconded by Mr. Flemming. The following roll call was recorded:
“Ayes” – Ms. Baillie, Mr. Flemming, Mr. Forte, Mr. Lewis, Ms. Huber, Ms. Ehrlich, and Mr. Tombalakian
“Nays” – None
“Abstain” – Mayor Conley
Comments by the Public:
Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter not on this evening’s
agenda. Seeing none that portion of the meeting was closed.
RESOLUTIONS FOR MEMORIALIZATION –
CASE NO. P 18-004
Minor Subdivision with Variances
Estate of Michael Sabarese
16 Maple Avenue
Block: 3702, Lot: 22
Resolution granting the Minor Subdivision with Variances to the Estate of Michael Sabarese on property located at 16
Maple Avenue, Madison commonly known on the Borough of Madison Tax Map as Block 3702, Lot: 22
The draft resolution was sent to the applicant’s Attorney, Mr. Nino Coviello, Esq. as well as the Planning Board
members and it’s Professionals for review prior to this evening’s meeting. Comments were received from Mr. Frank
Russo and sent to Mr. Loughlin prior to the meeting. Mr. Loughlin revised the resolution to include these comments
and sent revised draft to the Board members and professionals.
Ms. Baillie asked if the form of deed would be reviewed by our Borough Professionals. Mr. Tombalakian stated that d
before it was signed the Board Attorney and Board Engineer would review.

Mr. Tombalakian asked the Board if they had any further comments or questions concerning the resolution. Mr.
Tombalakian asked for a motion to approve the resolution this evening, a motion was made by Ms. Huber, seconded by
Mr. Forte; the following roll call was recorded:
“Ayes” –Mr. Forte, Mr. Lewis, Mr. Flemming Mr. Tombalakian, Ms. Baillie, Ms. Erhlich, and Ms. Huber
“Nays” – None
“Abstain” – Mayor Conley
“Excused” – Mr. Limbach
NEW BUSINESS – None
OLD BUSINESS – None
PLANNING DISCUSSION –
Mr. Loughlin advised the Board that an Executive Session may be necessary at the next meeting of the Planning Board
scheduled for January 15, 2019.
Ms. Baillie asked that Mr. Russo discuss with the owner of 9-19 Greenwood Avenue placing the electrical wires
underground, the overhead wires are a dangerous and hazardous condition.
CORRESPONDENCE –
Mr. Tombalakian acknowledged the correspondence received for Mrs. Allison Johansen, dated November 18, 2018.
Due to the nature of the correspondence Mr. Loughlin advised that this matter not be discussed.
Ms. Boardman reminded the Board that the next meeting of the Planning Board is scheduled for Tuesday, January 15,
2019. This meeting is the Re-Organization of the Planning Board.
Since there was no further business to come before the Board, Mr. Tombalakian asked for a motion to adjourn the
Regular meeting at 7:45pm.; seconded by Mayor Conley. A voice vote of “aye” was heard by all members present and
carried.
