PLANNING BOARD OF THE BOROUGH OF MADISON
REGULAR SCHEDULED MEETING AUGUST 18, 2020
A regular meeting of the Planning Board of the Borough of Madison was held on the 18th day of
August 2020 at 7:30 P.M., via a Zoom electronic meeting.
The meeting was called to order by Planning Board Chairman, Mr. Steve Tombalakian. Mr. Tombalakian
requested the reading of the Public Meeting Notice. Ms. Blickstein read the following statement in
accordance with the Open Public Meetings Act:
“Let the minutes reflect that adequate notice of this meeting has been provided in the following
manner: At the reorganization meeting of the Board held on January 21, 2020, the Board by
Resolution adopted a schedule of meetings. On January 22, 2020, a copy of the schedule of meetings will
be posted at the bulletin board at the entrance to the Hartley Dodge Memorial, sent to the Madison Eagle
and the Daily Record, and filed with the Borough Clerk all in accordance with the “Open Public Meetings
Act”.
The following roll call was recorded:
Present: Astri Baillie, Peter Flemming Alfredo Garibay, Ann Huber, Tom Lewis, George Limbach, and
Steve Tombalakian,
Excused: Mayor Conley, John Forte, Frank Russo, Assistant Borough Engineer
Absent: None
Also Present: Vince Loughlin, Planning Board Attorney
Susan Blickstein, Board Planner
Frances Boardman, Board Secretary
Approval of Minutes:
Copies of the minutes of the July 21, 2020 regular meeting were distributed to all Board members for
their review prior to this meeting. Several small corrections were made. A motion to approve the minutes
as corrected ,was made by Ms. Baillie, seconded by Mr. Lewis. A voice vote of “Aye” was heard by all
eligible voting members and recorded.
Comments by the Public:
Mr. Tombalakian opened the floor to the public for anyone that wished to be heard on any matter
not on this evening’s agenda. Seeing none, that portion of the meeting was closed.
RESOLUTIONS FOR MEMORIALIZATION – None
REVIEW AND RECOMMENDATION ITEMS
On referral from the Governing Body: Ordinance 26-2020 “ORDINANCE OF THE BOROUGH
OF MADISON AMENDING AND SUPPLEMEMENTING CERTAIN PROVISIONS OF
CHAPTER 195 SECTION 32 OF THE MADISON BOROUGH CODE ENTITLED “LAND
DEVELOPMENT ORDINANCE”
On referral from the Governing Body: Ordinance 27-2020 “ORDINANCE OF THE BOROUGH
OF MADISON AMENDING THE AFFORDABLE HOUSING PROVISIONS OF CHAPTER
195 SECTIONS 47 AND 48 OF THE MADISON BOROUGH CODE ENTITLED “LAND
DEVELOPMENT ORDINANCE”
Ordinance 26-2020 and Ordinance 27-2020 were distributed to all Board members and Professionals for
their review prior to this evening’s meeting.
Dr. Blickstein gave a brief summary of the contents of each of the Ordinances.
Mr. Loughlin presented Resolutions to the Board adopting and approving the above Ordinances prior to
this evening’s meeting.
On Ordinance 26-2020 a motion was made by Ms. Huber, seconded by Mr. Limbach, all members
present heard a voice vote of “Aye” in favor of the resolution. A copy of the resolution will be sent to
Mayor and Council.
On Ordinance 27-2020 a motion was made by Mr. Flemming, seconded by Mr. Lewis, a voice vote of
“Aye” was heard in favor of the resolution by all members present. A copy of the resolution will be sent
to Mayor and Council.
NEW BUSINESS –
Master Plan Re-Examination
Public Hearing of the Master Plan Re-examination Report.
Prepared by Dr. Susan Blickstein, P.P.-AICP, Planning Consultant to the Planning Board with assistance
from Elizabeth McManus, PP-AICP LEED AP.
Dr. Blickstein reviewed the key issues that are addressed in the 2020 Master Plan Re-Examination as
distributed to all Board members and Professionals prior to this evening’s meeting.
The public was given an opportunity to ask questions or make comments on this topic. There being none,
a motion to approve the 2020 Master Plan Re-examination was made by Mr. Lewis, seconded by Ms.
Baillie. A voice vote of “Aye” was heard in favor of the resolution by all members present.

CORRESPONDENCE – None
Since there was no further business to come before the Board, Mr. Tombalakian asked for a
motion to adjourn the regular meeting at 8:30 pm.; seconded by Ms. Huber. A voice vote of
“aye” was heard by all members present and carried.
